About this file

This evaluation criteria document pertains to the Boulder County Housing Authority (BCHA) procurement process for towing services in Colorado. The document outlines the selection committee's methodology for reviewing vendor proposals for timely, safe, and reliable towing services to remove unauthorized, abandoned, or inoperable vehicles from BCHA-managed properties, as well as to relocate vehicles for maintenance or emergency access. The selection committee may request additional information from vendors or conduct interviews with one or more vendors prior to making final selection determinations.

The evaluation process utilizes a 100-point scoring matrix that weights three primary criteria: Response Time and Availability (40 points), Fleet and Equipment/Experience (35 points), and Professionalism and Customer Service (25 points). Final evaluation and selection decisions may be based on any or all of these factors, providing the county with flexibility in determining the most qualified vendor. Interested parties with questions regarding the Boulder County procurement process should contact procurement@bouldercounty.gov.
