About this file

This is a Questions and Answers document addressing clarifications to a federal solicitation for a commercially available enterprise subscription platform to support continuing legal education (CLE) credit tracking and compliance reporting for the Department of Housing and Urban Development Office of General Counsel (HUD OGC).

The Government has clarified key solicitation requirements: Offerors shall provide pricing based on 400 authorized users under CLIN 0001, with optional expansion CLINs 0002 and 0003 available for up to 100 and 200 additional users respectively, both exercisable at Government discretion. All CLINs across the Base Period and three Option Periods shall be priced as Firm-Fixed-Price (FFP). The Periods of Performance are: Base Period August 18, 2026 – August 17, 2027; Option Period 1 August 18, 2027 – August 17, 2028; Option Period 2 August 18, 2028 – August 17, 2029; and Option Period 3 August 18, 2029 – August 17, 2030, with potential extension up to six additional months under FAR 52.217-8. The Government currently anticipates contract award on or about July 31, 2026. Offerors must propose a flat-rate enterprise subscription model and describe their implementation and transition approach to achieve Full Operational Capability no later than August 18, 2026. The platform must provide CLE-accredited courses applicable across U.S. states and Puerto Rico, support ethics and specialty CLE requirements, provide completion certificates, support tracking and reporting of user CLE completion status, and directly report CLE credits to applicable jurisdictions where permitted.

Questions and Answers

Question 1

Should we quote for the average between 150–650 (+200) users? Or should we quote for

650 users, as Section B, CLIN 0001 states "approximately 650 authorized HUD users," while SOW Section 3.1 states "provide access for an estimated 150 users (not guaranteed)." Additionally, should CLINs 0002 and 0003 (Optional expansion blocks of up to 100 users each) be priced to address the difference between the two figures, if applicable?

Government Response:

The Government has revised the solicitation to clarify the estimated user quantity.

Offerors shall provide pricing based on an estimated 400 authorized users under CLIN

0001.

The solicitation has been amended as follows:

● CLIN 0001 – Enterprise subscription for approximately 400 authorized users.

● CLIN 0002 – Optional expansion package for up to 100 additional users.

● CLIN 0003 – Optional expansion package for up to 200 additional users.

CLINs 0002 and 0003 are optional and may be exercised at the Government's discretion if additional user licenses are required during contract performance.

Question 2

One of the required services is a commercially available enterprise subscription.

Should Offerors propose a flat-rate enterprise or unlimited-seat licensing structure, provided all Statement of Work requirements are met, rather than a named-user/per-seat licensing model?

Government Response:

Yes. Offerors shall propose a flat-rate enterprise subscription for the estimated 400 authorized users identified under CLIN 0001.

If additional users are required during contract performance, the Government may purchase additional user licenses through optional CLINs 0002 and 0003.

Question 3

Are all CLINs across the Base Period and all Option Periods to be priced as

Firm-Fixed-Price?

Government Response:

Yes. All CLINs, including the Base Period, Option Periods, and optional user expansion

CLINs, shall be proposed as Firm-Fixed-Price (FFP).

Question 4

Section 4 of the solicitation cover letter lists identical start and end dates for the Base

Period and each Option Period. Please confirm the intended Periods of Performance.

Government Response:

The solicitation has been amended to correct the Periods of Performance.

The anticipated Periods of Performance are:

Period Dates

Base Period August 18, 2026 – August 17, 2027

Option Period 1 August 18, 2027 – August 17, 2028

Option Period 2 August 18, 2028 – August 17, 2029

Option Period 3 August 18, 2029 – August 17, 2030

FAR 52.217-8 (if exercised)

Up to six (6) additional months beyond the expiration of the final ordering period

Page 9 of the solicitation has been updated accordingly.

Question 5

Can the Government confirm the approximate number of states, territories, and jurisdictions for which CLE credit tracking and compliance reporting will be required to ensure the proposed platform's accreditation portfolio is fully responsive to HUD

OGC's operational needs?

Government Response:

The Government's requirements remain as stated in Section 3.4 of the Statement of

Work.

Specifically, the Contractor shall:

● Provide CLE-accredited courses applicable across U.S. states and Puerto Rico;

● Support ethics and specialty CLE requirements where applicable;

● Provide certificates of completion;

● Support tracking and reporting of user CLE completion status; and

● Directly report CLE credits to applicable jurisdictions where such reporting is permitted.

Offerors shall propose a solution that satisfies these requirements.

Question 6:

Does the Government want full platform access at the performance start date of the

Base Period, or will there be an acceptable transition window for onboarding during the initial week of performance?

Government Response:

The Government currently anticipates contract award on or about July 31, 2026. This anticipated award date provides an estimated transition period prior to the start of the

Base Period; however, Offerors should not rely upon this date as a contractual commitment.

The Contractor shall achieve Full Operational Capability (FOC) no later than the first day of the Base Period of Performance. Offerors shall describe their proposed implementation and transition approach, including key milestones and activities necessary to ensure the platform is fully operational by the commencement of performance.
