About this file

This is Addendum #2 to the bid documents for the Dunmore Carpet Factory Renovation and Site Work project issued by Alloy5 Architecture on behalf of Hoofty Holdings, LLC, the owner, located at 105 Corner Street, Dunmore, PA 18512. The addendum extends the bid deadline to Tuesday, September 29, 2026, at 2:00 P.M. prevailing time and provides critical clarifications and modifications to the original contract documents. The project scope encompasses comprehensive renovation of an existing industrial carpet factory building, converting it into residential lofts with ground floor commercial/office space. The work includes structural repairs, demolition, MEP (mechanical, electrical, and plumbing) system installation, roofing, brick repair and repointing, window replacement, interior buildout with kitchenettes and bathrooms, stair renovation, and site work including a new parking lot with electrical service. A mandatory pre-bid meeting was held on August 28, 2026, and questions were accepted until September 9, 2026. The bid documents, including revised drawings (A0.00, A0.01, A1.00 through A1.03, A1.22, A1.23, A2.01 through A2.03, A6.20, and M205) and new drawing A903, were made available online via PennBid beginning August 10, 2026.

The bid structure includes a base lump sum price plus six alternates and twelve unit price line items, with quantity allowances for rock excavation, unsuitable soil removal, masonry work, concrete flatwork, sensors, ductwork, electrical components, and labor by trade. Environmental compliance is mandated, including OSHA Lead in Construction standards and EPA asbestos NESHAP regulations for roof removal operations. Critical addendum clarifications address ductwork insulation requirements per the 2024 IECC, backsplash tile selection, electrical panel spare circuits, gas meter relocation (noting no longer needed due to elimination of gas-fired equipment), new electrical service pole coordination with utility provider PPL, removable bollard installation per PPL specifications, and window specifications (Pella Reserve Series replacing the discontinued Architect Series). The successful bidder must submit a bid bond of 10 percent of the total bid amount and will be required to furnish performance and payment bonds each at 100 percent of contract value. The project is subject to Pennsylvania's Prevailing Wage Act requirements, and Hoofty Holdings reserves the right to reject any or all bids and withhold award for up to 60 days.

Answer: The controls should be compatible with HVAC equipment, preferably the same manufacturer for both, but there is no preferred vendor.

2.13 There is a reference to a Phase 1 Report and reference to neutralizing concrete surfaces after mastic abatement – but I do not see an abatement spec or the Phase 1 Report. Can you please clarify

Answer: The phase 1 report items have been addressed and some miscellaneous items are in the process of being addressed by the Owner.

2.14 Can you please confirm if the Pella Aluminum-Clad Wood Interior window (or approved equal) is correct?

Answer: The “Architect Series from Pella has been discontinued. The Pella “Reserve Series” is to be used.

Language for NESHAP Interpretative Rule Governing Roof Removal Operations

EPA’s National Emissions Standard for Hazardous Air Pollution (NESHAP), 40 CFR Part 763 classifies asbestos as either friable or nonfriable asbestos containing materials (ACM). Friable

ACM is ACM that, when dry, can be crumbled, pulverized or reduced to powder by hand pressure. Nonfriable ACM is ACM that, when dry, cannot be crumbled, pulverized or reduced by powder by hand pressure.

Nonfriable material is further classified as either Category I or Category II ACM. Asphalt roofing is categorized as Category I which includes built-up roofing, asphalt-containing single ply membrane systems, asphalt shingles, asphalt-containing underlayment felts, asphalt-containing roof coatings and mastics, asphalt containing base flashings, bituminous or resinous binders (coal tars and pitches).

If Category I roofing material is being removed using either manual methods (axe, roof plow, man-bars) or slicing, the material is considered nonfriable and can be abated as follows:

1. No asbestos abatement notification is needed.

2. The roof can be removed by non-asbestos certified roofers. (NOTE: The roofers must have asbestos awareness training to come into contact with the roofing material)

3. The roofing material can be placed into carts unwrapped and placed in a chute to load into the waste can.

4. The waste can be disposed of as construction and demolition (C&D) debris.

5. Asbestos air monitoring is not required.

The above listed is also consistent with the Merck Asbestos O&M program.

If at any time during the roof removal operations shifts from nonfriable to friable operations, the project must stop, with a notification filed, asbestos trained workers utilized and the waste to be bagged in two layers of 6 mil poly and disposed of in a certified asbestos landfill. Roofing which is cut, sanded, grinded, or abraded using a rotating blade (RB) roof cutter is considered friable asbestos, including hand saw, reciprocating saw, or rotary blade (circular saw). For purposes of this Interpretative Rule, “RB Roof Cutter” means an engine powered roof cutting machine with one or more rotating cutting blades, the edges which are blunt.

EPA has determined that where a rotating blade (RB) roof cutter or equipment that similarly damages the roofing material is used to remove Category I non friable asbestos-containing roofing material, the removal of 5580 ft2 of that material will create 160 ft2 of regulated asbestos containing material (RACM).

Therefore, it is EPA’s interpretation that when an RB roof cutter or equipment that similarly damages the roofing, material is used to remove Category I nonfriable asbestos-containing roofing material, any project that is 5580 ft2 or greater is subject to the NESHAP ; conversely, it is EPA’s interpretation that when an RB roof cutter or equipment that similarly damages the roofing materials used to remove Category I nonfriable asbestos-containing roofing material in a roof removal project that is less than 5580 ft2, the project is not subject to NESHAP, except that notification is always required for demolitions. EPA further construes, the NESHAP to mean that if slicing or other methods do not sand, grind, cut or abrade will be used on Category I nonfriable

ACM, the NESHAP does not apply, regardless of the area of roof to be removed.

Language for lead-based paint in construction:

The US EPA and Department of Housing and Urban Development (HUD) define lead-based paint as any “paint or surface coating that contains lead equal to or exceeding one milligram per square centimeter (1.0 mg/cm2) or 0.5% by weight.” However, the OSHA lead in construction standard (29 CFR, Part 1926.62) applies to all construction work where an employee may be occupationally exposed to lead, regardless of the amount of lead in the paint or other material to be disturbed. Whenever lead is detected in paint even if at very low levels, the employer must at a minimum conduct an exposure assessment to determine if employees may be exposed above

OSHA’s action level or Permissible Exposure Limit (PEL). If exposures could exceed these limits, then additional requirements of the OSHA standard apply.

For certain higher-risk activities such as welding or abrasive blasting on surfaces with lead-containing coatings, the employer must assume exposure limits will be exceeded and implement controls until and unless project-specific data show otherwise. When lead concentrations in paint are very low (i.e., less than 0.1 %), and only lower-risk activities such as manual demolition of painted building components are performed, it is unlikely that the OSHA exposure limits will be exceeded. However, it is the employer’s responsibility to assess this risk based on their means and methods.

Safe work practices such as those outlined in the EPA’s standard titled “Lead-Based Paint

Poisoning Prevention in Certain Residential Structures” (40 CFR Part 745) should be followed when disturbing surfaces painted with lead-containing paint. This standard only applies to child occupied (target) housing, and typically does not apply to industrial or commercial facilities.

However, it is referenced as good practice. The EPA standard addresses isolating the area and using HEPA vacuums to control lead dust. It also prohibits the use of open flame burning, machine sanding, grinding, or blasting without a HEPA-equipped exhaust.

Waste including lead-based or lead-containing paint should characterized for waste disposal using the EPA Toxicity Characteristic Leaching Procedure (TCLP) to determine if it exceeds the

EPA limit for lead under RCRA (40 CFR Part 261). Waste containing 0.01 or more percent lead by weight (total constituent analysis) could exceed the EPA limit of 5 mg/L in leachate by TCLP testing.
