The contract permits a 10 percent markup on materials, equipment rentals, and subcontracting services, with unit prices remaining firm for 365 days from contract execution; price adjustments require 60 days' advance notice and County approval. Contractors must provide Workers' Compensation and Employer's Liability insurance ($1,000,000 minimum), Commercial General Liability insurance ($1,000,000 per occurrence, $2,000,000 aggregate), and Automobile Liability insurance ($1,000,000 per occurrence/aggregate). All insurance must be issued by companies admitted in the Commonwealth of Virginia with an A.M. Best's rating of at least A:VII. At least one employee must hold a Master Electrician License, and contractors must provide detailed information regarding employee certifications and experience. Estimates must be returned within three working days at no charge to the contractor and remain valid for 30 days. The County reserves the right to conduct facility inspections with 24-hour notice, award contracts in aggregate, by line item, by section, or by manufacturer, and make primary and secondary awards based on its determination of best interest.
