67. The response to RFI 15 in Amendment 3 indicates the air handling units described in the mechanical design narra ve are DOAS units. A DOAS unit is defined as a 100% outside air unit. The air handlers in the design narra ve serve a raised floor HVAC system with supply and return air. Therefore, these units would be considered air handlers, not DOAS units. Please confirm the air handlers installed on the roof will be acceptable.
DB contractor shall determine the best loca on for the air handers to meet the needs of the building. Considera on shall also be made for maintenance ac vi es and other systems poten al on the roof.
68. Based upon a preliminary energy model, the Op on 13 electrical systems are very large.
The proposed PV system is approximately 5.5MW and the proposed BESS is approximately 3.8MW. Please note that there is insufficient space (roo op area, parking area, etc.) at the Calexico LPOE site for the installa on of these large systems.
Amendment 03 RFI#49 indicates that for purposes of the bid we are to keep all PV located within the current port property. Please provide addi onal informa on on how we are to accurately price a PV system within the port if it does not fit within the space.
For instance should we account for massive canopy structures that span over POV inbound traffic lanes? Can the area south of the river be u lized for a solar field?
Only u lize space on roof tops and on top of any canopies throughout the port. CBP officers are required to have line of sight of en re border.
69. Regarding Op on 13, please clarify BESS warranty dura on requirement and any maintenance that we should include beyond substan al comple on.
Minimum of 5 years.
70. It appears the exis ng electrical spare duct‐bank installed during Phase 2A won't support the required (6) 4" infrastructure from the west parking lot to the headhouse electrical room, approx. 1,800 LF. Please confirm new duct bank and associated site work with
50% spare capacity will be required per P100 & LPOE design standards.
All necessary work needed to connect the west parking lot to the headhouse electrical room should be included in the bid. It shall conform with the P100 and LPOE design standards.
71. Amendment 03 RFI # 2 response indicates that informa on was provided regarding the power consump on for the en re port. We are unable to locate where any informa on was provided to allow us to accurately price Op on 13. Please advise on where this informa on exists within the RFP or amendments.

72. Amendment 03 RFI #21 indicates that we should include a telecom pathway from the new pedestrian building to the exis ng headhouse. We are confirming that this will require either a jack and bore pathway beneath the UPRR or possibly a u lity bridge over the top.
Intent is to run the pathway through the Allowance 14 tunnel. If Allowance 14 is not used, a standalone room will be required in the Pedestrian building
73. Amendment 03 RFI #24 indicates that the design builder is to provide maintenance and assumed janitorial services for the trailer complex during CBP occupa on. This seems unusual scope for us to provide. Please advise if GSA/CBP thinks 8 hours a day and 7 days a week for the dura on of the trailer facility is suffice.
Design Builder is to only maintain the temporary facili es and secure pathway during the dura on of the project. DB contractor shall respond to facility service calls to ensure building can con nue to operate 24/7. Janitorial services will be provided by the port.
74. Amendment 03 RFI #31 indicates that a maximum of 39,000 gross square feet for the
Pedestrian Building should be assumed. Please note that Level 1 of the Bridging
Documents is roughly 33,000 gross square feet. Please advise if we should assume the gross square footage of the bridging documents is correct or if we should account for the
39,000 GSF as indicated in the RFI response.
Bridging documents are only concept. A maximum of 39,000 GSF should be assumed.
75. The Temporary Processing Building concept drawings provided indicates that we should double the pedestrian lanes shown within the floorplans provided. Doubling the inspec on lanes will significantly increase the GSF of the temporary facility. Please advise if we should account for doubling the inspec on lanes.
CBP's desire is to include as many pedestrian inspec on booths/lanes as possible.
Design‐Builder and the design team should develop building layout to maximize the number of pedestrian throughput while keeping within the constrained area.
76. The Temporary Pedestrian Building is listed as an 8,000 sf foot facility however the building floor plan provided scales to around 8,700 sf. Please advise which one is correct.
The size in the documents are approximate. Appropriate sizing and layout of the building will be le to the DB contractor.
