The proposal due date has been extended by one week. New proposal due date is March 28, 2024 per Amendment 003.

42. Specifica ons Volume 2 – Appendix II ‐ Confirm the temporary processing building does not have any ballis c resistance or blast protec on requirements for the building enclosure (doors, glazing, roof, wall panels, etc.)

Ballis c and Blast are only required on the northern (1st St side) and southern (border wall side) faces of the facility.

43. 100% Bridging Drawings – Sheet A13‐01 ‐ Wall finish schedule indicates G‐6 Bullet Resistant

Glass and G‐7 Translucent Bullet Resistant glass, but these designa ons are not noted on the plan. Please provide the loca ons of these interior features.

Use at the following Rooms: ‐Benefits Cashier ‐Supervisor adjacent to Primary Inspec on ‐

Entries to Violator Corridors (4 total) ‐Hard Secondary Wai ng ‐ Secondary Wai ng ‐ Other misc.

loca ons as noted on plans have bullet resistant glazing, For example, Primary Inspec on

Booths. Refer to CBP Standards for all loca ons requiring bullet resistant construc on.

44. Specifica ons Volume 2 of 2 ‐ Op on 10 – Skybridge ‐ Sheet A‐307‐1 shows ballis c resistant glass for the en rety of the skybridge. The sheet also shows insulated glass for this open air structure. The LPOE design standard does not require ballis c resistant glass for transient spaces.

Please confirm the glazing design intent for this structure.

Use laminated non‐ballis c glazing as indicated. IGU not required.

45. Bullet and Blast Resistant Sliding Doors are specified (Bridging Drawings A20‐01 item #7 and

Specifica ons Volume 1 p 92 Figure 29). We are not aware of a bullet resistant sliding door product on the market. Blast resistant sliding doors are a specialty product that o en conflicts with egress/life safety requirements. Please providing a basis of design product that the bridging team has assumed for these elements..

Use Blast Resistant Sliding Doors. Bullet Resistant not required. Provide one of the following or equivalent: Horton ProSlide Blast Series or Stanley Dura‐Shield Blast Doors

46. Bridging drawing A20‐01 item #4 (glazed), #5 (ballis c) and #6 (ballis c) are all noted at the clerestory windows. The CBP LPOE Design Guide does not require ballis c protec on at an eleva on above 8 and only glazing that meets blast protec on is required by that standard.

Clarify the security requirements for the clerestory windows.

Ballis c Glazing is not required at clerestory windows above 8 feet.

47. Bridging drawing A30‐01 ‐ Security requirements for glazing at tunnel between grids B2 and B3 is not clear. Indicate performance requirements for this glazing. Blast? Ballis c? Forced Entry?

This glazing to be curtainwall or storefront system with laminated low iron glass. No ballis c, blast or forced entry requirements.

48. Per the bridging documents, the temporary pedestrian processing building is supplied with both normal power and emergency power. These systems provide approximately 60% and 40% of the building loads respec vely. Due to the small size of the temporary building (approximately

8,000SF), and its temporary nature, please confirm that it is acceptable to simply provide an emergency power system suitable to power the en re building. This solu on will negate the need to segregate normal loads vs. emergency loads within the building (since all loads will be generator‐supported). This solu on will also allow the electrical equipment to be easily salvaged

(a er the temporary building is demolished) and re‐purposed elsewhere in the exis ng Port site.

That is acceptable.

49. As part of the evalua on for Bid Op on 13 (Calexico LPOE Campus PV), the team has created a preliminary energy model. Note that this is a conserva ve model using very recent compara ve data from the San Luis LPOE project under construc on. The preliminary model indicates a Net‐

Zero Energy requirement of 6,900MWh for the en re Calexico LPOE. This equates to a

4,300kWDC photovoltaic array. Please note that a PV array of this size is physically very large.

Even using high‐performance PV modules (with class‐leading efficiency), the array will cover approximately or 5 acres. Since the current site does not have this available space we would like an opportunity to discuss strategies with GSA/CBP for the loca on of this large PV array, such as placing it on adjacent farmland leased or purchased by CPB for this purpose.

For the purposes of the bid, keep all PV located within current port property. Government is aware that there is not sufficient space to accomplish full energy "net zero." Op ons can be discussed during the design phase.
