About this file
This is a General Services Administration (GSA) Blanket Purchase Agreement (BPA) for on-site marshalling services in Helena, Montana. The single-award BPA is structured with a 12-month base period (June 1, 2026 – May 31, 2027) and three optional 12-month renewal periods extending through May 31, 2030. The supplier name is to be determined at award. GSA Contracting Officers are the authorized users to place orders under this agreement. Individual purchase orders cannot exceed $500,000, though lower amounts may be established for specific positions. Orders may be placed telephonically, in person, or using government forms (SF1449, OF347, GSA300) and must reference the BPA number, order number, date, line items with quantities, and unit prices established in the attached Schedule of Services.
The supplier must invoice on a minimum monthly basis for marshalling and associated support services, with option for more frequent billing agreed upon by the contractor and Contracting Officer Representative (COR). All invoices require COR approval prior to submission to the GSA Finance Office through the Treasury Department's Invoice Processing Platform. Invoices must include contractor information, call order number, line item details, vehicle listing in COR-specified format, storage calculation dates, and payment discount terms if applicable. Payment is by Electronic Funds Transfer per FAR 52.232-33. Price adjustments occur automatically at each option period exercise based on a fixed escalation rate determined at award, with additional adjustments for Vehicle Movement CLINs available upon contractor request and CO approval. Either party may cancel with 30 days' written notice, though existing orders continue to completion. The contract is subject to Service Contract Reporting (FAR 52.204-15) via SAM.gov for estimated values of $500,000 or greater, and contractor performance will be evaluated in CPARS per FAR Subpart 42.15.
