About this file

This document is the Evaluation Criteria for Boulder County Public Health's Request for Proposals to procure an Electronic Health Record (EHR) system with Medicaid billing capabilities. The evaluation process will be conducted by a selection committee, which may request additional information from vendors or conduct interviews with one or more vendors as needed. The committee will assess proposals based on how well the solution meets specifications outlined in the RFP, the proposed timeline for implementation, proposed pricing, and vendor qualifications, experience, responsiveness, and reference checks or testimonials from agencies currently using the vendors' products.

The evaluation employs a scoring matrix that weights criteria as follows: solution meeting RFP specifications accounts for 338 points, proposed timeline for 40 points, proposed pricing for 50 points, and vendor qualifications, experience, responsiveness, and reference checks for 100 points, resulting in a total possible score of 528 points. This scoring structure emphasizes the technical adequacy of the proposed solution and vendor capability, while timeline and pricing considerations carry less weight in the overall evaluation decision.
