About this file
This is Amendment 0002 to a Request for Quotation (RFQ) for flaring and beading machines issued by the General Services Administration's Office of Centralized Acquisition Services on behalf of a federal agency.
The solicitation number is 47QACA26Q0393, with an effective date of September 14, 2026. The amendment extends the quotation submission deadline to September 17, 2026, at 2:00 PM Eastern Time. The Government's primary clarification addresses confusion regarding machine specifications: the RFQ is for "flaring and beading machine(s)" that must be capable of performing flaring on diameters 0.25 to 3 inches, beading on diameters 0.25 to 1.5 inches, and squaring on diameters 0.25 to 3 inches. Vendors expressing concern that the salient characteristics specification appeared incomplete regarding beading assembly hardware were informed that the machine must have both flaring and beading capabilities integrated. Scheduled roll-out delivery is permitted, with a minimum of one machine per month acceptable as a delivery cadence if needed. The Government confirmed that no amendment to the equipment requirements is necessary, and vendors should quote the machine as specified with the understanding that beading functionality must be included. Attachment 8, containing Government Responses to Vendor Questions Round 2, is issued with this amendment. All other terms and conditions remain unchanged except as explicitly amended.

Attachment 6_FlaringAndBeading - Round 2 Project Title: Flaring and Beading Machines
Solicitation #: 47QACA26Q0393
# RFI Government's Response
The specifications in the solicitation are for the standard base machine. Per the list of required tooling pieces for this machine, the specifications listed in the current solicitation do NOT include the Bead Assembly. To fully utilize all the bead tooling in the required tooling package, the machine MUST include adding the optional feature (beading assembly) to the machine specifications
The solicitation is for"flaring and beading machine(s)" If the item(s) being quoted consider this an 'option' then it should also be quoted.
Attachment 7 (Tooling Package 119930-3CPV) mandates a 113-item kit that includes extensive bead dies, bead heads, arbors, and bead rollers. However, Attachment 1 (Salient Characteristics) defines the physical equipment specifications for a standard base machine configuration (flaring only).
A standard base machine configuration lacks the auxiliary mechanical spindle/drive assembly hardware required to spin and form those beads. If we buy the machine exactly as currently described in Attachment 1, the end-user bases will receive a mountain of precision beading tools that cannot physically plug into or function on the machine hardware.
4 Is the beading assembly mechanism missing from the machine specification?
5 Is the intent for the machine itself to be delivered with the upgraded, integrated Beading Assembly module installed?
6 Should the equipment requirement be updated?
7 Is an amendment required to modify Attachment 1 to explicitly state that the machine must natively include the physical beading drive hardware?
The solicitation is for"flaring and beading machine(s)" At a minimum it must be able to perform flaring on diameters 0.25 to 3”, beading on diameters 0.25 to 1.5”, and squaring on diameters 0.25 to 3”.
8 Will a scheduled roll out for the Flaring and Beading machines be permitted? Scheduled roll-out is permitted, there is no reason to set a delivery cadence. If necessary to provide a delivery cadence, one per month is acceptable.
The minimum requirements are flaring on diameters 0.25 to 3”, beading on diameters 0.25 to 1.5”, and squaring on diameters 0.25 to 3”.
Noted.
The minimum beading requirement is beading on diameters 0.25 to 1.5".
The machine should have both flaring and beading capabilities.
I do not believe so.
