Questions and Answers 1-10-2020
| RFP Section Number | RFP Section Topic | RFP Page Number | Question | Response |
| NA | NA | NA | Is GSA willing to extend the time to respond to the amended solicitation? With extensive changes in wording and requirements on the RFP, seven calendar days, which includes two weekend days, is not sufficient for offerors to modify their proposals. Such a short time frame also provides an unfair competitive advantage to the offeror that filed the agency level protest. | GSA does not intend to extend the timeframe for the amended solicitation, as offerors are not required to amend their proposals. The changes to the amended document do not impact Factors 1 (whether or not your offering is a B2B e-marketplace platform) or Factor 2 (prior experience). The changes only impact Factors 3 and 4, which won't be evaluated for several more weeks. All offerors received the amendment at the same time, including the protestor. |
| NA | NA | NA | We would like to know if Attachments are allowed to be submitted as part of the RFP submission and how these attachments would count towards the page count of the submission? | Attachments may be submitted however offerors are limited in Volume 2 to 8 numbered pages in total. The breakdown of pages shall be as follows: no more than 5 pages for Factor 1 (Business to Business E-Marketplace) and no more than 3 pages for Factor 2 (Prior Experience). The Government will only evaluate the first 5 numbered pages for Factor 1 and only the first 3 numbered pages for Factor 2 . |
| 1.3 | 2 | Please confirm that Services may not be purchased using micro-purchase purchasing rules. | Per Section 3 of the Statement of Objectives: "GSA seeks to award multiple contracts to providers of e-marketplace platforms that offer a wide range of general products and routine commercial items found on today’s commercial e-marketplace platforms." Additionally, in Attachment 2, GSA states that e-marketplace platform providers must currently "...Offer products and product categories that span 2 or more of the Government-wide categories". At this time, GSA is not seeking participation from service-focused platforms. | |
| 1.3 | 2 | Please confirm whether Services may be purchased using the GSA SmartPay Government Purchase Card (assuming no other form of payment is acceptable) | Government Purchase Cards can be used to purchase a wide variety of products and services, however the scope of this acquisition is for product-focused B2B e-marketplaces. | |
| Regarding services, they do appear in the PSC codes provided. Has the RFP been modified to exclude services? | It has always been the intent to start with product-based marketplaces for the proof of concept, the amended documents were not changed to exclude services. | |||
| 1.4 | 3 | The Ordering Procedures indicate services that are on the Procurement List maintained by the Committee for Purchase From People Who Are Blind or Severely Disabled are priorities for the use of mandatory Government sources. Can services provided by this organization be procured by Government credit card? Under Micro-purchasing rules? | The AbilityOne procurement list identifies both products and services that are offered by the AbilityOne program. GSA provided this list to be used as a resource for identifiying AbilityOne products and their Essentially the Same (ETS) alternatives. At this time, GSA is not seeking service-focused platforms. | |
| Please clarify that PayPal may not be used to process government credit cards (Assuming the GSA SmartPay GPC is mandatory). | Per Attachment 5 - Ordering Procedures, section 1.2, "Government buyers are not allowed to use any other forms of payment, including 3rd party payment processors (e.g. PayPal, Venmo, Google Wallet, WePay, etc) or payments using any form of cryptocurrency. The GPC shall be the only allowable method of payment and all GPCs must be used by an authorized purchase cardholder." | |||
| RFP Section C.7 now states that “For the avoidance of doubt, the Government shall have unrestricted use of the data referred to in Section 838 quoted above.” Please confirm that the Government is only claiming unrestricted use of data specifically related to Government purchases made on the e-marketplace portal. Any broader interpretation is not only unnecessary to protect the Government’s interests but also inconsistent with standard commercial practices, which do not provide an e-marketplace buyer with unrestricted use of data related to any products (whether purchased by the buyer or not) on a commercial e-marketplace. | Correct, this only refers to Government spend data. | |||
| Are there any restrictions on the number of contractor attendees allowed for the Live Test Demonstration? If so, how many attendees from the contractor's company will be allowed to attend? | The Government recommends no more than 6 in-person contractor attendees for the Live Test Demo. As previously stated during the Q&As from November, there will be a virtual meeting for those attendees (who do not play a lead role) to join, as appropriate. |
