Each machine must meet salient characteristics including manual operation, floor mounting, 1.5-inch OD capacity, 8-inch centerline radius maximum, 195-degree maximum bend arm movement, 10-foot maximum over-mandrel tube length, and delivery within 365 days after receipt of order. Unit pricing shall be quoted as FOB Destination, inclusive of all shipping and freight costs, with no separate shipping CLIN. Award will be made using Lowest Price Technically Acceptable (LPTA) procedures to the responsible vendor offering the lowest-priced technically acceptable quote with fair and reasonable pricing. Vendors must submit completed technical matrices, pricing spreadsheets, supporting product literature demonstrating compliance with specifications, country of origin and Buy American Certificate information if applicable, and confirmation of 365-day delivery capability via email to the GSA Contracting Officer by the closing date.

7. Evaluation and Basis for Award The Government will evaluate quotes to ensure pricing is provided for all required items and that pricing is fair and reasonable.

Award will be made using Lowest Price Technically Acceptable, or LPTA, procedures.

Quotes will be ranked by total evaluated price, with the lowest evaluated price first. Total evaluated price will include any applicable evaluation adjustments required by the Buy American statute and implementing FAR/RFO provisions.

The Government will evaluate the lowest-priced quote for technical acceptability on a pass/fail basis against the requirements in:

● Attachment 1 — Salient Characteristics

● Attachment 2 — Technical Matrix

● Supporting product literature/specification sheets

Vendors must submit pricing for all CLINs identified in Attachment 3_Rev2 to be eligible for award.

Vendors are required to complete the technical matrix and provide supporting literature sufficient to demonstrate that their products meet all solicitation requirements and can be delivered within 365 days after receipt of order, or ARO.

If the lowest-priced quote is technically unacceptable, the Government may evaluate the next lowest-priced quote, and so on, until a technically acceptable quote is identified.

Award will be made to the responsible vendor whose quote is the lowest-priced technically acceptable quote and whose price is determined fair and reasonable.

Past performance is not a formal evaluation factor for this procurement. However, the Contracting Officer will review the Exclusions and Responsibility/Qualification Reports available within the System for Award Management at https://sam.gov. The Government also reserves the right to review Performance and Integrity Records available within the Contractor Performance Assessment Reporting System at https://www.cpars.gov.

Overview

This document describes how to create an ASSIST account as a contractor user, including setting up the FAS ID (if needed) and linking to the appropriate company(s). The process to register a contractor user is a self-registration process.

Before You Begin

Make sure you have:

A valid email address Your company name or Unique Entity Identifier (UEI) Basic company contact information

Understanding FAS ID

A FAS ID is your secure login credential that works across multiple GSA applications. FAS ID ensures compliance with GSA's identity, credentials, and access management controls. It achieves this by offering multi-factor authentication and a self-service account recovery option.

Step 1. Access the ASSIST Login Page

Navigate to the ASSIST Homepage and select the 'Create account' button.

https://assist.gsa.gov/public/login

Step 2. Accept Terms

Review the system notice and select the 'I agree to the terms' button.

Step 3. Select the 'Contractor' Account Type and then click 'Continue'

Step 4. Enter your email address on the Account Check page

Once you have entered your email address, select the 'Search' button. ASSIST will check if you already have:

An ASSIST account

A FAS ID

Note: The validation process for a contractor user's account yields four potential account check messages, each leading to a specific registration path.

Step 5. Registration Path

Based on the results of the Account Check, ASSIST will guide the user through the appropriate registration process:

1. If you have BOTH a FAS ID and ASSIST account:

Log in with your FAS ID No ASSIST registration needed

2. If you have NEITHER:

Create a FAS ID Complete the ASSIST registration process

3. If you have a FAS ID but no ASSIST account:

Complete the ASSIST registration process The user's existing FAS ID will be linked to their ASSIST account

4. If you have an ASSIST account but no FAS ID:

Create a FAS ID It will be linked to your ASSIST account

Step 6. Create Your FAS ID (if prompted)

If you do not have a FAS ID, you will need to complete the FAS ID Information page by entering:

First Name Last Name Email address (pre-populated from the account check process) Password/Confirm Password Security Question & Answer

Select 'Continue'.

Step 7. Enter ASSIST Information

Complete the ASSIST Information page by providing:

Office Phone Extension (optional) Answer the CPRM Question Default application (if prompted)

Select 'Continue'.

Step 8. Select Your Company

Enter your Company Name or UEI and select 'Search'. Then select one or more companies (if registered) OR select 'Add' if your company is not listed/registered. Please note, only companies with an active registration profile in SAM.Gov will appear in the search results. If you cannot find your company in the search, please verify that the company has an active entity profile in SAM.

The search results are presented as follows:

Companies with a checkbox are registered in ASSIST.

Companies with an 'Add' button are not registered in ASSIST.

Note: Once you have selected the registered company or companies and click 'Continue,' the "Contractor Company Access" window will open, moving you to step 10.

Quick Tips: Users can refine the displayed results using the filter options. Additionally, to see all selected companies in one place, click the "Selected Companies" hyperlink.

https://sam.gov

Step 9. Complete Company Details (if registering a new company)

Select the 'Add' button if your company is not registered. Complete the required fields under the ASSIST Company Details section on the Company Information page and select 'Save' when complete.

Step 10. Set Company Access

Answer all the company access questions, check the Self Attestation box and select 'Save'.

Step 11. Select Contract Access

Review the list of available contracts, select none, one or more contracts (if applicable), and then select ' Continue'. If needed, use the filter to narrow results.

Note: You can select multiple contracts across companies.

Step 12. Review Summary

Before finalizing registration, users should thoroughly review all entered information and then select the 'Create account' button to submit.

Note: Depending on the registration path determined during the Account Check, the user may be able to edit their selections for FAS ID Information, ASSIST Information, Company and Contract.

Step 13. Registration Complete

Upon completion of the registration process, users will see a confirmation screen. If the user's email matches the Company POC's email address as reported in SAM.Gov, then the registration will be auto-approved.

Successfully registered confirmation message:

https://sam.gov/

If the user's email address does not match the Company POC's email address, the registration status is set to pending approval and the Company POC is notified. The Company POC will need to review and approve the user's account before access is granted.

'Pending Approval' Status confirmation message:

Project Title: Pipe Bending Machines Solicitation #: 47QACA26Q0391_Attachment 6 — Government Responses to Vendor Questions, Round 2

# RFQ Clarifications/Questions Recieved Government's Response

1 May we please request to send our quote to you via email.

Yes. Quotes shall be submitted via email to the GSA Contracting Officer identified in the solicitation at melissa.martel@gsa.gov no later than the solicitation closing date and time.

The quote package must include all required submission documents identified in the solicitation, including the completed technical matrix, completed pricing spreadsheet, supporting product literature/documentation, and any applicable representations/certifications required by the solicitation.

Please note that shipping addresses for the following lines items should be to state side US addresses and not the Ultimate Ship to (Japan or Korea, etc)…This makes a huge difference for pricing. Please see below:

Clin0002 - Travis, AFB, CA Clin0004 - Travis, AFB, CA Clin 0005 - Dover AFB DE Clin 0006 - Travis, AFB CA Clin 0012 - Dover, AFB

Vendors shall price freight/shipping to the “Ship To” address listed for each line item. The “Ultimate Ship To” field, if provided, is for Government logistics use only and is not the contractor’s delivery destination unless expressly identified as the required delivery address.

Attachment 6_PipeBending

Thank you for the clarification provided in response to Question 18 regarding advance and progress payments.

As a follow-up, would the Government consider commercial interim financing pursuant to FAR Subpart 32.2 and FAR 32.206(c)(1), structured as milestone payments tied to objectively verifiable stages of manufacture, with the final balance due upon delivery, inspection, and acceptance?

We are not requesting an advance payment prior to performance. Rather, we are requesting consideration of interim payments after defined manufacturing milestones have been achieved.

This procurement is a Total Small Business Set-Aside for 13 substantial, made-to-order machines with a delivery period of up to 365 days. Requiring a small business contractor to finance the entire manufacturing cost through final delivery and acceptance creates a significant cash-flow burden, particularly when substantial manufacturing costs are incurred well in advance of delivery.

FAR 32.206(c)(1) specifically provides for commercial interim payments based upon the achievement or occurrence of specified events, provided the basis for payment is objectively determinable.

Would the Government consider amending the solicitation to permit this type of milestone-based commercial interim financing arrangement?

The solicitation does not currently authorize commercial interim financing, milestone payments, advance payments, progress payments, or installment payments. If the Government determines that milestone-based commercial interim financing will be permitted, the solicitation will be amended to provide the applicable terms, conditions, milestone structure, invoicing requirements, and any impact on evaluation. Unless and until such an amendment is issued, offerors shall prepare quotes based on the payment terms currently stated in the solicitation.

In the attachment SF30_A0003_47QACA26Q039.pdf Page 3, Item 3, Revised Pricing Page states that Shipping costs should be documented in "47QACA26Q0391_Attachment 3_Revised Pricing Spreadsheet_Pipe Bending". Unlike the original Attachment 3, there is no clear column to add this data. Will a column for shipping be created, or should we add these values to a different cell?

Additionally, it is not clear whether shipping costs should be calculated for the "Ultimate Ship To" destination found in Attachment 4 or a combination of the "Ship to" and "Ultimate Ship To" locations. It is stated that the "Vendor must input an individual Unit Price, Extended Price, and specific Freight/Shipping cost for each of the 13 installations independently," implying that each location should be calculated uniquely. Can you please provide clarification on this item.

The Government is issuing Attachment 3_Rev2 — Pricing Spreadsheet with Amendment 0004.

Vendors shall include all applicable shipping/freight costs in the applicable CLIN unit prices. No separate shipping/freight CLIN will be used.

If Attachment 4 identifies both a “Ship To” and an “Ultimate Ship To,” vendors shall price to the “Ship To” address only. The “Ultimate Ship To” location is provided for Government logistics purposes and is not the contractor’s required delivery destination unless expressly stated.

Items 59 and 60 of the tooling list have an identical TOD (1.250), Wall Thickness (0.058), and Material (Chrome Plated Steel). Should the quantity be adjusted to reflect two of these items, or is the wall thickness for item 60 incorrect? If so, what is the correct wall thickness for item 60?

Tooling is not listed online.

Awaiting response for dimension clarification.

Question will be addressed by separate amendment

File details come from the government source that posted it. Updated .
