# Question Reference / Document Assignment Answer
1 Can you provide the specifications for the Electric SINs that are just for the electric versions? FVS 307BD and Purchase Descriptions Engineering
At this time, we have no information to base a change to the 281E requirements on. Vendors will need to provide GSA with their proposed potential capabilities for consideration. The 283/283E document is on GSAFleet.gov.
Can GSA clarify what seat and seat bases are considered “easily and quickly moved”?
FVS 307BD and Purchase Descriptions/3V.5.5.10.1 Engineering
“Easily and quickly” means one person can move and does not require tools. The Center of Gravity
(COG) testing is based only on the vehicle with full seating capacity. The vendor is not expected to test with the seats in the "moved positions".
In the case of E Transit vans, will GSA accept 2023 chassis year vans? We substantially upped its E
Transit chassis inventory to meet the demand that was stated by GSA. As you may know Ford skipped chassis year 2024 on the E Transit. The MSO year will be listed as 2025 as the upfits will occur in 2025. Will this be acceptable? Which year should I enter in the “Model” year field within
GSAfleet.gov?
FVS 307BD and Purchase Descriptions Engineering All vans shall be 2025.
We submitted Dynamic Cot Retention testing for the last contract, as we were awarded SIN 283
(Ford). Will that testing we provide previously be approved for this bid? Since a vehicle used in this testing is deemed used after the test is done, and the vendor cannot supply that unit to the government as a result, the acceptance of the prior submitted testing carries a substantial cost difference to our bid pricing this time around.
FVS 307BD and Purchase Descriptions Engineering It shall be done in a 2025 model year vehicle and for every OEM you plan to offer.
If the seats are moveable, and 6 seats are required when no wheelchairs are in use, but it is stated that use of wheelchair positions reduces seating capacity, is it’s GSA view that the customer will completely remove seats from the van when the wheelchair positions are in use? As you might expect, this would make a substantial change to the vehicles weight. How can the vendors actual rely on the seat being completely removed when we are calculating weight?how is the seating capacity reduced when wheelchair positions are used? Also, if a flooring track system is required to give a “flexible seating arrangement”, and wheelchairs can be tied down in the same track that the seats are installed in, how can GSA and its vendors be sure the customer will not exceed the wheelchair quantity associated with a SIN?
FVS 307BD and Purchase Descriptions Engineering
This is determined through the UltraMod and Center of Gravity Test.
GSA has no control over who or what is put in the vans once received.
6 Can GSA be more specific about the requirement for Stanchions? FVS 307BD and Purchase Descriptions/3V.5.5.14 Stanchion Engineering
Our wheelchair vans shall to be Title 36 CFR, part 1192, subpart B – Americans with Disabilities Act
(ADA) compliant.
Title 36 gives the Stanchion requirements.
(iii) The Offeror shall separately list the line-item numbers of domestic end products that contain a critical component (see
FAR 25.105) – We looked at FAR 25.105 and couldn’t find a list of critical components. Please supply a list of what you consider to be critical components.
Solicitation Page 58 Contracting 52.225-1, Buy American-Supplies is not selected. This section is not applicable.
Please clarify what “Reserved” means throughout the document.
FVS 307BD and Purchase Descriptions Engineering "Reserved", is a place holder if we need to add requirements without affecting the document numbering.
Please clarify what reflective device is needed. Vendor / Model number. Will reflective tape be acceptable?
FVS 307BD and Purchase Descriptions/3V.5.5.2.3 Reflectors Engineering Reflective tape is acceptable. Must be 60 inches on each door.
282.1 Standard Item - Ambulatory Passenger Entrance Door (Modified OEM Door) – If this is still a requirement, in lieu of a modified OEM door, please accept a Shift N Step in the standard OEM sliding door which will allow the entry and exiting of ambulatory passengers without modifying the OEM front passenger door. It could also be listed as an option.
All testing is available. See reference floor plan provided.

FVS 307BD and Purchase Descriptions/3V.5.5.3
Ambulatory Passenger Entrance Door (Modified OEM Door) Engineering We do not have a requirement for this.
Please clarify if five or six lights are required – spec states “Six (5)”. OEM lighting is standard w/5.
FVS 307BD and Purchase Descriptions/3.5.5.11 Interior Lighting Engineering 5
Recommend mounting entry grab/assist bars at the steel structure of the B & C pillars ilo the roof.
B & C pillars provide structural mounting points, and the roof is simply a skin and does not provide a rigid, secure mounting point.

13 Please clarify where this might be mounted for quoting purposes. FVS 307BD and Purchase Descriptions/3V.5.5.15 Barrier Panel Engineering 3V.5.5.12.2

If a rear step is required, is this different than the running board? If so, are there any specific requirements for the step?
FVS 307BD and Purchase Descriptions/3V.5.5.18 Rear Step Engineering
Steps are required under every door including the rear door. See 3V.6 provides the specifications of the running boards
