Technical Evaluation Ratings
The Technical Evaluation Board (TEB) will evaluate the non-price factors using the following adjectival and numerical ratings.
Rating Numerical Score
Description
Outstanding 90–100 Proposal significantly exceeds requirements, contains numerous strengths, no deficiencies, and presents very low performance risk.
Good 80–89 Proposal exceeds requirements in several areas.
Strengths outweigh weaknesses. Low performance risk.
Acceptable 70–79 Proposal meets requirements. Weaknesses, if any, are minor and correctable. Moderate performance risk.
Marginal 60–69 Proposal does not clearly demonstrate an adequate understanding of the requirements. Weaknesses increase performance risk.
Unacceptable Below 60 Proposal fails to meet solicitation requirements or contains one or more deficiencies that make the proposal unacceptable.
Numerical scores are intended solely to assist the Government in distinguishing between proposals receiving the same adjectival rating and do not constitute a mathematical formula for award.
Past Performance Confidence Ratings
Past Performance will be evaluated using the following confidence ratings:
● Substantial Confidence
● Satisfactory Confidence
● Neutral Confidence
● Limited Confidence
● No Confidence
Basis for Award
Award will be made to the responsible Offeror whose proposal represents the best overall value to the Government.
The Government will perform a comparative assessment of proposals and may determine that a higher-priced proposal represents a better value when justified by superior technical merit or lower performance risk.
The Source Selection Authority will document the rationale supporting the tradeoff decision.
Award Without Discussions
The Government intends to evaluate quotations and award a contract without conducting discussions with Offerors. Therefore, each Offeror's initial quotation should contain its best terms from a price and technical standpoint. The Government reserves the right to conduct communications or clarifications if determined to be in the Government's best interest.

Post-Award Notifications
Following contract award, the Government will provide post-award notifications in accordance with applicable procurement regulations.
At the Government's sole discretion, unsuccessful Offerors may be provided a brief explanation of the basis for award. The Government is not obligated to conduct formal debriefings for this acquisition. Nothing in this solicitation shall be construed as creating an entitlement to a formal debriefing.
FAR 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services
This provision is incorporated by reference.
Offerors shall maintain current representations and certifications in the System for Award Management (SAM) in accordance with FAR 52.212-3 and FAR 4.1201.

(SAM)
To be eligible for award, an Offeror shall:
● Be actively registered in the System for Award Management (SAM);
● Maintain an active SAM registration through contract award and throughout contract performance;
