About this file

This document is a Request for Proposals (RFP) for a Global Supply Logistics Support Services contract for the U.S. Government's operations in the Republic of Korea. The solicitation covers a comprehensive logistics support program involving 764 National Stock Number (NSN) items, with a targeted contract award date of December 1, 2025. Key requirements include a 3-day delivery window within Korea, climate-controlled warehousing, specific transportation and shipping guidelines, and a minimum 80% remaining shelf life for products. The contract will be used by Federal and Department of Defense agencies, with potential participation from Korean suppliers and small businesses.

The RFP includes complex logistics specifications such as contingency/surge capabilities (ability to increase demand by 30% for up to six months), mandatory subcontracting opportunities for local Korean companies, and electronic data interchange requirements. Pricing will be held for 200 days after submission, with economic price adjustment provisions. Notable constraints include uncertain Status of Forces Agreement (SOFA) designation for contractors and no guaranteed full funding at contract initiation. Offerors must submit detailed technical capabilities, warehousing and distribution plans, and comply with specific security and transportation requirements outlined in multiple attachments.

RFP Section RFP Paragraph RFP Page Number Question: Response

N/A N/A N/A

Q1) We are a Korean supplier located at Camp Humphreys, a U.S.

military base in South Korea. As a Korean supplier, are we eligible to participate in this RFQ?

For reference, we have been supplying goods to U.S. Forces Korea (USFK) for approximately six years.

Q2) If participation in this bid is possible, can we substitute some of the provided NSN items with equivalent Korean-made products?

1. Any company that meets the solicitation requirements is eligible.

2. Yes, some of the NSNs may be substituted with equivalent Korean-made products but require validation, confirmation, and approval from GSA that the substitute meets the IPD requirements of each NSN.

C.3.2 Warehousing Item C 7 Please advise if the entire warehouse must be climate controlled or just a portion to accommodate items that require a controlled climate?

The proposed warehouse(s) or warehouse space(s) must be climate controlled. RFP C.3.2.c is updated to state "Warehouse(s) or warehouse space(s) must be climate controlled."

C.3.3 Transportation h 8-9

The requirement states that “for overseas transportation, the individual container(s) must only include items for this contract.” We interpret this to apply specifically to Full Container Load (FCL) shipments that are booked directly by the contractor into Korea.

Please confirm whether this requirement also applies to Less-than- Container Load (LCL) shipments, where consolidation with other freight is standard practice and beyond the contractor’s control.

Yes.

C.3.8 Warranty and Recall 3 11 Could you please provide an Excel sheet with the applicable Shelf- Life Codes (SLC) for each listed NSN for this contract?

This information will be provided after contract award to the awardee.

C.3.8 Warranty and Recall 3 11

Meeting the requirement of maintaining at least 80% remaining shelf life may pose significant challenges, especially for products with a 12-month shelf life. In such cases, the contractor would need to supply items with a minimum of 9.6 months of shelf life at the time of delivery. However, this does not fully account for the time required for manufacturing, order processing, shipping, and inventory buffering.

Furthermore, once the products arrive in Korea, our operational plan is to maintain a 60–90 days of inventory in the warehouse.

Considering these logistical realities and supply chain timelines, we respectfully request a reconsideration or adjustment of this shelf life requirement to ensure it better aligns with practical lead times and stockholding needs.

In contract administration, it may be possible to pursue a Shelf-Life (SL) Waiver allowing the relaxation of the 80% shelf-life remaining rule to a lower percentage for applicable NSNs. A new attachment has been included to the RFP, which lists certain NSNs and their respective SL. For NSNs not included in this attachment the standard is 80% remaining SL.

"C.4.1 Status of Forces Agreement (SOFA) 1 14 Please clarify how this impacts offerrors.

It is not certainity that a SOFA designation will be granted by South Korea towards this contract. Individual contractor personnel may lack SOFA designation. Section L.9.1.A.m of the RFP requests that offerors, "Provide a detailed narrative describing the contractor’s proposed hiring strategy for overseas locations, without the ability to obtain SOFA status as detailed in Section C.4.1 of the PWS."

H.2 ECONOMIC PRICE

ADJUSTMENT— REPUBLIC OF

KOREA

(i) 39 Please clarify the reference to markup percentage proposed at award is fixed per zone. What zone is being referred to as attachment 5 Pricing Breakdown does not designates zone pricing?

Please see paragraph in the RFP Section H.2(i) for updated informaiton.

Attachment 1

Attachment 1 provides annual sales by NSN. Could you please provide the following information:

a. The total number of requisitions by customer

b. The base location associated with each customer

This information will be provided after contract award to the awardee.

N/A N/A N/A Will the awardee of this contract be excluded from eligibility for the other GSA PACOM contracts (Japan, Guam and Hawaii)? No.

SF 1449 1 1

The following statement is on page 1 of the RFP, "Funds are not presently available for this acquisition. The Government’s obligation under this acquisition is contingent upon the availability of appropriated funds from which payment for contract purposes can be made." Please clarify if GSA is expecting the contract to be fully funded. The Contract Value is also listed as "TBD." Can an estimated contract ceiling value and the maximum value/ceiling of orders to be issued be provided?

Funds are not currently available to meet the minimum guarantee, however funding will be required from the Program Office before a contract award. Additionally, the maximum contract value is determined by total negotiated final price.

Is GSA open to offerors marketing the program? There have been past concerns regarding a lower number of sales in comparison to other INDOPACOM programs.

Offerors may market their participation in the Global Supply program at their own discretion and expense. However, please note the following:

No Reimbursement -GSA will not reimburse contractors for any marketing costs. All marketing activities are undertaken at the offeror's sole risk and expense.

Not a Requirement -GSA is not requesting or requiring offerors to market the program. Any marketing efforts are solely at the discretion of the offeror.

Compliance with Regulations -All marketing materials must comply with applicable laws, regulations, and GSA branding guidelines (if any). Please ensure your marketing materials accurately represent the program and avoid any misleading or unsubstantiated claims.

C.3.7 C.3.7 Contingency/Surge Requirements

Based on the following, does GSA intend to increase sales under the ROK program? "provide a detailed plan that states how (Contractors) will meet an increased demand of at least 30% for a period of 30 days up to six months"

Section C.3.7 is titled "Surge/Contingency Requirements" and the quoted language is regarding a possible surge or contingency situation during performance of the contract.

SF1449 N/A 1

We respectfully request a two-week extension of the proposal deadline to ensure sufficient time for necessary discussions with supply chain and logistics partners.

Please see the SF30- Amendment 0001 for due date change.

C.3.3 Transportation/Delivery a. 7

The RFP currently requires a 3-day delivery window for all locations within the ROK. Would GSA be open to extending this to 3-5 days for non-central locations, such as Busan, to better accommodate logistical constraints?

No, 3 business days is the requirement.

L.12 SUBMISSION DEADLINE AND

METHOD L.12.1 ALL 91

There is conflicting language regarding the deadline for Volume 4:

Pricing. The instructions on page 91 of the RFP reference the deadline for Volumes 1 and 2, but then the following paragraph includes Volume 4. Please advise if Volume 4 is to be submitted with Volumes 1 and 2, or if Volume 4 will be due at a later date (depending on evaluation of Volumes 1, 2, and 3).

Please see updated Section L.12.1 and L.12.2 in the RFP.

L.9.1 Factor 1 - Technical Excellence and Capabilities Bullet A.a.i. and A.a.ii 80

RFP states that proposal must include the manufacturing part number and NSN for each item in Attachment 1. However, Attachment 1 does not have a field to enter the manufacturing part number. Will GSA modify Attachment 1 to include a field for the manufacturing part number?

Please see updated Attachment 1.

RFP Korea OCONUS Logistics Support Services Recompete N/A N/A When is the targeted award date? Tenatively 12/1/2025

C.4.1 SOFA Clarification

N/A

Could the Government please clarify whether shipments of U.S.

products to the Republic of Korea under this contract will be covered under the Status of Forces Agreement (SOFA)? The current scope of the PWS in C.4.1 does not specify this, and confirmation is important as SOFA designation typically exempts U.S. shipments from host-country duties, taxes, tariffs, and other import-related fees.

SOFA designation on this contract is not guaranteed.

C.5.3 Subcontracting Goals

N/A

18-19

Could the Government please clarify whether the requirement to utilize local Korean companies in the ROK for subcontracting opportunities, as stated in Section C.5.3 of the PWS, refers specifically to the NSNs listed on the PEL, or if it is intended to apply to other services such as transportation, warehousing, or logistics support?

Section C.5.3 states, "To the maximum extent practicable, the offeror should make attempts to utilize local Korean companies for subcontracting opportunities." It is NOT a requirement that offerors utilize local Korean companies. There is no requirement or preference as to what type of service is covered by a subcontract.

G.5.1 Vendor Portal (VP) and Electronic Data Interchange (EDI) Requirements N/A

27-34 For EDI communication, would the utilization of SFTP (Secure File Transfer Protocol) be acceptable? Yes

N/A N/A N/A Is the NSN list of 764 items the entire catalogue? Will the contractor be able to provide input on further items?

The list of 764 NSNs is the entire catalogue. In accordance with Section C.3.1(c), The actual list of products will be dynamic during the life of the contract with additions, modifications and deletions which are within the scope of this solicitation. Either the Government or contractor may suggest these types of changes but change approval rests solely with the Government.

Of the 270 lines on the NSN list that were not part of the previous catalogue, what is the basis of the sales numbers given to support their inclusion?

GSA's basis for inclusion is derived from actual orders for those NSN's under Global Supply for ROK.

N/A N/A N/A We have identified NSNs on the list which have been replaced or discontinued, how do we indicate those on the bid, and are we able to suggest alternatives?

If the NSN has been determined discontinued, it will be removed at the time of the award.

N/A N/A N/A

Prices have to be held for 200 days after submission, given that the 200 days will include both the new government fiscal year, and the new calendar year when most vendors issue price increases, and with the volitility surrounding tariffs currently, will the awardee be given a chance to account for any cost changes between award and contract start?

Please review RFP Section H.2- ECONOMIC PRICE

ADJUSTMENT— REPUBLIC OF KOREA.

N/A N/A N/A 170 AbilityOne NSNs were not included on this NSN list compared to the prior contract, most with sales against them, what was the reason for not including these on this NSN list?

This was a Government decision and no further information will be provided.

N/A N/A N/A SOFA status will not be guaranteed for the contractor in Korea, limiting our ability for local representation. Given this, how does GSA intend to promote this contract?

This GSA Global Supply solution will be used by Federal and Department of Defense (DoD) customers in South Korea regardless of a SOFA status designation.
