Questions & Answers

RFQ 47PL0224Q0009: NARA VIDEO SURVEILLANCE & GATES SOFTWARE UPGRADE

1. Is it ok for only one station where the PTZ cameras were accessible to move for the consistency of the system. Is this acceptable? Yes, this is acceptable.

2. Our varifocal bullets are 4.7mm to 13.5mm is this acceptable? Yes, this is acceptable.

3. Outdoor cameras out now constructed to not necessarily need the outdoor covering with the heating element or blower. Is this acceptable. Yes, this is acceptable if this is industry-standard.

4. To ensure the 45 days of storage consistently we feel that a cloud-based storage plan would be best. Is the suitable? No, this is not acceptable. A cloud-based system will create IT compliance and bandwidth issues for NARA. The storage must be an on-site network video storage server (Networked Video Recorder

(NVR)).

5. It is not possible to hold a full view and use the PTZ camera in motion at the same time without doubling up the cameras to have one that is stationary and one that can move. Which option would you prefer? Hold a full view preferred.

6. With activation of a motion event out cameras will pick up 2 seconds before and 2 seconds after for an event but allow for you to view what happened even before or after that time in a lower resolution view. Is this acceptable? Yes, this is

7. Cameras record at one frame per second when they are not actively recording but go to 30 frames a second when active. Is this acceptable? Yes, this is

8. Will there be any issue with your IT to open a port for the cameras since this will be a cloud-based solution? Not allowed per #4 response.

9. Do you know your current upload speed for your internet? Not applicable per #4 response.

10. Do you know if the access cards that you are currently using are 26 bit encrypted? Yes, these are 26-bit.

11. How many employees are currently on the system with cards? Varies - 15 to 20 users.

12. Do you have a file of the employees and their card numbers as well as the facility code for the access control? Yes, but this will only be provided to awarded vendor.

13. We believe we could take over this system using the existing readers and photo beams, just replacing the head in. Do you have a need to replace anything else (readers, etc)? Entire software system must be upgraded to be WIN10 compatible. Any existing cabling, readers, etc., must be compatible with new system - I can't speak to whether any of these or other existing items (cabling, readers, etc) would need to be replaced. Current gate functionality needs to continue with upgraded system.

14. Could you possible send a picture of the current cards that you are using? No to a picture of current card. These are HID proximity cards identified as Part Number 1326LMSMV.

15. Is this a prevailing wage job and if so is it government or federal? Wage determination 2015-5523, revision 21, dated 12/26/2023. Attachment has been added to SAM.
