While past performance is not a formal evaluation factor, the Contracting Officer will review responsibility records in the System for Award Management (SAM) and Contractor Performance Assessment Reporting System (CPARS). 1. Requisition & Acquisition Description
This is a Request for Quote (RFQ) for commercial items prepared in accordance with the
Revolutionary FAR Overhaul (RFO) framework under FAR Parts 12 and 13. Neither an SF-1449 nor an SF-18 will be issued; this electronic notice constitutes the sole solicitation.
Solicitation number 47QACA26Q0393 is issued as an RFQ for flaring and beading machines to ensure the AFLCMC can widen the end of pipes or tubes and to form raised edges or beads on tubes to strengthen various structures.

2. Packaging and Marking
ALL PACKAGES AND SHIPMENTS MUST COMPLY WITH THE FOLLOWING
REQUIREMENTS:
Item 0001 - Preservation, packaging and packing shall conform to prevailing industry standards
(ASTM-D-3951) for the type of commodity purchased under this contract. All packages shall be clearly marked with applicable contract numbers and will contain appropriate packing slips.

Marking: Shipments to the Department of Defense (DoD) shall be marked in accordance with
MIL-STD-129.
Special Marking: In addition to markings required by MIL-STD-129, shipments shall be marked with the requisition number, part number, SUPPAD and item name (will be shown on individual orders).
Preparation for Delivery: The item(s) shall be packaged and packed to afford adequate protection against physical damage during shipment from the supplier to the first receiving activity. The pack shall comply with the rules and regulations applicable to the mode of transportation. The package shall be the same as that normally provided by the supplier.
Ready for Shipment: Whenever components are ready to ship, the following documentation shall be uploaded via the Collaboration tool in ASSIST:

3. Delivery & Performance Terms Shipping and Handling Terms: f.o.b. point is Destination. Inspection and acceptance will occur at Destination for all products provided under this contract. The delivery period shall not exceed

(a) An Evaluation Plan is not required since it will be a lowest price initial selection, then on a Pass/Fail basis. This procurement is prepared in accordance with FAR Parts 12 and
13.
(b) Offerors must submit a price quote for ALL items listed in this procurement to be eligible for an award. The Government will evaluate Offeror’s Quotes to ensure pricing is provided and is fair and reasonable for all required items identified in attachments 1 & 3 of this RFQ and meet or exceed the requested delivery dates. Pricing must be submitted for all items to be considered for award. Offeror is required to fill out the technical matrix and provide supporting literature to illustrate that their products meet all the requirements listed in the Product Description and are able to meet or exceed the 365 days ARO.
(c) INFORM 2.0 Procedures: Is NOT required. This procurement is below the current
$10M threshold and the Source Selection Procedures are LPTA source selection. This acquisition is exempt from Section 508 requirement as this requirement is not for IT.

6. Evaluation and Basis for Award
The Government will evaluate Offeror’s Quotes to ensure pricing is provided and is fair and reasonable for all required items identified in attachments 2 & 3 of this RFQ and meet or exceed the requested delivery dates.
The Government will make an award representing the best interest to the Government considering:
Lowest Price Technically Acceptable (LPTA). All quotes received will be ranked by aggregate price with the lowest price first. The vendor with the lowest aggregate price will have its technical package evaluated first, with a pass/fail evaluation against the requirements identified in FAR 52.212-2 of this RFQ.
While past performance is not a formal evaluation factor for this procurement, the CO will review the Exclusions and Responsibility/Qualification Reports available within the System for Award Management (SAM) (https://sam.gov). Additionally, the Government reserves the right to review Performance and Integrity Records, available within the Contractor Performance
Assessment Reporting System (CPARS) (https://www.cpars.gov/).

Overview
This document describes how to create an ASSIST account as a contractor user, including setting up the FAS ID (if needed) and linking to the appropriate company(s). The process to register a contractor user is a self-registration process.
Before You Begin
Make sure you have:
A valid email address Your company name or Unique Entity Identifier (UEI) Basic company contact information
Understanding FAS ID
A FAS ID is your secure login credential that works across multiple GSA applications. FAS ID ensures compliance with GSA's identity, credentials, and access management controls. It achieves this by offering multi-factor authentication and a self-service account recovery option.
Step 1. Access the ASSIST Login Page
Navigate to the ASSIST Homepage and select the 'Create account' button.

Step 2. Accept Terms
Review the system notice and select the 'I agree to the terms' button.
Step 3. Select the 'Contractor' Account Type and then click 'Continue'
Step 4. Enter your email address on the Account Check page
Once you have entered your email address, select the 'Search' button. ASSIST will check if you already have:
An ASSIST account
A FAS ID
Note: The validation process for a contractor user's account yields four potential account check messages, each leading to a specific registration path.
Step 5. Registration Path
Based on the results of the Account Check, ASSIST will guide the user through the appropriate registration process:
1. If you have BOTH a FAS ID and ASSIST account:
Log in with your FAS ID No ASSIST registration needed
2. If you have NEITHER:
Create a FAS ID Complete the ASSIST registration process
3. If you have a FAS ID but no ASSIST account:
Complete the ASSIST registration process The user's existing FAS ID will be linked to their ASSIST account
4. If you have an ASSIST account but no FAS ID:
Create a FAS ID It will be linked to your ASSIST account
Step 6. Create Your FAS ID (if prompted)
If you do not have a FAS ID, you will need to complete the FAS ID Information page by entering:
First Name Last Name Email address (pre-populated from the account check process) Password/Confirm Password Security Question & Answer
Select 'Continue'.
Step 7. Enter ASSIST Information
Complete the ASSIST Information page by providing:
Office Phone Extension (optional) Answer the CPRM Question Default application (if prompted)
Select 'Continue'.
Step 8. Select Your Company
Enter your Company Name or UEI and select 'Search'. Then select one or more companies (if registered) OR select 'Add' if your company is not listed/registered. Please note, only companies with an active registration profile in SAM.Gov will appear in the search results. If you cannot find your company in the search, please verify that the company has an active entity profile in SAM.
The search results are presented as follows:
Companies with a checkbox are registered in ASSIST.
Companies with an 'Add' button are not registered in ASSIST.
Note: Once you have selected the registered company or companies and click 'Continue,' the "Contractor Company Access" window will open, moving you to step 10.
Quick Tips: Users can refine the displayed results using the filter options. Additionally, to see all selected companies in one place, click the "Selected Companies" hyperlink.

Step 9. Complete Company Details (if registering a new company)
Select the 'Add' button if your company is not registered. Complete the required fields under the ASSIST Company Details section on the Company Information page and select 'Save' when complete.
Step 10. Set Company Access
Answer all the company access questions, check the Self Attestation box and select 'Save'.
Step 11. Select Contract Access
Review the list of available contracts, select none, one or more contracts (if applicable), and then select ' Continue'. If needed, use the filter to narrow results.
Note: You can select multiple contracts across companies.
Step 12. Review Summary
Before finalizing registration, users should thoroughly review all entered information and then select the 'Create account' button to submit.
Note: Depending on the registration path determined during the Account Check, the user may be able to edit their selections for FAS ID Information, ASSIST Information, Company and Contract.
Step 13. Registration Complete
Upon completion of the registration process, users will see a confirmation screen. If the user's email matches the Company POC's email address as reported in SAM.Gov, then the registration will be auto-approved.

If the user's email address does not match the Company POC's email address, the registration status is set to pending approval and the Company POC is notified. The Company POC will need to review and approve the user's account before access is granted.

Definitions
Contractor User - a contractor user is a person who is an employee at a contractor company (Industry Partner) that does business with the GSA.
Contractor Company - a contractor company is the company that the contractor user works for. A contractor company is distinguished by having a Unique Entity Identifier (UEI) number. For large corporations, there may be multiple contractor companies registered in ASSIST to capture each UEI number. Contractor users can be registered to multiple contractor companies.
