Questions:

1. Please provide clarification regarding definition of the services to be provided under the referenced solicitation, i.e. above "janitorial and O&M or O&M Only.

A. This solicitation is for Operation & Maintenance (O & M) Services Only.

2. Please provide if any a new Proposal Due Date, since the current 1449 has a date due as October 6, 2017, which is only approximately 20 days from the site visit date of 9/15/2017.

A. The solicitation Proposal Due Date has been extended from October 06, 2017 at 2:00 pm. to October 13, 2017 at 3:00 pm.

3. The solicitation have both a Wage determination (SCA) and a CBA (Collective Bargain Agreement), which is in most solicitation refers to Janitorial and O & M services, please provide clarification for pricing purposes.

A. This solicitation has a Collective Bargaining Agreement (CBA) and therefore the CBA should be used for pricing.

4. There are three (3) separate buildings, can you provide additional clarification as to which buildings are covered under the referenced solicitation or is the only building under the referenced solicitation requiring services 717 Madison Place and excludes Dolly Madison, Taylor House, etc. Also, if all three are covered under the referenced solicitation, then which do the building equipment inventory apply and would each building require its owned building inventory and staffing.

A. Below are the 4 buildings that are part of this O&M contract specification:

5. If all three(3) buildings are under this solicitation, do the square footage of approximately 106,000 includes all three (3).

A. Below is the gross square footage of the 4 buildings that are a requirement of this specification:

6. Re-Training Section V.48.15.1.1, Pages 105-106, can training certifications received from or issued by Local 99, Union of Operating Engineers, be submitted in lieu of the training specified in this section.

A. No – See –Section - V.48.15.1.1

7. Under Past performance (PPQ), the government is requesting that the Offer shall provide two (2) PPQ's for each of the contracts submitted as PPQ. Does this mean that a total of six (6) PPQ's if the offer submits three (3) separate contracts for meeting this requirement, or if the same Client signing the PPQ;s were the same individual for all three (3) contracts submitted as references.

A. Refer to page 245 – Factor 2 – Past Performance

8. Section III.24.2 General, page 138, paragraph 2, states that contractor shall conduct "Call Back Tours" , do this requirement imply that there is no on site coverage after the twelve (12) hour normal operations has expired. Please provide clarification.

A. That is correct, the contractor will be responsible for after hour calls. For example, doors, leaks, power/HVAC outages and other types of calls. Your estimated callback time must be part of the proposal.

9. III Section 24.6 Monitoring of Central Plant Equipment, every two (2) further implies that the building must have 7/24 staffing. Provide clarification.

A. The building is not required to have 24/7 operator. But you must have an engineer on sight when a chiller is in service.

10. Can Service Calls be handled from a remote location during the normal building operation of twelve (12) hours per day or is there any special requirement for a production clerk to be assigned on site during this period to handle such service calls.

A. The production clerk must be in place until 4:00 PM and work a standard 8.5 HR shift including ½ Lunch. Engineering can take early and late calls but the clerk must keep the service call program updated with all calls.

11. Is there a staffing profile required by the government such as on-site project Manager, Chief Engineer, etc., and if so can they be identified as Key personnel. Please be more specific for pricing needs.

A. See Section III.1.8.1 page 27

12. What is the square footage for each of the 4 buildings? How many floors does each building have?

A. Refer four (4) Building Information Sheets - EXHIBIT 5 – Building Information Sheet – See Amendment 0006.

13. Is there an equipment inventory for each building and any associated preventative maintenance frequencies.-

A. Yes, but a new contractor verified inventory will need to be completed.

The contractor will be required to use the new GSA 5850 or public building maintenance standards provide with the specification.

The maximo inventory and PM schedule should not be confused. They look the similar but service a different function. The PM schedule is a requirement of the new contract PM program deliverable.

14. The make and model of the building automation systems.

A. Johnson Controls

15. Who has been servicing the buildings previously?

A. Servicing what? Question needs clarification.

16. What is the current CMMS in place and is that the mandatory CMMS going forward?

A. MAXIMO - It is a GSA requirement. – It is used for service calls and PM. The contractor will be responsible for the new maximo GSA approved PM inventory. GSA will work with you through the process.

17. What are the exact requirements for servicing vertical transportation equipment?

The scope of work provides conflicting information.

A. The O&M contractor will not responsible for vertical transportation.The contractor will be responsible for HVAC, ATS, power, sprinkler and other components associated with machine rooms.

18. Upon award will the government provide as built/Mechanical drawings?

A. The government will provide what is available for the buildings. As-builts are available but may not be complete.

19. The collective bargaining agreement (CBA) indicates 12 FTEs, is this accurate? Are there currently 12 folks in place? Are we held to the number of staff listed in the CBA?

For pricing purposes.

A. See Section III.1.8.1 page 27

COA has the following Questions:

19. Section III.1.2 j. states that Elevator and Vertical transportation systems, including locks and keycard systems are included in the scope of work. Section III.1.4 a states that Elevator / Vertical Transportation Systems are Excluded from the scope of work (except locks, keycard systems, HVAC, power to room, which are included in the scope).

Please define precisely which services for Elevators and Vertical transportation systems are included in the scope. It is clear that locks, keycard systems, HVAC, and power to room are included in the scope.

A. Lighting is machine rooms will be the O&M shop responsibility also. Vertical Transportation Systems are excluded from the scope of work to include shaft lighting.

20. The provided Building Information Sheet did not specify which building the data related to – please confirm that the provided Building Information Sheet is a summary for all locations within the scope of services or provide similar details about each location.

A. The Building Information Sheets for all four (4) Building has been included in Exhibit

5. See Amendment 0006 for four (4) Building Information Sheet.

21. Please provide an Asset Inventory for each Location.

A. See Amendments 0003 & 0004

22. For each Location, how many floors are served by elevators (including Basement/Sub-Basement)? Please detail how many are Traction Elevators versus Hydraulic Elevators. –

A. See Building Information Sheets – four (4) Buildings– Exhibits -5 – Building Information Sheets – Amendment 0006.

23. For each Location, how many of the Elevators are Passenger versus Freight?

A. The main freight travels from the loading dock to the basement. One (1) car in the four (4) bank is also used for freight to the 9th floor.

24. If there are other forms of Vertical Transportation other than Elevators, please provide details by Location.

A. No escalators

25. What is the current Contract Value?

A. I am unable to provide this information.

26. What is the current Contract Term as it relates to the current Contract Value?

A. The Contract is a One (1) year Base contract with four(4) one (1) year option periods.

27. If available, please provide the incumbent Contract Number. If you are unable to provide a Contract Number, is it safe to assume this is a new requirement for the Government?

A. Yes, a contractor performed similar work to this for the government in the past. The short term incumbent’s bridge contract number is GS-11-P-17-ZG-D-0011. The long term (former) incumbent’s contract number is GS-11P-13-YT-D-0179.

28. Page 2 III.1.4 (a) lists elevator systems as excluded from the contract with exception of the listed items. P.60 III.47.1 lists additional items outside of these exclusions. Is the scope of work fully representative of the services to be covered in this solicitation?

A. Vertical transportation systems are not part of the current O&M contract requirement.

29. What is the total amount of asbestos conditions reported during the life of the current contract?

A. Could you be more specific with this question? The building has ACM in various locations throughout the buildings. The main building has spray on fire retardant above the spline ceilings, pipe insulation and other locations.

30. Please confirm the contract may submit the proposal through the FBO.Gov site. It says online this opportunity allows for electronic responses. Click here to log in and submit a response.

A. As stated In the instructions: pg. 242 - 4. INSTRUCTIONS FOR SUBMISSION OF PROPOSAL - Submission and Content of Proposal.

31. In the instructions, it says Submission and Content of Proposal. Proposals shall be submitted electronically via email to: CS and CO: Tanya.Turner@gsa.gov and Olivia.Flowers@gsa.gov. Do we submit by email or by FBO.GOV submission?

As stated In the instructions: pg. 242 - 4. INSTRUCTIONS FOR SUBMISSION OF PROPOSAL - Submission and Content of Proposal. Proposals shall be submitted electronically via email to: CS and CO: Tanya.Turner@gsa.gov and Olivia.Flowers@gsa.gov

32. If the offeror is a Joint Venture will you accept one GSA 527 from both companies or will it need to be one GSA 527 with both companies include?

A. If the offeror is a Joint Venture the form GSA 527 must be submitted for the Joint Venture. Which means the Joint Venture will act as one company and therefore the GSA 527 must be from the one company or Joint Venture.

33. Will GSA consider amending the RFP to Best Value Award? This provides GSA with the company that can provide the best service possible.

BASIS FOR AWARD

No, The determination of who will be awarded this contract will be made through Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2, as supplemented. The Government will evaluate the three (3) lowest price proposals first for technical acceptability.

34. The RFP only includes one buildings specs in the Building Information Sheet. Can you please provide the building information for all buildings? Information like the Square Footage, stories, See Amendment 0006 - EXHIBIT- 5 - BUILDING INFORMATION SHEET - four (4) Building Sheets for the four (4) building for the following four buildings : NATIONAL

35. The RFP is 700+ pages long. It looks like a lot of information is duplicated. Can you all confirm the RFP is correct in being 700+ pages? Or could you please take out the information that is duplicated?

The RFP was duplicated in error when converting the format from word (docx) to adobe (pdf) format. A single copy of the RFP has been added to FBO in Amendment- 0006.

36. The RFP states a 30 day Phase In. The Contractor shall provide within 30 days of transition startup services prior to the Contract start date to assist transitioning between Contractors. Will this occur?

The transition period is a contingency and will depend on the staffing. If current staff is transition the period will be less time than initially stated in the RFP.

37. One Page 220 on the RFP but 663 and 311 in the entire document there is a table that is not formatted correctly and we are unable to see the information. Can you please fix this?

A. Page 220 has been corrected to show the diagram and the words on that page.

38. With a lot more information coming out on the amendments 1,2 and 3, will you all be extending the due date?

A. Amendment 0005 – Extended the submission date and time to October 13, 2017 at 3:00 pm.

39. With the questions being submitted 9/22/17 and the RFP due date on 10/6/17 will there be an extension once the questions are answered?

A. Amendment 0005 – Extended the submission date and time to October 13, 2017 at 3:00 pm.

40. With the questions being submitted 9/22/17 and the RFP due date on 10/6/17 will there be an extension once the questions are answered?

A. The RFP due date has been extended from October 06, 2017 – 2:00 PM to October 13, 2017 – 3:00 PM. – Amendment 0005

41. What hours does GSA expect there to be contract staff on site?

A. The operating hours are 6 AM to 6 PM. The startup engineer may need to arrive earlier depending on weather.

42. In the SOW there is reference to the 2012 GSA PM Guides to be utilized on this project. Are there any other allowed PM Guides? With the 2012 Guides are we to perform all of the frequencies outlined for each piece of equipment on the inventory?

1) The GSA PM guide and PM frequencies directly relate to the GSA maximo inventory and PM program.

2) The maximo PM and service call program are provided by GSA.

43. Is there a cross reference available for the Old GSA Guided numbers and the new guide numbers?

A. No, there is not a cross reference for the Guide.

44. The SOW references the replacement of guide numbers on the equipment with the new numbers. Does this mean that all of the building equipment has to have the new guide numbers? If so is there a cutoff date for having them updated?

A. Yes, the contractor will be responsible for supply and install GSA approved labels.

The labeling will need to be completed after the inventory is created and verified as accurate. The inventory is a contract deliverable and time lines are included in the

SOW.

The contractor will not need to label equipment that has PM performed by GSA fire alarm shop and GSA high voltage shop.

45. pg. 11 For option year pricing, should an anticipated inflationary escalator be utilized in determining pricing?

A. Yes, this should be taken into consideration when pricing.

46. pg. 19 - 6.b. Will "additional services" be priced and executed outside of base contract?

A. II.1.8 shows the break down. This section is used to order work not part of the base contract. It is paid by task order.

47.. pg 21 - III.1.2.p What agency equipment will be reimbursable?

A. The courts may request that GSA/contractor take over IT HVAC maintenance/service call of some type on a reimbursable basis. They would request a proposal if they required the service.

48. pg. 27- III.2.49 How many and what type of personnel are to be dedicated full time to the performance of this contract?

A. Project manager/chief engineer, Three (3) Each 3rd class shift operators who also take care of service calls.

49. pg. 28 - III.2.53 What type of work constitutes a "non-reimbursable repair"?

A. Repairs that the O&M contractor pays for.

50. pg. 28 - III.2.60 In reference to the "policing outside areas" portion of the solicitation, is the intent to regularly power wash the exterior hardscape areas to remove items such as gum?

A. Below is not a requirement of this contract

III.2.60 Police Outside Areas All areas including lawn, grounds, planted areas, sidewalks, hard surfaces, parking areas, garages, docks, platforms, driveways, ramps, lanes, etc. shall be cleared of gum, litter, debris, paper, trash, and other discarded materials.

51. pg. 25(2) - III.4.1 In an effort to provide the most accurate pricing possible, can a copy of the most recent deficiency list be provided?

A. All Equipment List have been provided in Amendments 0003 & 0004

52. pg. 25(2) - III.4.1 Can the Government provide a list or inventory of all current items included under the scope of this contract?

A. All Equipment List have been provided in Amendment s 0003 & 0004

53. pg. 26(2) - III.5.2.d How long does the CMMS training take to complete?

A. One (1) or Two (2) days

54. pg. 26(2) - III.5.2.h Can a sample of the annual energy and water efficiency report be provided?

A. No, not at this time.

55. pg 27(2) - III.8.1.a.2 Is the onsite supervisor the only full time employee required to be onsite every working day of the contract?

A. Supervisor, admin, shift operators and service call personnel are required to be onsite every working day.

56. pg. 28(2) - III.8.2.a Will the contractor be required to provide their own internet service and associated hardware as part of this effort?

A. GSA will provide One (1) computer and IT access for access of GSA maximo program.

57. pg. 30(2) - III.9.1 Can a copy of the existing Building Operation Plan (BOP) to be updated by awarded contractor be provided to prospective bidders?

A. No, not at this time.

58. Section II, Bid Sheet II-1.8 Should hourly rates include anticipated material costs, or only labor cost?

A. The rate should only include labor cost.

59. pg. 41 - III.3.40.0 Is a preventative maintenance or jetting program currently in place and/or required as past of this solicitation?

A. A preventive maintenance program is required as part of this solicitation. It is a deliverable requirement. The program in place will need to be updated and a new inventory created by the winning bidder.

60. pg. 44 - III.36.5 Are coupon racks already installed on all existing chiller equipment?

A. No, coupon racks are not installed on the existing chiller equipment.

61. pg. 47 - III.39.9 How many flagpoles are included in the scope for all buildings? What size flags are currently being utilized by the building maintenance staff?

A. Providing and disposal of the One (1) large flag a year will be required. Security run’s flag up and down ordinarily.

62. pg. 49 - III.1.40.9 Is any graffiti currently known to exist on the property?

When was the last reported instance of graffiti/vandalism? What is the past frequency of graffiti incidences?

A. None exists. We have no record of any being here.

63. pg. 60 - III.47.1 Please confirm that all of Section III.47 - Vertical Transportation, will be removed from the scope of this contract in its entirety?

A. Vertical transportation is under contract by another company. It will not be part of the O&M specification. HVAC, Elevator machine rooms, lamping and everything else is.

64. pg. 100 - V.49.1.4.a What constitutes the "Suitability Determination"? What would prohibit potential "Regular Employees" from being suitable?

A. If you do not have a badge you may need to be treated as a visitor to the building.

You will need to sign in and get a temp badge each day until cleaned.

65. pg. 106 - V.48.15.2.1 Is the project manager required to be onsite at all times during normal business hours for the length of this contract?

A. Yes, the Project Manager is required to be onsite at all times doing normal business hours.

65. pg. 107 - V.48.15.3.1-12 What types of fire suppression and smoke suppression systems are currently in place at the NCC?

A. The contractor will only be responsible for sprinkler system PM.

67. pg. 111 - V.48.17 Will the Government or Contractor be required to furnish computers and associated hardware/software?

A. Yes, the government will furnish One (1) computer to run Maximo and PM.

68. pg. 42 - III.35.4 How frequently will the O&M contractor be responsible for periodic backups?

A. As required by the BAS manufacturer.

69. pg. 42 - III.35.4.1.1 Will the O&M contractor be responsible for repairing damages, failures, or upgrades to the existing data system, BAS/AMS, or associated wiring/conduit?

A. Yes, but the deducible will apply.

70. pg. 43 - III.35.5 What types of service calls related to "Smart Building Technology" can the contractor expect to receive and address?

A. The BAS will be standard and the O&M must inspect operation.

Other smart building systems that monitor our operations are not connected yet.

71. pg. 43 - III.36.1 What type of water testing is performed by GSA monthly?

A. HVAC Water testing to confirm O&M water treatment is being performed properly.

72. pg. 46 - III.1.39.4 Does the parking lot or associated paved areas require restriping or asphalt patching at this time?

A. None

73. pg. 46 - III.1.39.4 Will all machinery room floors be repainted in the first year of this contract?

A. Yes, the rooms will be repainted.

Will this painting occur yearly or on an as-needed basis?

A. On an as needed basis.

74. pg. 46 - III.139.7 Can a copy of the HBPP or HSR be provided to the contractor prior to submission of offers?

A. A copy is on file in the office.

75. pg. 50 - III.1.41.4 Do any existing boilers or generators fail to meet local AQMD requirements currently?

A. There ae not boilers. AQMD has not indicated we are out of compliance.

76. pg. 50 - III1.41.8 Can a copy of the survey documentation be provided to offerors for review, prior to bid submission deadline?

A. No, the survey document cannot be provided.

77. pg. 51 - III.1.41.12 What powered platforms are covered under the scope of this contract?

A. Wheel chair lift

78. pg. 53 - III.1.41.17.1 What boilers are currently un use at the subject facilities?

A. No boilers

79. pg. 56 - III.1.42.18 Is there a proprietary or preferred vendor authorized to work on the backup generators on this property?

A. The current O&M has a vendor they use for PM reasons.

80. pg. 58 - Non Compliance Event Chart What are the required personnel to be onsite daily to meet the needs of this contract?

A. Project manager/supervisor
