About this file

The document is a Certification Regarding Lobbying form intended for use with federal contracts, grants, or cooperative agreements. The form requires the undersigned to certify that no federal appropriated funds have been or will be paid to influence or attempt to influence any government officials in connection with the awarding of federal financial assistance or contracts.

The certification includes three key provisions: (1) a declaration of no payment to influence officials, (2) a requirement to disclose any non-federal funds used for lobbying activities by completing Standard Form-LLL, and (3) a mandate to include this certification language in all sub-awards and lower-tier contracts. The document warns that failure to file the required certification can result in civil penalties ranging from $10,000 to $100,000 for each violation, emphasizing the serious legal and financial consequences of non-compliance.
