About this file
The document is a Project Implementation Plan (PIP) prepared for the Texas Juvenile Justice Department (TJJD) and Texas Facilities Commission (TFC) detailing the planning, design, construction, and activation of two new juvenile justice facilities in Texas. The project aims to add a minimum of 200 state-level beds, with facilities designed to serve youth with acute mental health needs, highly aggressive or violent behavior, and female youth. The master schedule outlines key milestones including site selection (focusing on Houston, San Antonio, and DFW areas), program of requirements completion, land acquisition, design and construction procurement, and facility construction. The project is scheduled to run from September 2023 to February 2028, with construction notices to proceed in October 2025 and substantial completion targeted for October 2027.
The project is funded by an $200,000,000 appropriation from the 88th Legislature in General Revenue for fiscal year 2024. Two facilities are planned: one focused on mental health (125,456 square feet) and another on violent aggressive behaviors (124,979 square feet), with an additional centralized distribution warehouse (13,143 square feet). Key procurement activities include contracting CBRE as site acquisition representative, Kitchell for project management, Kleinfelder Engineering for site due diligence, and Broaddus Planning for program requirements. The project team has identified potential sites and completed initial due diligence, with a goal of locating facilities near population centers with existing workforce capacity. The plan emphasizes collaborative communication, accuracy, sustainability, HUB firm participation, transparency, and fiscal responsibility throughout the project lifecycle.

I. Executive Summary
This document represents the first update (Revision 1) of the Project
Implementation Plan (PIP), which is designed to guide the Planning, Design, Construction, and Activation of two new Juvenile Justice Facilities in Texas, adding at least 200 state-level beds. The PIP serves as the primary Project Management tool to ensure seamless and efficient execution of every project phase.
The core components of this PIP include the Master Budget, Master Schedule, and
Risk Mitigation Register. These elements will be updated at key project milestones to promote communication, transparency, and accountability throughout the project's lifecycle.
This Project Implementation Plan is a dynamic and evolving document designed to keep all stakeholders informed and aligned. By adhering to this plan, we aim to deliver state-of-the-art juvenile justice facilities that meet the highest standards of safety, functionality, and efficiency.
Key Accomplishments
Site Selection
• An extensive site selection process was undertaken from May 2024 to date. Properties in Houston, San Antonio, and DFW areas have been researched with top sites proceeding with Letters of Interest, Purchase and Sales agreements, right of entry agreements and site investigations for environmental phase 1 study, geotechnical investigation, surveys and existing utility assessments. Site not selected after due diligence include
Rosharon (Brazoria County / TDCJ property), New Laredo (Bexar County) and Lancaster (Dallas County).
Program of Requirements (POR)
• During the 4 months from August 15th to December 18th, the team completed the Program of Requirements which identifies the space necessary for the new TJJD Facilities. This included Existing Facility tours, Peer Facility tours, questionnaires, interviews, workshops and working sessions with TJJD staff and leaders.
• (2) POR reports were completed, one for the Mental Health (MH) focused facility and one for the Violent Aggressive (VA) focused facility.
Additional, a centralized distribution warehouse was programed for (1) of the sites that will operationally serve all facilities. Each report is over 100 pages and includes a detailed analysis of the space needs.
Mental Health - 125,456 Square Feet
Violent Aggressive – 124, 979 Square Feet
(For Internal Use)
4 | P a g e
1/31/2025 - Solicitations
Centralized Distribution Center – 13,143 Square Feet
Total Program Square Footage = 263,578 Square Feet
• Upon completion of the (2) reports it has become evident that the spaces and functions of both facilities are very similar of not identical and its more of an operational difference in the treatment.
Additionally, we understand that many of the youth have both MH and VA behaviors.
We will work with the Design team to develop the New TJJD
Facility Model for the future that will accommodate either MH /
VA or both which will be determined operationally by the Agency.
This will facilitate economy of scale and consistency for the
Agency in terms of design, construction, operations, and maintenance.
Procurement
• Site Acquisition Representation: CBRE has been contracted by the Texas Juvenile
Justice Department (TJJD) as the Site Acquisition Buyer’s Representative.
• Project Management Services: Kitchell has been contracted by the Texas
Facilities Commission (TFC) to provide comprehensive Project Management
Services.
• Site Due-Diligence: Kleinfelder Engineering has been selected from TFC’s IDIQ to provide site surveys, investigation, phase 1 environmental, and soil evaluation.
• Program of Requirements: Broaddus Planning has been selected to provide an updated specific program, site fit and cost estimate.
• Solicitation the Architect/Engineer of Record was issued in October and the (2) finalists, HDR and HOK will interview in January, followed by selection, contracting and design work.
• Upcoming Solicitation documents for the Construction Manager at Risk and
Commissioning Agent have been drafted and will be released in early 2025.

II. Project Management Overview
a) Background – 88th Legislature Appropriation:
Construction of Facilities. Included in the amounts appropriated is $200,000,000 in General Revenue in fiscal year 2024 in Strategy B.3.1, Construct and Renovate
Facilities, for the Texas Juvenile Justice Department (TJJD) to construct a minimum of 200 beds in new state facility capacity. Newly constructed facilities may include services and appropriate physical features to serve youth with acute mental health needs, youth exhibiting highly aggressive or violent behavior, and female youth.
It is the intent of the legislature that these new facilities be located as close as practical to population centers which have existing workforce capacity to hire
Juvenile Correctional Officers (JCOs) and provide necessary mental health, counseling, therapy and other services to rehabilitate youth and to provide appropriate workforce development training for youth as appropriate. The selection of sites for the new facilities shall be contingent on approval from the
Legislative Budget Board. TJJD shall coordinate with the Texas Facilities
Commission for the construction of the facilities.

III. Master Schedule
The following pages present the Updated Project Master Schedule based on the best information we have to date. At this stage, the schedule starts to differentiate between the two site locations, Site #1 and Site #2. As the development of the schedule progresses, we will establish a baseline and track activities for both sites separately. Despite this distinction, the overall timeline for the project is expected to remain consistent across both locations.
We will continue to update and communicate the schedule on a monthly basis to ensure we are on track and/or need to make adjustments or course corrections along the way.
