About this file
This document is an addendum and acknowledgement for solicitation number 4-B176-Q-00095-00 from the Department of Energy Office of Science seeking a heavy duty 4-wheel dynamometer. The addendum provides responses to questions from offerors. It clarifies that the front rollers must be capable of testing medium duty vehicles up to 14,000 GVW and both front and rear axles. A motor-in-line solution for the front rollers would be acceptable if it can achieve all EPA test cycles for medium duty vehicles. It specifies that the required acceleration rate of 5 mph/sec applies to the speed range from 0-75 mph. The dynamometer must have the ability to simulate road grades from -10% to +10% for vehicles up to 82,000 pounds GVW on specified test cycles. The vendor is responsible for offloading and installation equipment and coordinating delivery with construction schedules. Maximum floor loading in the building and parking lot is 3,000 psf.

11/27/2023 This addendum is being issued to provide answers to submitted questions below:
1. What is the power/force/weight requirements for the front (48”) roller set? Is there a weight range for vehicles using that front axle (up to a specific test weight class)?
a. 5.0 mph/sec is the maximum acceleration per spec, however, is that limited to a given weight range on the front rollers?
Front roll shall be capable of testing a medium duty vehicle (up to 14,000 GVWR), both front and rear axle.
2. For the front (48”) roll set, would a motor-in-line solution be acceptable?
Front rolls should accommodate the standard EPA testing of a medium duty vehicle. It is our desire to avoid the additional construction costs and framing required to contain the larger footprint dyno, so propose a MIM solution but flag any EPA MD cycles not achieved with your MIM assembly.
3. Requirement [5.(1).d] - Regarding controlling of an acceleration rate of 5.0/mph/sec, what speed range does this encompass (5.0 mph/sec for an 82,000lb vehicle at 90-100mph)?
As per Appendix A, the 5pmh/s would include the speed range from 0-75mph.
5. Requirement [7.2.(3)] - The dynamometer shall simulate either a fixed or variable road grade, of at least – 10% to +10%, for all vehicles up to 82,000 GVW on all cycles listed in section 2.0.1.
a. Can you clarify/explain this better?
The dynamometer should have the ability to dynamically vary emulated road grade from an external signal. The change in dynamometer loading relative to this signal should allow for a relative change of -10% to 10% for vehicles up to 82000 lb. GVW on the drive cycles listed in 6.1.1 (not 2.0.1)
b. In reading this, it seems that it would indicate running an entire cycle on a +/- 10% grade. Is this the intention of the requirement?
Size motors to achieve all EPA drive cycles at 82,000 lbs., but provide the ability to perform tests at any grade. If the desired grade entered is not achievable with the vehicle weight and drive cycle, a warning shall be issued noting this inability.
1) Will process water be available in the chassis dyno pit? If so, what is the water temperatures and max heat rejection capabilities?
a. Argonne has no plans to supply process water to the chassis dyno pit.
2) The vehicle gross weight is understood, however, to best fit the restraint system and have it used effectively, can Argonne please list the smallest, typical, and largest vehicle with rear axle overhang (actual OEM vehicle models) to be used with the chassis dyno?
a. Vehicle restraint posts are to be located during the design phase, at which point ANL will closely coordinate vehicle dimensions with vendor.
3) With an 82000lb vehicle weight and a 72” fixed rear axle being specified; it is likely one of shipping containers could weigh nearly 80,000 lbs. Does Argonne have the equipment to offload the delivery vehicle when the chassis dyno is delivered or is the vender responsible for offloading the equipment and having the shipping containers staged prior to installation?
4) Is there equipment onsite the vender could use to assist with the rigging and installation (e.g., bridge crane, forklift, etc.)? And if so, what are their lifting capacities?
a. Response to questions 3&4- All equipment for offloading and installation of the chassis dynamometer should be provided by the vendor and included in the associated line item of the quote. It is the responsibility of the vendor to coordinate delivery time with the construction schedule. ANL is not responsible for damage to equipment due to long term storage outside, and shipping containers may be staged onsite temporarily for the installing contractor to move to place for the installation.
5) What are the max point loads allowed in the building and parking lot for forklift operations? This will help determine if steel plating is necessary.
a. See attached record drawings for the floor, showing that the floor is an 8” slab that can support a loading of 3,000 psf. Please reference this information to determine if plates are required.
