4 - PART 4 - LIST OF DOCUMENTS, EXHIBITS, AND OTHER ATTACHMENTS
LIST OF ATTACHMENTS:
1 - PART 1 - COVER SHEET AND SCHEDULE
1. INTRODUCTION:
The United States Postal Service delivers more mail to more addresses in a larger geographical area than any other post in the world. The Postal Service delivers to more than 156 million addresses in every state, city and town in the country. Everyone living in the United States and its territories has access to postal products and services and pays the same for a First-Class postage stamp regardless of their location
The Post Office Department was transformed into the United States Postal Service, an independent establishment of the executive branch of the Government of the United States. The mission of the Postal Service remained the same, as stated in Title 39 of the U.S. Code of Federal Regulations:
“The Postal Service shall have as its basic function the obligation to provide postal services to bind the Nation together through the personal, educational, literary, and business correspondence of the people. It shall provide prompt, reliable, and efficient services to patrons in all areas and shall render postal services to all communities.”
The new Postal Service officially began operations on July 1, 1971, when the Postmaster General ceased to be a member of the President’s Cabinet.
2. SOLICITATION SCOPE:
This Request for Proposal is issued by the United States Postal Service, Facility Services East Category Management Team (FSECMT). The FSECMT was created within the Facility Services Category Management Center to develop, direct, achieve and administer cost effective comprehensive supply management programs for all Postal Service departments and mail processing and distribution centers.
The purpose of this solicitation is to provide interested parties with information to enable offerors to prepare and submit a proposal for the selection of a Total Facility Management firm to provide services as listed in Attachment 1 – Statement of Work, and other attachments contained herein.
The services identified in the solicitation and accordingly is furnishing a Statement of Work and factors by which a proposal shall be evaluated. That Statement of Work and all accompanying documents is also referred to as the “Solicitation”.
The Postal Service bases contract award decisions on best value. The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price; in order, to achieve a small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price.
The Postal Service may enter into one or more contracts with qualified and responsible firms for the provision of Integrated Facility Management Services at the Eaglecrest Building: 225 N.
Humphries Blvd., Memphis, TN 38166-0001. While the Postal Service may award one or more contracts, we reserve the right to make an award that best meets the needs of the Postal Service.
This solicitation describes the service to be performed under a resultant contract; states the terms and conditions that will apply to any contract that is awarded from this solicitation and provides detailed instructions for preparing and submitting proposals for this requirement.
The Postal Service assumes no responsibility for conclusions or interpretations derived from the information presented in this solicitation, or otherwise distributed or made available during this procurement process. If clarification of any portion of this solicitation is required, please put your questions in writing to alex.cintron@usps.gov.

Otherwise, the offeror is not relieved from errors in proposal preparation. Prices quoted must be Firm and Fixed for the 3-Year Base Period, 2- Year Option to Renew Period I, and 2-Year Option to Renew Period II. The services specified in the solicitation are not purchased until ordered. Service schedules by location may be subject to change, as to meet the needs of the Postal Service.

Options are not guaranteed under a Postal Service contract. The Postal Service reserves the right to extend this contract on a month-to-month basis for a period of up to nine (9) months after the term of the contract has been completed.
The Postal Service may terminate this contract immediately upon furnishing notice to the supplier if the parties fail to agree upon any deletion, amendment, or addition to the contract. No deletion, modification, addition to, or termination of this contract shall affect any orders entered prior to the effective date of such change, unless mutually agreed to by the parties.
The Postal Service reserves the right to make a single, multiple, or no award from this solicitation or any paper or electronic price gathering event. The Postal Service may cancel this solicitation with or without the substitution of another solicitation and reserves the right to revise, amend, or withdraw this solicitation at any time to protect its interest. Offerors will not be compensated by the Postal Service for costs incurred in the preparation of responses to this solicitation.
The Postal Service may evaluate offers and award a contract without discussions with offerors.
Therefore, the offerors initial offer should contain its best terms and conditions from a price and proposal evaluation standpoint. The offeror’s participation in this process might result in the Postal Service selecting the vendor to engage in further discussion. The commencement of such discussions, however, does not signify a commitment by the Postal Service to execute a contract or to continue discussions. The Postal Service may terminate discussions at any time and for any reason.
5. OFFEROR RESPONSIBILITY:
It shall be the responsibility of the proposing offeror to thoroughly read and understand the information, instructions, specifications, statement of objectives, and requirements of the solicitation.
Offerors are expected to fully inform themselves as to the requirements for the provision of the specified services before submitting their proposal. Failure to do so is at the offeror’s risk.

8. LANGUAGE REQUIREMENTS:
Supervisors and employees should have a near fluency or native level proficiency in English. On site supervisor should have as a minimum of S-3 or Speaking 3 (General Professional Proficiency) able to speak the language with enough structural accuracy and vocabulary to participate effectively in most formal and informal conversations in practical, social and professional topics. Nevertheless, the individual's limitations generally restrict the professional contexts of language use to matters of shared knowledge and/or international convention. Discourse is cohesive. The individual uses the language acceptably, but with some noticeable imperfections; yet, errors virtually never interfere with understanding and rarely disturb the native speaker. The individual can effectively combine structure and vocabulary to convey his/her meaning accurately. The individual speaks readily, and fills pauses suitably. In face-to-face conversation with natives speaking the standard dialect at a normal rate of speech, comprehension is quite complete. Although cultural references, proverbs and the implications of nuances and idiom may not be fully understood, the individual can easily repair the conversation. Pronunciation may be obviously foreign. Individual sounds are accurate: but stress, intonation and pitch control may be faulty.
Examples: Can typically discuss particular interests and special fields of competence with reasonable ease. Can use the language as part of normal professional duties such as answering objections, clarifying points, justifying decisions, understanding the essence of challenges, stating and defending policy, conducting meetings, delivering briefings, or other extended and elaborate informative monologues. Can reliably elicit information and informed opinion from native speakers.
Structural inaccuracy is rarely the major cause of misunderstanding. Use of structural devices is flexible and elaborate. Without searching for words or phrases, the individual uses the language clearly and relatively naturally to elaborate concepts freely and make ideas easily understandable to native speakers. Errors occur in low-frequency and highly complex structures.
9. PROPOSAL FORMAT INSTRUCTIONS|REQUIREMENTS:
The proposal should be practical, legible, clear, concise, coherent, and straightforward in manner without elaborate formats or exhibits. The Contracting Officer will award a contract to the offeror whose submittal conforms to the solicitation and offers the best overall value to the Postal Service, considering all factors described herein. The decision of the Contracting Officer is final and conclusive.
The Postal Service shall not be liable for any expenses incurred in connection with the preparation of a response to the solicitation. Offerors should prepare their proposals simply and economically, providing a straightforward and concise description of the offerors ability to meet the requirements of the solicitation.
Offerors shall submit pricing and technical proposals as follows:
(a) Proposal Format
Volumes 1, 2 and 3 shall be submitted electronically as separate files. All copies shall have the solicitation number, the offeror’s name, volume number, and volume title printed on the cover page. Volumes shall be submitted in the following order:
(1) Volume I – Contractual – One (1) copy of the completed signed solicitation documents to include completed PS Form 8203 Order/Solicitation/Offer/Award Boxes 13-Supplier, 15- Remittance Address, and 27-Supplier, as well as completed Provision 4-3 Representations and Certifications, Tax Identification Number (TIN), and Dun and Bradstreet DUNS Number.
(2) Volume II – Technical – One (1) copy of the technical proposal (Do not include cost/price information).
(3) Volume III – Cost/Price – One (1) copy of the cost/price proposal (Attachment 2 -Facility Price Worksheet). Return in Excel format, PDF format will not be accepted.
(b) Cost/Price – All information relating to cost or pricing data must be included in Volume III.
Under no circumstance shall cost or pricing data be included elsewhere in the proposal.
(C) Technical Proposal – The technical proposal should address the stated Evaluation Factors in such a manner as to enable the Postal Service to engage in a thorough evaluation of its overall technical merit. Technical proposals shall be specific, detailed and complete and shall demonstrate that the offeror has a thorough knowledge and understanding of the contract’s requirements. Offerors shall avoid generalized statements that for example paraphrase the specifications or attest that “standard procedures will be employed.” The Postal Service wishes to be satisfied that the offeror maintains an understanding of the specific contract requirements and maintains the means to fully satisfy them. PROVISIONS BY FULL TEXT
PROVISION A-1 RESTRICTION ON DISCLOSURE AND USE OF DATA (MARCH 2006)
Offerors that include in their proposals data they do not want used or disclosed by the Postal Service for any purpose other than proposal evaluation may take the following steps:
a. Include on the title page or in the introductory material of their proposal the following:
"This proposal includes data that may not be duplicated, used, or disclosed outside the Postal Service - in whole or in part - for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this offeror as a result of - or in connection with - the submission of such data, the Postal Service will have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Postal Service's right to use information contained in the data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets (Offeror insert numbers or other identification of sheets)."
b. Mark each sheet of data it wishes to restrict with the following legend: "Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal."
PROVISION 1-1 SUPPLIER CLEARANCE REQUIREMENTS (JULY 2021)
The contract resulting from this solicitation will require the contractor or its employees (including subcontractors and their employees) to have access to occupied postal facilities, and/or to postal information and resources, including postal computer systems. Clearance in accordance with Administrative Support Manual 272.4 will be required before that access will be permitted. It is the contractor's obligation to obtain and supply to the Postal Service the forms and information required by that regulation.
Offerors must familiarize themselves with the requirements of that section, taking into account in their offers the time and paperwork associated with the screening.
PROVISION 1-4 PROHIBITION AGAINST CONTRACTING WITH FORMER POSTAL SERVICE OFFICERS
OR PCES EXECUTIVES (MARCH 2006)
The offeror represents that former Postal Service officers or Postal Career Executive Service (PCES) executives will not be employed as key personnel, experts or consultants in the performance of the contract if such individuals, within 1 year of their retirement from the Postal Service, will be performing substantially the same duties as they performed during their career with the Postal Service. In addition, no contract resulting from this solicitation may be awarded to such individuals or entities in which they have a substantial interest, for 1 year after their retirement from the Postal Service, if the work called for in the solicitation requires such individuals to perform substantially the same duties as they performed during their career with the Postal Service.
PROVISION 1-5 PROPOSED USE OF FORMER POSTAL SERVICE EMPLOYEES (MARCH 2006)
In its proposal, the supplier must identify any former Postal Service employee it proposes to engage in the performance, directly or indirectly, in the performance of the contract. The Postal Service reserves the right to require the supplier to replace the proposed individual with an equally qualified individual.
PROVISION 2-3 EVALUATION OF OPTIONS (OCTOBER 2019)
a. The evaluation of options at time of award does not obligate the Postal Service to exercise the options.
b. Unless it is determined that the evaluation of options is not in the best interest of the Postal Service, proposals will be evaluated as to offered price(s) of the base requirement, option requirements, and in the aggregate.
c. If the Postal Service elects to exercise an option with the initial contract award, proposals will be evaluated by adding the price of the base contract to the price of the option(s) exercised with the initial award.
d. Any proposal containing options that is materially unbalanced as to prices for base and option quantities may be disregarded as unacceptable. An unbalanced proposal is one that is based on prices significantly less than cost for some work and prices that are significantly overstated for other work.
PROVISION 2-6 CREDIT CARD ORDER ACCEPTANCE REQUIREMENT (MARCH 2006)
The Postal Service intends to place credit card orders, using an authorized Postal Service credit card, under the ordering agreement or contract resulting from this solicitation. SUBCONTRACTING REQUIREMENTS (FEBRUARY 2018)
When the contract value is estimated at $1 million or more, all offerors, except small businesses, must submit with their proposals the contract-specific subcontracting plan required by Clause 3-1:
Small-, Minority-, and Woman-Owned Business Subcontracting Requirements. Generally, this plan must be agreed to by both the supplier and the Postal Service before award of the contract. Lack of submittal of a contract-specific subcontracting plan may make the offeror's proposal unacceptable for award.
All offerors must be capable of reporting as required by Clause 3-2: Participation of Small-, Minority-and Woman-Owned Businesses. Reporting is required when the contract value is estimated at $500,000 or more.
PROVISION 4-1 STANDARD SOLICITATION PROVISIONS (JUNE 2020)

h. Multiple Awards. The Postal Service may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified.
