About this file
This file is an industry day presentation for the GSA Light Vehicles Program FY26 Spring Open Season, held on February 11, 2026. The presentation covers the Open Season process, bid submission procedures, and technical requirements for vehicle suppliers participating in solicitation 47QMCA21R0008. The program is currently in its final year of a five-year performance period (October 2025 through November 2026), with contracts concluding in November 2026 and being replaced by a 2027 Recompete. Existing contractors may update pricing and specifications for awarded models, propose new models not previously awarded, and submit new model year information, while new offerors may propose new models not currently on contract. The bid period operates through GSAFleet.gov (replacing the previous AutoBid system) with key dates including GSAFleet.gov account requests due February 17, 2026; bid period opening February 23, 2026; deadline for new model submissions March 17, 2026; and bid period closing March 23, 2026 at noon Eastern Standard Time.
Supplemental documents including Law Enforcement Upfit quote worksheets and Additional Systems & Equipment itemized cost breakdowns must be submitted by March 23, 2026 via email to the Contracting Officer. Statutory price limitations are $40,000 for sedans and $41,140 for passenger vans and station wagons, with evaluated prices calculated as offered price minus Additional Systems & Equipment costs minus destination charge. The submission process requires compliance with 2026 Federal Vehicle Standards as published on GSAFleet.gov. New offerors must submit full proposal documents per the RFP (Section F for instructions, Section G for evaluation criteria) and are advised to anticipate 6-8 weeks from submission to award determination. Electric vehicles (BEVs and PHEVs) may be submitted and evaluated but will remain closed pending removal of the acquisition pause. GSA provides technical support through its Systems team Q&A sessions and comprehensive help resources on GSAFleet.gov, with contracting points of contact available for new offeror intake meetings.

QUESTIONS?
QUESTIONS
GSA Office of Fleet Management Center for Vehicle Acquisition Is there a submitted items checklist report like there used to be in AutoBid?
Yes! Go to Reports >> Bid reports >> Bid line items reports >> Line item status report and enter the solicitation number and bid period from the drop-downs (leave the Standard Item Number drop-down blank and it will include all line items) Note: vendors now have access to several bid reports during the Open Season bid period to assist in reviewing the status of your bid (e.g. Price analysis report >> Bid price analysis report)
QUESTIONS
GSA Office of Fleet Management Center for Vehicle Acquisition Just to confirm, NO quote worksheet is required for supplemental or “special” LU options?
That is correct, only main LU options (“LU##”) will require a quote worksheet; no supplemental submission is required for the ancillary LU options (e.g. AND, WSS, graphics, etc.)
GSA Office of Fleet Management Center for Vehicle Acquisition Will emissions data be required, and what do we do if emissions data is not yet known for MY26?
Emissions data will be entered in the Engine and Fuel tab; if you do not yet have verified data for MY26, you can check the “Fuel-related data is unknown at this time…” box and work to fill in the blanks as soon as possible.
GSA Office of Fleet Management Center for Vehicle Acquisition Is this going to be the only Open Season for this year or will there be one in the Fall?
This will be the last “Open Season” for these 5-year contracts. There will be a bid period over the summer heading into FY27, but that will be part of the full FY27 program recompete which will replace these contracts.
GSA Office of Fleet Management Center for Vehicle Acquisition Are offerors permitted to add new line items/models during Spring Open Season?
Yes, offerors can update existing awarded line items (including new model year pricing, base vehicle specifications, optional equipment details, clarifications, and engine and fuel data), OR propose new models that have not been previously awarded.
GSA Office of Fleet Management Center for Vehicle Acquisition If an offeror has previously awarded line items that are not changing this Open Season, do they need to be resubmitted?
No. Any line items that are being updated can be imported into the bid environment from the Bids Management tab. For any line items that ARE NOT changing at all, they do not need to be imported or submitted, just leave them as they are. Be sure to keep the Contracting team notified of close-out dates for any currently awarded and open line items.
