About this file

This is a vendor response document template for GSA solicitation 47QMCA26Q0028, which seeks to establish a Blanket Purchase Agreement for fleet lease vehicle auction and marshalling services in McAlester, Oklahoma. Vendors must provide detailed contractor information including company details, contact personnel for BPA administration and performance work, payment remittance address, authorized negotiators, and all places of performance. The document requires vendors to confirm their registration and current certifications in SAM, and to list all service offerings including marshalling support, general support, and custodial preparation services.

The template mandates vendors demonstrate compliance with specific facility and insurance requirements. Facilities must provide secure parking with adequate space for vehicle delivery and unloading, hard-surface parking areas, permanent restrooms, ADA-compliant conditions, and secured storage for government property including license plates and telematics equipment. Vendors must offer dedicated desk space and internet access (including mobile/Wi-Fi) to support the Contracting Officer's Representative and enable file uploads to GSA servers. Additionally, vendors must describe or confirm availability of mechanical repair shops, body repair shops, and reconditioning facilities. Insurance requirements mandate vehicular and general public liability coverage with minimum bodily injury of $500,000 per person/$500,000 per occurrence and property damage of $50,000 per accident/$300,000 aggregate, plus workers' compensation coverage. This 48-month BPA is a 100% small business set-aside (NAICS 811111, $9M size standard) with an estimated annual volume of 360 vehicles.
