RFP # 47QFPA21R0010 Questions and Answers

# Question Reference Answer

1 In the Key Personnel Requirements Matrix, should we list each job a given person has held that is relevant to the requirement and the number of years in that job or the total number of years of relevant experience across all jobs?

PWS

Attachment C, The Key Personnel Requirements Matrix in PWS Attachment C must include information on each job position that is sufficient to indicate the person meets or exceeds the minimum years of relevant experience requirement for the key personnel labor category. Offerors must also ensure detailed work experience information (including duration of each relevant job) is in the key personnel resumes.

2 Is the Department of Defense (DoD) open to offering the ASVAB and other tests via a FedRAMP-authorized remote-proctored modality in addition to pen and paper, MEPs, etc.?

N/A DoD is not open to offering the ASVAB or other controlled tests via a FedRAMP-authorized remote proctored modality because of the various stakeholders. We give the ASVAB as part of the Career Exploration Program in schools to students starting their sophomore year. The school does not have certificates and we are not allowed to download any software or plug-in onto school computers. Many schools also do not have the infrastructure, hardware, or bandwidth to support computerized testing.

3 What percentage of total project work is done at the government site?

N/A The Government projects that the labor location on this IDIQ contract will be about 58.6% at the Government site.

4 Will all work performed under this contract be within CONUS or are there also OCONUS sites where work will be performed, and if so, where?

N/A The vast majority of the work conducted under this contract will be performed within CONUS.

The only notable exception will be test-site visits (audits) to some testing locations OCONUS. However, due to COVID, these might not happen for the foreseeable future. If these audits do happen, we expect they will be conducted by someone who travels from CONUS to OCONUS locations. If required, the amount of time spent OCONUS will be relatively small, perhaps a few days per test-site, to perhaps 6 OCONUS locations, annually. OCONUS testing locations may include, but are not limited to, Government offices in Germany, Belgium, United Kingdom, Portugal, Spain, Italy, Norway, Japan, Singapore, Guam, South Korea, Thailand, Turkey, Bahrain, Qatar, Egypt, India, and Australia.

5 It appears that the submission requirements skip from ix to xi.

Is there a missing proposal requirement or was that simply an oversight?

RFP Provision 52.212-1(b) (1) subparagraphs

Thank you for pointing this out. There is no missing proposal requirement. See RFP Amendment 0001 for corrected paragraph numbering in FAR Provision 52.212-1.

6 Has this research, development, and evaluation of issues been conducted in the past, as part of this project? If so, was it conducted by the listed incumbent or a subcontractor? How many hours of effort were involved?

PWS D.1.15

Task 13 Page

Yes - Research, development, and evaluation of issues has been conducted in the past by the incumbent team. The level-of-effort for research, development, and evaluation of issues under PWS Task 13 is expected to consist of less than 5% of the overall contract.

7 What type of report, if any, is to be created for this task?

PWS D.1.15

Task 13 Page

Deliverables related to PWS Task 13 may include various technical reports. Examples of prior or projected technical report topics include (a) the psychometric integrity of the two-skill oral proficiency interview for assessing foreign language (listening/speaking) proficiency, (b) multi-stage adaptive test development, and (c) testing needs assessments for the Defense Language Proficiency Test. Each task order will specify the type of report required, if any.

8 The Period of Performance “will be 12 months from award”, does this mean we will need to be live with the system after 12 months?

RFP

Attachment 4 - Task Order

0001 PWS,

paragraph 7.0

All tasks represented within Task Order 0001 should be completed within the 12-month Period of Performance. However, the ASVAB is already delivered with an existing "live" system and none of the tasks within Task Order 0001 require the contractor to develop a new system.

9 Are we correct in assuming that just a signed non-disclosure agreement will be needed for individuals hired under this contract?

RFP

Attachment 4 - Task Order

0001 PWS,

paragraph 8

For many analyses and test delivery tasks, Government servers are best for carrying out the associated tasks and therefore, some key personnel will require a Common Access Card (CAC) and associated background check and security vetting, in addition to the signed non-disclosure agreements.

10 Are the number of labor hours listed in Exhibit A on the Price Input tab, based on historical data? Also, the tab illustrates an increased number of hours over the contract, has this been the case during the current period of performance or is this for evaluation purposes only?

RFP Exhibit A

- Price input tab

The labor categories and labor hours provided in the Exhibit A Price Input tab represent the basis for the maximum amount of expected labor to be ordered for each year of our Indefinite Delivery Indefinite Quantity (IDIQ) contract. The labor categories and hours include historically ordered labor on the current contract and additional labor for projected future task orders. The amount of labor expended on the current IDIQ contract has historically increased over time as the Office of People Analytics (OPA) Defense Personnel Assessment Center (DPAC) takes on new responsibilities and needs additional contractor support. The labor categories and hours listed in Exhibit A are provided to help all Offerors develop an accurate maximum IDIQ amount. However, actual work will be procured on individual task or delivery orders.

11 If the number of hours for each LCAT is based on historical data, could you please provide that data for each task? There are 13 tasks outlined in the “Performance Work Statement” and a number of labor categories in Exhibit A, we would like to know which labor categories (LCATs) align with these tasks. It would be very helpful to see a list of LCATs that have historically aligned with each task.

RFP Exhibit A

- Price input tab

See Appendix 1 at the end of this document for historical labor information.

12 Will the Government accept sample resumes that do not identify a specific candidate for Key Personnel?

RFP 52.212-1 Offerors must provide resumes for the actual specific individuals proposed as key personnel.

RFP provision 52.212-1 paragraph (b)(2)(ii)b.i.

requires resumes to include a first and last name as well as other specific information.

Providing resumes with specific information about a person will allow the Government to evaluate the individual's qualifications and will help ensure an offeror is able to meet future task order requirements.

13 Please confirm the number of individual resumes required for each of the key personnel positions.

PWS an PWS Attachment 3

See PWS Attachment C _Key Personnel Requirement Summary and Matrix_Amendment 1 for the number of key personnel required per Key Personnel labor category. Offerors shall provide twenty-three

(23) key personnel resumes in total.

14 The Government requested identification of key personnel for each sample task order included with the RFP. Sample task orders do not indicate who or how many key personnel are required. Please clarify what key personnel are required for each task order.

RFP 52.212-1 There is no defined number of key personnel required to be proposed for Task Order 0001, Sample Task A, and Sample Task B.

However, RFP provision 52.212-1 (paragraphs (b)(2)(ii)a.viii. through x.) requires offerors to identify labor categories, number of hours, and key personnel to be used for the various task orders. If an offeror proposes to use one of the key personnel positions identified in RFP Attachment 1 - PWS, it shall identify the key personnel by name for each task order as instructed in the RFP.

15 Can respondents utilize the same key personnel for each task order?

N/A Offerors must have enough key personnel to staff concurrent task orders. It is possible for a given contractor staff member to work on multiple concurrent task orders. However, no staff member can be "double-booked" (i.e., charged more than 100% of their time across concurrent task orders).

16 For a contract of this size, would expectation that the new vendor be performing the work of the contract by August?

N/A Currently, work is performed on task orders that are issued throughout the year. Task Order 0001 will be awarded concurrently with the IDIQ contract. After Task Order 0001, the Government plans to solicit, negotiate, and issue task orders on the new IDIQ contract, after it is awarded, to the Awardee. Please note that the existing contract does contain some task orders with performance from the incumbent that will go into year 2022.

Appendix 1 - Historical Labor Information related to Answer #11

This document contains lists of labor categories the Government has ordered on existing Indefinite

Delivery, Indefinite Quantity (IDIQ) contract # 47QFPA18D0006 (from August 2018 - April 2021) for orders with primary performance in each of the RFP Attachment 1 – PWS task areas (2 through 13).

Notes:

1. Labor category information is not provided for RFP Attachment 1 PWS Task Areas 1 and 10. PWS

Task 1 contains project management and administrative tasks. No orders have been issued to date with primary performance in Task 10. Future planned task orders in the areas of diversity and inclusion will fit into Task 10.

2. Any subcontracted labor without specified labor category names is not included in the lists below.

3. Offerors are cautioned that the historical information provided below is approximate and is provided for background purposes only. Labor ordered in the past and displayed below may have performed more than one of the RFP Attachment 1 PWS task areas simultaneously. Offerors are responsible for their own proposal development and meeting RFP terms and conditions. Offers need not conform to the information presented below.
