About this file
This is Amendment 0003 to a federal solicitation for the procurement of pipe bending machines issued by GSA/FAS/OCAS (Office of Centralized Acquisition Services). The amendment, effective August 14, 2026, formally publishes Government responses to 29 vendor clarification questions, incorporates an official List of Tooling, and replaces the original pricing spreadsheet with a revised version restructuring the procurement into thirteen destination-based line items (CLINs 0001 through 0013).
The procurement is for 13 pipe bending machines to be delivered to 13 geographically dispersed locations including Sheppard AFB (TX), Kadena AB (Japan), Fort Smith (AR), Misawa AB (Japan), Aviano AB (Italy), Pyeongtaek City (South Korea), Boise (ID), Minot AFB (ND), Reno (NV), Tyndall AFB (FL), Andrews (MD), Ramstein Miesenbach (Germany), and Patrick AFB (FL). The solicitation remains a total small-business set-aside with a projected value exceeding the Simplified Acquisition Threshold but under $9 million, making the Nonmanufacturer Rule fully applicable. Actual manufacturers of offered machines must be domestic small businesses. Each machine must be self-contained, require no external power source, and capable of bending clockwise and counterclockwise. Required tooling includes 25 bend dies, 20 mandrels, 9 clamp blocks, 9 pressure dies/side blocks, one hydraulic system, and one wrench set per machine. Vendors must submit individual unit prices, extended prices, and specific freight/shipping costs for each of the 13 installations independently; blank or incomplete lines result in immediate rejection as non-responsive. The quotation submission deadline is August 26, 2026, at 2:00 PM Eastern Time. Evaluation will be conducted using Lowest Price Technically Acceptable (LPTA) methodology based on aggregated project totals. Inspection occurs at origin with final acceptance at destination. Scheduled roll-out delivery is acceptable with a 365-day delivery timeline. Payment will be made upon inspection and acceptance of products, with no advance or progress payments authorized. The List of Tooling details 69 specific line items with part numbers, descriptions, and material specifications required for compliance.

1. Government Q&A Matrix: The attached spreadsheet containing questions 1 through 29 is hereby fully incorporated. All clarifications, definitions, and technical interpretations contained within the responses form a binding component of the evaluation metrics.
2. List of Tooling: The official 'List of Tooling' sheet detailing specific P/N die bands, clamps, and indicators is hereby incorporated as an explicit technical minimum. Bidders must certify complete compliance with this inventory in their Attachment 2 submission.
3. Revised Pricing Page: The original Attachment 3 (Pricing Spreadsheet) is hereby deleted in its entirety and replaced with "Attachment 3_Revised". Specifically, the line-item numbering has been updated to independent, sequential 4-digit CLINs (CLIN 0001 through CLIN 0013) to ensure compliance with DFARS contract line-item structures and to streamline data import into the Government's contract writing system. Offerors shall utilize the amended spreadsheet to submit their pricing.
To align with the geographic logistical requirements specified in Attachment 4, the single
13-unit lump sum has been restructured into thirteen (13) distinct sub-line items (CLIN
0001 through CLIN 0013).
Vendor must input an individual Unit Price, Extended Price, and specific
Freight/Shipping cost for each of the 13 installations independently. Do not insert a single flat shipping rate or leave any location cells blank. Blanks or incomplete lines will result in the immediate rejection of the proposal as non-responsive. Provide the clear Country of Origin and estimated Lead Time (Days ARO) for each line item.
4. Evaluation Metric: Evaluation remains Lowest Price Technically Acceptable (LPTA).
Price rankings will be evaluated based on the aggregated project total (the sum of all 13 machinery extended prices plus all 13 distinct freight lines combined).
The quotation submission deadline remains firmly locked on August 26, 2026, at 2:00
PM Eastern Time. All other terms and conditions remain unchanged.
Project Title: Pipe Bending Machines Solicitation #: 47QACA26Q0391_R1
# RFQ Clarifications/Questions Recieved Government's Response
1 Does a class or individual Non Manufacturer Rule waiver apply to the required pipe-bending machines and tooling? No, reference clause section under number 5 of 47QACA26Q0391_R1
2 If no waiver applies, must the actual manufacturer of every offered end item be a domestic small business?
Yes, reference clause section under number 5 of 47QACA26Q0391_R1 Note: Per the RFO because the procurement value is projected to be over the SAT, but under $9 million, the nonmanufacturer rule fully applies to this solicitation.
3 What documentation should a reseller include to establish the manufacturer's size status and domestic manufacturing location?
A formally signed manufacturing certification letter, a detailed 'substantial transformation" statement, the System for Award Management (SAM.gov) registration profile printout, and a completed signed compliance matrix
4 Would a custom built machine qualify if the actual manufacturing entity meets those conditions and provides a signed compliance matrix?
Yes. A custom-built machine may qualify, provided the actual manufacturer meets the applicable small-business size and domestic-manufacturing requirements and the machine complies with all solicitation requirements. A signed compliance matrix must be submitted, but the matrix alone does not establish compliance with the Nonmanufacturer Rule.
5 Do the Non Manufacturer Rule conditions apply separately to the tooling and accessory line items"
No, they are evaluated collectively. Compliance is measured by total contract value. Reference clause section under number 5 of 47QACA26Q0391_R1
6 Requesting the removal of the Small Business Set Aside requirement The request is denied. Based on the Government’s market research, this acquisition will remain a total small-business set-aside.
7 Will there be any training required with this contract? No 8 Will there be a Performance Bond required for this contract? No performance bond is required under this solicitation.
No relevant tooling information has been supplied. Could you please provide the tooling list? IE the mandrel sizes, all tube diameters and wall thicknesses and materials to be bent.
See attached Tooling Package PDF
10 How do we request a waiver of the non-manufacturer rule?
Reference clause section under number 5 of 47QACA26Q0391_R1 Vendors cannot submit individual Nonmanufacturer Rule waiver requests directly to SBA for this acquisition. The contracting officer may request an individual waiver from SBA after determining through market research that no qualifying small-business manufacturer can reasonably be expected to provide an item that meets the solicitation requirements. No waiver currently applies to this acquisition.
In the RFQ, it states a tooling requirement but is not very specific. Is there a full set of specs for the tooling required for this job? In previous postings of this similar RFQ, a more specific list was provided.
See attached Tooling Package PDF
12 Our understanding is that GSA is a paid platform, but for this RFQ that platform will be used to handle payment processing. Is that the correct extent of use of the platform?
GSA is not a paid software payment processor, nor is it a third-party billing platform. GSA ASSIST is a comprehensive, end-to-end contract management workflow platform that will be used to administer the solicitation and award of this project. Following award, payment will be processed in accordance with the invoicing and payment provisions incorporated into the resulting contract.
We were not able to identify any payment terms in the RFQ. With this RFQ being quite sizable and targeted at small manufacturers, we are assuming there's some periodic schedule that's ideal. Are there any specific details you can share in this regard or is that open for negotiation once a vendor has been chosen?
Payment will be made upon inspection and acceptance of requested products.
14 Please confirm who is responsible for offloading the machines once they arrive to their final destination, delivery is door to dock and does not include offloading.
Delivery is door-to-dock. The contractor is responsible for transporting the machines to the designated receiving location. The Government will be responsible for offloading the machines at the destination. The contractor must coordinate each delivery in advance with the designated receiving activity.
15 Please clarify which specific tooling you will need with this 420 bender. See attached Tooling Package PDF
16 On the last bid there was an amendment to have inspection at Origin, please confirm if inspection for this RFQ is at Origin or Destination.
Inspection will be conducted at origin. Final acceptance will occur at destination after the Government confirms that the delivered machines comply with the contract requirements. The amended solicitation will identify the applicable inspection and acceptance locations.
17 Please confirm if each machine will require a IUID tag. Will reference newly published CID, but tentative answer is no.
18 Please confirm that incremental payments will be authorized.
See answer to question 13 Advance and progress payments will not be authorized. However, if the contract permits separately scheduled deliveries, the contractor may submit an invoice for each quantity delivered, inspected, and accepted by the Government.
Please clarify if the government requires all 13 machines to be ready to ship at the same time or can will this be a scheduled roll out. This makes a difference in terms of manufacturing timeline, shipping quotes and inspection logistics.
Scheduled roll-out is acceptable, 365-day delivery timeline.
20 Please confirm that the quote can be sent directly to you rather than ASSIST. The files are large and there is difficultly submitting large files and multiple files within ASSIST.
Please refer to the RFQ, number 7 Quotations must be submitted through ASSIST by the solicitation’s closing date and time. Email submissions will not be accepted unless specifically authorized in writing by the contracting officer.
Offerors experiencing technical difficulties should contact the ASSIST help desk and notify the contracting officer before the submission deadline.
There has been a quantity change CLIN 0001 as 3 EA Pipe Bending Machines. However, in the _R1 Attachment 3 – The pricing spreadsheet continues to identify the quantity as
13 EA.
Please confirm the correct quantity required.
The correct quantity for CLIN 0001 is 13 pipe-bending machines. The reference to a quantity of 3 is an error. The RFQ and all applicable attachments will be revised by amendment to consistently reflect a quantity of 13. Offerors shall price 13 machines.
Attachment 1 includes requirements for the machine to be self-contained (no outside power source) and capable of bending clockwise and counter-clockwise.
The new amended requirements do not appear in the Attachment 2 Technical Matrix that vendors are instructed to complete for the Pass/Fail technical evaluation. Please confirm whether these are mandatory minimum requirements that should be addressed in the Technical Matrix.
Yes. The requirements for each machine to be self-contained, requiring no external power source, and capable of bending clockwise and counterclockwise are mandatory minimum requirements.
Attachment 2, Technical Matrix, will be revised to include these requirements. Offerors must address and demonstrate compliance with each requirement in the revised Technical Matrix.
25 Bend Dies (.375"–1.5") have been identified as required tooling. 5 additional mandrels have been added to the amended RFQ.
Please note, in the amended RFQ, attachment 2, the Technical Matrix identifies 20 Mandrels (.375"–1.5"), (NOT 25) along with the original tooling requirements.
Please confirm which tooling configuration is required for each machine.
Please clarify the specific tooling you need with this 420 bender.
See attached Tooling Package PDF
The amended RFQ still shows delivery locations for 13 machines.
If the revised requirement is for 3 machines rather than 13, please identify which three locations in Attachment 4 apply so that we can obtain accurate freight pricing.
Please refer to question #21
Given that award will be evaluated on an LPTA Pass/Fail basis, we want to ensure that all vendors are quoting the same quantity, tooling package, delivery requirements, and technical configuration. We respectfully request that the solicitation/attachments be amended as necessary so the requirements are consistent before quotations are submitted.
This was posted on SAM.gov; therefore all vendors received identical information; however, an Amendment will be issued with the Government's response to all questions received and will included an additional tooling package list of items.
Page 13 of the PDF, Attachment 1:
Tooling: (see attached tooling sheet for exact specifications for tooling requried) 25 Bend Die 0.375 to 1.5 in (see attached tooling sheet) 9 clamp die 0.375 to 1.5 in 9 pressure die 0.375 to 1.5 in
Does not align with the list found on Page 16 of the PDF. Attachment 2, page 2 of the Technical Matrix:
Tooling:
20 mandrels 0.375 to 1.5 in 9 clamp blocks 0.375 to 1.5 in 9 side blocks 0.375 to 1.5 in Hydraulic system Wrench set
The required tooling configuration for each machine is 25 bend dies, 20 mandrels, 9 clamp blocks/dies, 9 pressure dies/side blocks, one hydraulic system, and one wrench set. “Clamp die” and “clamp block” refer to the same required component; “pressure die” and “side block” refer to the same required component. The amended RFQ will use consistent terminology throughout Attachments 1 and 2 and will include the applicable tooling sizes and specifications.
Attachment 1: Tooling: (see attached tooling sheet for exact specifications for tooling requried) The attached tooling sheer for exact specifications is missing
See attached Tooling Package PDF
28 Request NAICS change from 333517 to 333310 The NAICS code will remain as is 333517, because this procurement is for heavy industrial machinery. NAICS 333310 is a completely differnet industry that is not applicable.
