a) THE FOLLOWING LANGUAGE UNDER SECTION E.11.2 OF THE SOLICITATION DOCUMENT, IS HEREBY CHANGED WITH THE FOLLOWING TRACKED CHANGES:
E.11.2 Volume 4 - Price Factor The government will evaluate the offeror’s price proposal to ensure that it meets all requirements. The government will then conduct price analysis on responsive offeror price proposals (to include a review of whether the offeror sufficiently documented its determinations of fair and reasonable subcontractor pricing) to determine whether the offeror’s total evaluated price is fair and reasonable.
The government expects adequate price competition in response to this solicitation. If adequate competition is realized, the government will compare proposed prices received in response to this solicitation to arrive at a determination of fair and reasonable price. If adequate competition is not realized, the government may apply other price analysis techniques set forth at FAR 15.404-1(b)(2) to make a fair and reasonable price determination. The government reserves the right to request data other than certified cost or pricing data from the offeror if there is no other means for determining a fair and reasonable price.
For the purpose of price analysis, total evaluated price is defined as follows and includes the base period plus all option periods: The total FFP resulting from GSA’s calculation of the expected cost of the proposal using the proposed pricing and estimated volume levels of the items listed in Attachment 3. The pricing will only be compared to government quantities for FY 21(the government has provided per item quantities sold in FY 19 and FY 20).
In conducting the price evaluation, GSA will evaluate only the information contained in the price proposal (and, if requested, submitted supporting information). Therefore, the burden is on the offeror to provide a complete and thorough proposal supporting its pricing. Best prices are encouraged, and expected, in the initial proposal as GSA may elect to move directly to an award.
Any proposal with pricing determined not fair and reasonable may be rejected as unacceptable and removed from consideration for an award.
Note: Contractors must propose pricing for all items in Attachment 3.
PRICE ASSUMPTIONS: The government reserves the right to reject any proposal that includes any price assumptions that may adversely impact satisfying the government’s requirements.
The government will check a sampling of proposed items during price evaluation to ensure they meet the purchase descriptions and all of the regulatory requirements specified in this solicitation, including NSN descriptions. Items that do not meet the descriptions and all regulatory requirements specified in the solicitation may result in a proposal being deemed substantially incomplete and eliminated from further consideration for award.
GSA will separately evaluate option-year pricing at the time of initial award in accordance with FAR Clause 52.217-5 Evaluation of Options. Pricing must include the pricing for the base year and each option year for each item. Any contractor failing to provide pricing for the base year and each option year will be considered non-responsive and removed from further consideration. Option period pricing will be analyzed in accordance with 52.217-5 Evaluation of Options, for reasonableness, to include consideration as to whether prices are unbalanced. An offer may be rejected if the contracting officer determines that a lack of balance poses an unacceptable risk to the government. The six-month extension period, authorized by FAR clause 52.217-8, will not be included in the total evaluated price. Evaluation of option periods shall not obligate the government to exercise the options.
Prices will be evaluated for price reasonableness only.
