| 7 | I found a bit of what I think is an error on one the NSN IPD descriptions. For the NSN # 7510-01-504-5278 when you click on it, it actually comes up as 7510-01-511-7934. Do you happen to have the IPD for NSN 5278 that you can send me? Thanks so much and have a great rest of your day. | NSN 7510015045278 was added to the attachments | 0003 | 04/16/2024 | |
| 8 | We can't find IPDs for these 2 NSNs - please provide: |
7510016924614
| 7510001768019 | NSN 7510001768019 and 751001694614 were included in the attachments | 0004 | 04/17/2024 | |||
| 9 | How is Option Year pricing intended to work? It is difficult if not impossible for us to forecast supply chain issues over a 5-year period. We want to be as competitive as possible, particularly if the award is based on 5-year total. We understand the max increase is 10% per year. We could factor in 0% price increase, but that would be unrealistic. Will the award be re-considered at each Option Year, or will there be a chance to adjust pricing at that point (beyond what we include in the bid)? Our previous BPAs allowed us the opportunity to increase prices up to 10% per year with justification, but the awards were not based on a projection of that increase. We have never submitted a bid with itemized 5-year costs, so this is new and we are seeking guidance as it is critical to expectations, a successful bid and performance. | Forecasted quantities are not guaranteed and are based off the purchase order history and expected customer demand. When deciding whether to exercise the option, the Contracting Officer will consider the quality of the Contractor’s past performance under this contract. In accordance with FAR Part 52.216-2, requested price increases shall not exceed 10% of the aggregate cost of each individual NSN. Awarded items are not subject to an economic price increase during the first twelve (12) months of contract performance and no more than one (1) increase may be requested during any twelve (12) month period thereafter (See page 6 of the RFP Soliciation 47QSEA24R0002 attachment for further information) | 0005 | 04/19/2024 | ||
| 10 | How will the ability to perform timely, upon award, be considered as part of the bid evaluation and award process? | A responsibility determination will be made for the proposed awardee prior to award. The determination includes a review of FAPIIS, EPLS, SAM and a review of the proposed awardee’s past performance. | 0005 | 04/19/2024 | ||
| 11 | The contract says $25.00 order min but then asks for a convenience fee amount for orders below $25.00. Can you please elaborate a bit and also let me know if we would just give a flat fee for any order less than $25 and where we would note that? | A flat fee is used when an order is placed that is under $25. To include the fee in the quote, column B8 must be completed | 0005 | 04/19/2024 | ||
| 12 | Are individual spec sheets for each NSN required to be submitted along with the bid? We have and can do, just want to be sure we can organize in most logical format for your review. | Yes, each spec sheets for your quoted NSN is required along with your bid. The following documents are also required per the RFQ: Cover letter, Attachment E: Contractor Proposal Price Sheet, Valid Letter of Supply for 3M, Attachment F: Contractor Self-Certification for MIL-STD129R (signed and dated by contractor), Technical Specifications for each proposed item in pdf format, and Attachment H: 889 Representations are to be signed and marked accordingly (check yes or no) | 0005 | 04/19/2024 | ||
| 13 | We can't find IPDs for these 2 NSNs - please provide: 7510016924614 | |||||
| 7510001768019 | The IPD's for NSN's 7510016924614 | |||||
| 7510001768019 have been added to the solicitation via Amendment 0003 and 0004 | 0005 | 04/19/2024 | ||||
| 14 | Can you please identify what changes were made to the IPD zip file provided Apr. 5 compared to the original zip file provided Apr. 1? | The tableau file from the zip drive was removed via Amendment 0001. | 0005 | 04/19/2024 | ||
| 15 | CLIN 0002 Tab: Cells R25, R26 & R27 are missing formulas, |
Cells S11 thru S27 are either missing formulas or have incorrect formulas.
The formulas in column “T” for Option period 2 should be “O11*C11” and so on. The current formulas represent option year 3 in column “P”.
| All formulas are missing for rows 25, 26, and 27. | Cells have been corrected. See Rev1 Attachment E_Contractor Proposal Price Sheet | 0005 | 04/19/2024 | |||
| 16 | Removal of Rev. 1 Attachment E_Contractor Proposal Price Sheet to revise CLIN 002 line T11 and T27 | 0006 | 04/19/2024 | |||
| 17 | For the Product Data Sheets that are required to be submitted, will GSA be able to receive zip files via email for submission of those documents? Please confirm. We have experienced many times where GSA won’t accept zip files. |
| Due to the extensive list of NSNs listed under this requirement, we will accept winzip files. | 0007 | 04/22/2024 | |||
| 18 | Will this contract require Offerors to meet the maximum “age on delivery” listed on the IPD? For the low volume NSNs it is going to be extremely difficult for any Offeror to continuously keep fresh material in stock to meet the 10 Days ARO delivery requirement. | Yes. Refer to Rev1 Attachment E Contractor Proposal Price Sheet column "C" for estimated annual quantities | 0008 | 04/25/2024 | |
| 19 | Will this contract require Offerors to individually mark rolls with the shelf life and lot/batch numbers when this is included on the IPD? This appears optional per the IPD. Such labeling is not the commercial standard and will require a significant additional labor cost that is not factored into commercial pricing. | Yes. Refer to Packing/Packing section of the individual IPD's for instructions regarding shelf life markings. | |||
| 0008 | 04/25/2024 | ||||
| 20 | Please confirm solicitation clause “FAR 52.216-2 Economic Price Adjustment—Standard Supplies (Nov 2021)” is correct as written. It appears abbreviated from what is written in the FAR. If it is abbreviated it is not justified by an approved deviation, alternate clause or approved agency specific clause. | IAW with RFQ pg 6 and pg 11, FAR 52.216-2 is included in this solicitation | https://www.acquisition.gov/far/part-52#FAR_52_216_2 | 0008 | 04/25/2024 |
| 21 | Please confirm that the awarded contract will specify the price for the base year and each of the four option years [five total prices each NSN]. | In IAW the RFQ, see Rev1 Attachment E Contractor Proposal Price Sheet | 0008 | 04/25/2024 | |
| 22 | For Economic Price Adjustment, what does “aggregate” mean in relation to the five award prices for each NSN (Bases Year, and 4 Option Years)? Does this mean that each option period can be adjusted by a maximum of 10% over the life of the contract? That is, if the awarded price is Base Year $100, OP1 $105, OP2 $110, OP3 $115, $OP4 120 – does the maximum EPA adjusted price for the life of the contract equal Base Year $110.00, OP1 $115.50, OP2 $121.00, OP3 $126.50, OP4 $132.00? | See question #9 for Government response. | 0008 | 04/25/2024 | |
| 23 | What requirements must be met for the Government to approve a request for Economic Price Adjustment due to inflation? Is this approval guaranteed if the resulting price is considered reasonable? What recourse does the Offeror have if the requested increase is not considered reasonable by the Government? [I.e. can exercise of option periods be made bi-lateral?] | See pg 18, 5.2 Order Items and Pricing, of the RFP. If the price increase is not considered reasonable, the NSN may be removed from the contract | https://www.acquisition.gov/far/part-52#FAR_52_216_2 | 0008 | 04/25/2024 |
| Tape soliciation extended. Modified closing date from 01 May to 08 May 2024. | 0009 | 04/29/2024 | |||
| 24 | Can proposed pricing be greater than GSA MAS Contract pricing, as long as it is less than or equal to Commercial pricing? | We will not be reviewing GSA MAS contract pricing under this soliciation. The prices quoted to the Government shall be lower than those charged to commercial customers for comparable quantities under similar terms and conditions. See pg 7 of the RFQ solicitation. | 0010 | 05/01/2024 | |
| 25 | Is IFF payment required for successful NSN awards whether or not the successful bidder holds an MAS Contract? Are bid prices supposed to include IFF pricing for NSNs on our MAS Contract? Are bid prices supposed to include IFF pricing for NSNs not on our MAS contract? How will the IFF be fairly accounted for in the evaluation of bids from MAS contract holders (and NSNs on Contract) against bids from non-MAS contract holders (or NSNs not on Contract) who do not include the IFF in bid pricing? | See question #24 for government's response. The government anticipates an award of a Firm-Fixed price with an Economic Price Adjustment resulting from this solicitation awarded on a National Stock Number (NSN-by- NSN) basis. | 0010 | 05/01/2024 | |
| 26 | It looks like 4 NSNs appear on both CLIN 0001 and CLIN 0002 bid sheets. 7510001069842, 7510011378404, 7510011586604 and 7510012888440. Is the intent to allow 2 different bid price options, 1 for 3M-only (CLIN 0002), and 1 for a 3M-brand equivalent (CLIN 0001)? Or, should we disregard these NSNs in CLIN 0001, and/or price using 3M brand only (same pricing in both sheets)? | NSNs 7510001069842, 7510011378404, 7510011586604 and 7510012888440 are brand name only should be disregarded from CLIN 0001. Rev. 1 Attachment E_Contractor Proposal Price Sheet has been revised to remove these NSNs from CLIN 0001. | 0010 | 05/01/2024 | |
| 27 | There are a few items on the solicitation which I believe may be discontinued by 3M. In which case would we still have to fill out pricing or would it be acceptable to leave the boxes blank? One such item# 7510010712828 is no longer available for purchase. Also, it has been a while since I've dealt with Government bids, I was wondering if we needed a current cage code for this solicitation. We have a cage code but it is not current, so I will update it if necessary before the due date. | Contractors are NOT required to propose all items in CLINs 0001-0002. When submitting your Proposal, offeror shall provide a Cover Letter that identifies a POC and backup POC, Unique Entity ID (UEI) (generated by SAM.gov) and CAGE code. See page 4 of the RFQ solicitation | 0010 | 05/01/2024 | |
| 28 | Rev. 1 Attachment E_Contractor Proposal Price Sheet has been revised to remove NSNs 7510001069842, 7510011378404, 7510011586604 and 7510012888440from CLIN 0001. | 0010 | 05/01/2024 |
