The solicitation establishes a term contract for switchgear testing and preventative maintenance services across eight county facilities, including the Noman M. Cole, Jr. Water Recycling Facility and seven pump stations located throughout the Fairfax County and Alexandria areas. The contractor must provide comprehensive testing and maintenance of low and medium voltage switchgear circuit breakers (600V-4160V) and protection relays, with testing typically performed once every three years and coordinated as needed with the Department. All work must be performed during designated facility hours (6:00 AM to 2:30 PM, Monday-Friday), though the contractor is advised that facilities operate 24/7 and work may be delayed or stopped to ensure continuous operations, particularly during peak flow events.

The contractor must furnish all materials, labor, supervision, technical knowledge, tools, and equipment necessary to complete the work scope, including specialized lifting, transporting, and racking devices. The contractor must comply with the National Electric Code (NEC), NFPA 70E, NETA, NESC, and applicable national and local codes, and must maintain an associate dedicated to parts research and availability. All testing must follow NETA/ANSI standards and include detailed field test reports documenting as-found and as-left equipment conditions and protection settings. Work requirements include insulation resistance testing, secondary injection testing, infrared thermography for all switchgear and motor control centers, vacuum bottle integrity testing, mechanical operation testing, and complete cleaning and documentation of all tested equipment. The contractor must ensure proper site safety with temporary barriers, guardrails, and hazard controls, and must comply with current OSHA and NFPA 70E requirements including lock-out/tag-out procedures.

3. TECHNICAL SPECIFICATIONS FOR TESTING AND PREVENTATIVE MAINTENANCE:

3.1. Medium Voltage Switchgear (600V- 4160V), Vacuum Circuit Breakers:

A. Remove each breaker from its compartment. Inspect for abnormal wear or overheating.

Discoloration of the surfaces is not harmful unless corrosion due to atmospheric conditions is severe, resulting in deposits on the surface. Check each breaker while it is out of the housing for all items recommended in accordance with the manufacturer’s published data.

B. Perform insulation resistance tests for one minute on each pole, phase-to-phase, phase to ground with the circuit breaker closed, and across each pole with the breaker open. Apply voltage in accordance with the manufacturer’s published data, using industry standards.

C. Visually check and manually operate mechanical moving parts such as the shutter, switch assemblies, the position interlock, hinged doors, and the drawout features of the auxiliary assemblies. Examine mechanical mating parts such as the breaker secondary contacts, blocks, guide rails, and trippers. Grease the racking screw and the plunger/operating mechanism.

Lubricate with the appropriate contact lubricant. Perform all mechanical operation tests in accordance with the manufacturer's published data.

D. Perform secondary injection test.

E. Infrared Thermography is required for all switchgears and MCCs.

F. Test the breaker operation and performance to ensure the proper operation of the breaker.

G. Test mechanism charge, trip-free, and anti-pump functions.

H. Inspect vacuum bottle assemblies and perform a vacuum bottle integrity (dielectric withstand voltage) test across each vacuum bottle with the breaker in accordance with the manufacturer’s specifications.

I. Inspect physical and mechanical condition, perform as-found tests, and clean the unit. Use appropriate lubrication on moving current-carrying parts and on moving and sliding surfaces.

J. Cleaning of the entire switchgear, breaker, cubicle, and contacts, and removing dust from buses, connections, supports, and enclosure surfaces. Ensure housekeeping has been done.

K. Submit a record of all test results and maintenance performed on each breaker.

3.2. Low Voltage Switchgear and Circuit Breakers:

A. Cleaning of the entire switchgear, breaker, and cubicle, including the contacts, and removing dust from buses, connections, supports, and enclosure surfaces.
