About this file

This document contains questions and answers related to solicitation number 47QFCA23S0002 for maritime workforce and industrial base efforts. The solicitation seeks white papers by September 2023 for various lines of effort, including workforce development, training infrastructure modernization, and supply chain resiliency. White papers need only include a rough order of magnitude cost figure and are limited to a single submission per offeror. Awarded contracts are expected to begin in mid-September 2023 and will be cost-plus-fixed-fee or time and materials contracts placed by the General Services Administration on behalf of the Office of the Under Secretary of Defense for Acquisition and Sustainment. The Navy will assist in technical evaluation of submissions. Proposed solutions may eventually support the surface ship industrial base as well as submarines. An accounting system approved by the Defense Contract Audit Agency is not required for time and materials contracts.

Questions and Answers Previously Submitted Under Posted Draft BAA

1. Question: Can the white paper phase due date be extended?

Answer: No, the Government is on a set schedule to make awards this FY.

2. Question: Do ROMs for the white paper topics only require a total cost figure and not buildup?

Answer: See Section 7.2.4 of the BAA, “Cost Portion”.

3. Question: While this effort is sponsored by OUSD A&S, what role will the Navy have in reviewing and approving white papers to be funded?

Answer: White papers and proposal will be evaluated by Government technical personnel in accordance with section 8.2 of the BAA.

4. Question: The BAA is focused on the submarine industrial base but says the surface ships industrial base is also of interest. Can an offeror submit white paper topics for surface ships?

Answer: The main focus of this BAA is the submarine DIB. Proposed solutions may be applied to the Navy’s surface ships at some time in the future.

5. Question: Must offerors, submitting white papers to address LOE objective, be teamed with an integrator at this time, or may they submit independently?

Answer: Please see section 2.1 of the BAA, in addition an offeror submitting a white paper in response to one or more of the LOE’s does not need to be paired with an enterprise integrator.

6. Question: Can the Government confirm that an approved DCAA accounting system is

NOT required for T&M type contract.

Answer: Per FAR 16.104(i) “…the contracting officer shall ensure that the contractor’s accounting system will permit timely development of all necessary cost data in the form required by the proposed contract type.” For a T&M or LH type contract, the offeror must have an accounting system that is adequate to be able to provide the FAR required information (see FAR 52.216-29 as an example) but does not need to have it approved by

DCAA or other Government entity.

7. Question: Are Firm Fixed Price (FFP) type awards allowed?

Answer: No, per the BAA only CPFF or T&M/LH type contracts will be issues to prime offerors. Subcontracts issued under the prime contract are not held to this standard and can be any appropriate type (CPFF, T&M/LH, FFP etc.…)

8. Question: Section 7.2.4 of the BAA states that offerors should assume funding starts in

FY23, the notional timeline states that contracts will be awarded 120 days after the BAA is released, for ROM purposes, when will awarded contracts’ period of performance start?

Answer: Any resultant contracts awarded from this BAA are planned to be awarded at the end of FY23. For white paper pricing purposes assume a contract start date of mid-

September 2023. White papers only require a ROM and do not require detailed pricing.

9. Question: Can an offeror submit an anonymous corporate experience example due to confidentiality agreement restrictions?

Answer: Yes, a corporate experience example can be redacted or anonymized.

Information provided in the template must be complete enough to be evaluated for relevancy, and only the information provided in the corporate experience template will be evaluated in accordance with the BAA section 8.2.

10. Question: Regarding corporate experience, can an offeror consolidate the qualifications for a single client?

Answer: No, please follow the instructions found in section 7.2.4 of the BAA.

11. Question: Can an offeror submit more than one white paper response, one for each of the lines of effort?

Answer: Only one white paper per offeror can be submitted in response to the BAA. An offeror can submit to a single line of effort (LOE), multiple LOEs, or to all LOEs. The other option is to submit as an enterprise integrator that will fulfill all LOEs.
