ATTACHMENT 4
E-Marketplace Platforms with Business-to-Business (B2B) Capabilities
Prospective Offeror Requirements
An e-marketplace platform provider must:
❏ Own, operate and manage an online e-marketplace platform made up of 3rd party sellers.
❏ Fulfill orders via their 3rd party sellers. (Note: the provider may also fulfill orders as a
1st party seller, but may not exclusively be a 1st party seller).
❏ Allow sellers to compete within the e-marketplace for the sale of a given item on the platform.
❏ Manage the suppliers on its platform, but not own the suppliers’ inventory, unless the platform itself is providing the fulfillment.
❏ Offer the following business-to-business capabilities:
❏ Buyer workflows to assist in managing transaction approvals
❏ At least one preferred- pricing practice (e.g. volume discounts)
❏ Management of buyer accounts within a hierarchy
❏ Data dashboards with visibility into buyer / account spending trends
❏ Accept and process credit card transactions on the platform.
❏ Offer dynamic, real-time pricing indicative of suppliers competing for fulfillment.
❏ Conduct the check-out process within the platform.
❏ Offer products and product categories that span 2 or more of the Government-wide categories and document this capability through submitted Product Service Codes.
