About this file
This is a General Services Administration (GSA) Blanket Purchase Agreement (BPA) for on-site marshalling services. The supplier will furnish marshalling and associated support services in accordance with an incorporated Statement of Work dated February 2, 2026, if and when ordered by the Contracting Officer or authorized GSA representatives. The performance location is within 20 miles of 1 C Tree Rd building 4, McAlester, Oklahoma 74501. The agreement includes a 12-month base period from June 1, 2026 through May 31, 2027, followed by three optional 12-month renewal periods extending through May 31, 2030. The maximum dollar amount for any single purchase order under this BPA is $500,000, with lower amounts potentially established for specific positions. Pricing is established in an attached Schedule of Services dated TBD, and price adjustments will occur automatically at the exercise of each option period based on a fixed escalation rate agreed upon at award. Additional price adjustments for Vehicle Movement CLINs are allowable only when requested by the contractor and approved by the Contracting Officer, with the CO evaluating fuel prices, transportation service indices, and labor compensation costs in making determinations.
Invoicing must occur on a monthly minimum basis, though the contractor and Contracting Officer's Representative (COR) may agree to more frequent timeframes. All invoices require COR approval before submission to the GSA Finance Office through the Department of Treasury's Invoice Processing Platform (IPP). Invoices must include contractor name and address, invoice date and number, call order number, line item details with quantities and pricing, vehicle marshalling lists in COR-provided format, vehicle storage dates and calculation details, payment discount terms if applicable, and contact information for defective invoice notifications. Payment will be made via Electronic Funds Transfer through the System for Award Management. Either party may cancel the BPA with 30 calendar days' written notice, though existing orders must continue to completion. The contract is subject to Service Contract Reporting requirements via SAM.gov and Contractor Performance Assessment Reporting System (CPARS) evaluations. The supplier's on-site contact and BPA administrator information are referenced in Attachment 7 (Vendor Response Document), and the agreement incorporates additional attachments including BPA Clauses, Statement of Work, Marshalling Deliverables, Pricing Spreadsheet, DOL Wage Determination #2015-5333, and IT Security Procedural Guidance.
