About this file
This is a vendor response document template for GSA Solicitation #47QMCA26Q0026, a request for quote (RFQ) to establish a Blanket Purchase Agreement (BPA) for fleet lease vehicle auction and marshalling services in Helena, Montana. The 48-month BPA is a 100% small business set-aside under NAICS 811111 with a $9 million size standard, and the Service Contract Act applies with DOL Wage Determination 2015-6031, Rev. #3. The Government estimates marshalling approximately 220 vehicles annually, encompassing receipt, inspection, preparation, and assignment/termination services for new, exchange, or reassignment of Government-owned or leased vehicles.
Vendors responding to this solicitation must complete the template by providing contractor information, authorized contacts for BPA administration and performance, key personnel for Contracting Officer's Representative correspondence, remittance address for EFT or check payments, authorized negotiator details, and all places of performance with facility hours for vehicle delivery. Respondents must confirm SAM registration with current annual representations and certifications, describe facility capabilities including secure parking, vehicle storage, mechanical and body repair shops, and reconditioning operations, and attest to compliance with vehicular and general public liability insurance requirements ($500,000 bodily injury per person/occurrence, $50,000 property damage per accident, $300,000 aggregate, plus workers' compensation). The template also requires vendors to confirm availability of specified services including marshalling support, general support, and custodial preparation services, along with facility infrastructure such as secure storage for government property, COR workspace, and Internet access meeting mobile and file transfer capabilities.
