Attachment 3 and PWSFor Attachment 3, the PWS states on page 2 that column D in Attachment 3 has the UNICOR or AbilityOne information, but that seems to be incorrect.PWSPWS page 2Please see Amendment 0001, with an updated Column for the UNICOR and AbilityOne items.
Is there an incumbent? No, this is a new procurement.
If so, are they eligible to re-compete for this solicitation?N/A. since this is a new procurement.
Do you know if they plan to recompete?N/A. since this is a new procurement.
PWS "Requirements" II Warehousing page 2Is fencing to the ceiling considered an immovable wall if to the ceiling?C-Warehouse spaces are to be used solely for the storage of items that support this

initiative. A warehouse may be separated to allow for designated warehouse space to support this contract. The designated warehouse space must at least be separated by an immovable wall and must have separate access and must meet all

security controls and restrictions.2No, fencing is not defined as an immovable wall.
PWS RequirementsIs a "cage" inside a warehouse acceptable as a separate access? Or does the access need to be connected to an outside door or loading dock?II Warehousing-c. Warehouse spaces are to be used solely for the storage of items that support this

initiative. A warehouse may be separated to allow for designated warehouse space to support this contract. The designated warehouse space must at least be separated by an immovable wall and must have separate access and must meet all security controls and restrictions. However, the warehouse for this requirement

does not have to be a stand-alone facility.2No, a cage is not considered an immovable wall. The area must have its own separate access and meet al the security controls and restrictions.
BThis solicitation is an IDIQ on the basis of FFP. Based on the inflation guidance given by DoD through the May 25, 2022 memo, contractors are wary of FFP without an EPA. How will Government handle economic price adjustment requests?34This is not a DoD contract. This is a GSA contract for its customers. Please review page 16 in Attachment 1 Terms and Conditions on how economic price adjustments will be handled.
EThe solicitation requires offerors to hold pricing firm for 200 days from the date specified for receipt of offers. Is this from receipt of Phase I volumes, or Phase II?312Pricing must be held for 200 days after receipt of Volume 1.
Attachment 3Roughly 150 items on Attachment 3 have no records or past ordering quantity associated. Do these items need to be inventoried?N/AN/AYes, all items must be warehoused, except for items clearly marked as being able to ship from the states with longer lead times. Please see Amendment 0001 for updated quantities.
BHow will the Government accommodate delivery delays resulting from natural disasters?13The contractor must meet the delivery requirements within 3 business days. Please reference FAR 52.212-4(f), excusable delays. "The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence."perhaps add reference to acts of god in RFP
E.9.2Just to corroborate: We are subject to the $15/hr minimum per the wage determination sheet (Attachment 7), correct. At some point in the past there was talk of excluding Puerto Rico for that determination, though I don't think that's the case currently.Item 619Yes, you must meet the mandatory minimum wage requirements.
E.9.6Although we are currently in the process of converting part of out facility to a free trade zone, where local inventory taxes wouldn't apply, do you know whether this contract is currently taking into account inventory taxes (CRIM) and/or whether, with this merchandise being exclusively for federal agencies, this cargo might perhaps be exempt from said taxes?122Federal government does not pay taxes.
Pricing BreakdownOn Attachment 8, the pricing breakdown, can you please elaborate upon what columns I and J reference? We're not exactly sure whether these are the amount of orders and total quantities expected in a one-year period. This answer is helpful in determining how much of any one item to keep in stock (aka on-hand) at all times.SpreadsheetAttachment 8Please see Amendment 0001, with updated quantities for FY 20 with the correct quantities.
Attachment 3Could you possibly provide a list of vendors for the items listed? Are any/all of them authorized (or not authorized) to sell directly to us as a non-government party? Alternatively, would it at all be possible to purchase items directly from GSA for resale locally? If so, at listed/catalog price or at cost/discount? We ask because this possibility greatly streamlines the sourcing process.SpreadsheetAttachment 3No, each offeror must find its own sources. Contractors are not allowed to use GSA schedules. This is not related to the schedules program, as its an Open Market FAR 15 procurement.
B.1I realize large furniture items are not bound by the 3-day delivery rule. However, is this to provide time to arrange for delivery or is this to help avoid keeping large items (that may perhaps be sold at a slower pace/frequency) in stock in large amounts? Phrased another way: could we hold off on these items and order only upon need? Is the same true of expensive, slow sales volume items?
43Yes, to both. The items take space and are not ordered on a routine basis. However, you must be able to deliver large furntiture items within 30 days of receipt of order.
GeneralWhat happens to unsold merchandise at the end of the contract? Are we allowed to resell it or return it to GSA or must we dispose of it unsold?
GeneralGeneralGSA does not own the commodites in the warehouse. The contractor at the end of the contract will own and have to dispose of the commodities as they see fit.
GeneralIs there an anticipated dollar value expected for initial on-hand inventory? It's difficult to ascertain right now but this would help us evaluate how large of an initial investment this contract represents. A broad, non-committal, approximated range (i.e. "ballpark figure") is acceptable.GeneralGeneralThis is a Performance Based Service aquisition, the offerors are expected to have the skillset and knowledge to tell the government how much and what quantities they will be using to fill their warehouse to meet the demand.
GeneralIt is my understanding that federal agencies are not always required to purchase from directly GSA and may in fact make these purchases at their local Office Depot, for example. In order to account for local price competition (e.g. Office Max, Home Depot) and better understand profitability, I ask the following: Are there items that federal agencies must purchase through GSA? In other words, how much of a guarantee is there that we will in fact have a market for these items? (especially low sales volume items that may be expensive to hold in storage for long periods)?GeneralGeneralThere is a 20K guarantee for the life of this contract. There are no other guarantees.
Attachment 2, Section 2
Based on the recent devastation caused by Hurricane Fiona, can the contractor provide an alternate location as the primary warehouse, for example Miami, as to not hinder support for Puerto Rico supplies?
a2No, the contract requires the contractor to have a local warehouse in Puerto Rico.
Pricing1. Is the Prime required to hold a GSA Schedule, or can the GSA Schedule from a subcontractor be utilized?
GeneralGeneralThis is an open market procurement and not affiliated with the GSA Schedules program.
GeneralConsidering all the logistics issues and extended back-orders that are becoming problematic and the norm with manufacturers, how will that be considered for the three days delivery requirement if the awarded vendor cannot meet the 75% fulfillment requirement due to long lead time and extended backorder for any purchase orders?
We have core items that have been on backorder since January on other supply accounts.GeneralGeneralThe fulfillment requirement is 95% and the government will review the supply chain during the life of the contract. If mandatory items (i.e,, AbilityOne, UNICOR) are not available and no commerical equivalents exist, then the CO will not count that towards the contractor's 3 day requirement. For commercial items the contractor must show it has exhausted its remedies in finiding an alternative commodity. Once it has been confirmed no other items are available, the CO will not count that towards the contractor's 3 day delivery requirement.
E.9.1How much time does the customer have to cancel a Purchase Order? With a 3 day turn-around, if they cancel on day 2, the item will already be underway.
18The customer may cancel an order anytime prior to receipt of commodity at its facility.
E.9.1Are there minimum stocking levels that have to be maintained in the warehouse for items without an order history?
18There are no minimum stocking levels in the soliciation. The items will have a fluid stock level. Its up to the contractor to manage its inventory and adjust upward or downward depending on sales volumn and history.
PWS XIX, E.9.1
How long from time of receipt does the customer have to do Inspection and Acceptance for a DO? Will the contractor receive a second receipt for the Acceptance and Inspection for their records?
14,18The customer has ten calendar days to perform an inspection. (Ref. FAR 2.101)
PricingWill there be a CLIN for shipping expenses?
Please review the soliciation. In the Pricing section, it references your price must have a mark up that covers all costs, including shipping.
Attachment 3Can the government update Attachment 3 to identify the items as Unicor or AbilityOne in Column D?
Please see updated Attachment 3 for Amendment 0001
PricingIs there escalated pricing available due to inflation or price changes from the manufacturer? Typically we submit an Economic Price Adjustment (EPA) with our CO to modify pricing.
Please review Attachment 1 Terms and Conditions, especailly page 16 on Economic Price Adjustment in Puerto Rico.
