II.D. Technical Proposal
1) The Technical Portion of the Proposal shall include the information requested below for the non-price factors described in Section VI. For purposes of the technical evaluation, the Government will only evaluate projects that meet the “Similar Projects” definition.
2) Project Definitions A. “Similar Project” for purposes of this solicitation means a renovation or alteration construction project in an urban setting which meets all of the following requirements:
- Over 4000 square feet of total work
- A contract price of at least $2,500,000.00

B. A “Similar Interiors Project” for purposes of this solicitation means a renovation or alteration construction project which includes over 2000 square feet of American
Woodwork Institute Premium grade certified interior finish space. This project may have been completed by the offeror or the sub-contractor retained by the offeror for this project. If submitting for a sub-contractor, the General Contractor need not have been involved in the similar interiors project.
3) Non-Price Factors
A. FACTOR 1: General Contractor’s Experience
This factor considers the extent of the General Contractor’s past experience in providing similar construction services, and will be evaluated based upon the written response to the RFP by the Offeror and the past experience demonstrated by the presented projects.
The General Contractor must demonstrate successful experience as a firm responsible for the construction of two (2) projects substantially completed within the past seven (7) years that meet the “Similar Projects” definition. Additionally the General Contractor must submit one (1) project substantially completed within the past seven (7) years that meets the “Similar Interiors Projects” definition completed either by the General Contractor or their sub-contractor retained for this portion of the work if not self-performed.
The General Contractor may also present not more than 3 additional “Similar
Projects” substantially completed within the last seven (7) years.
For each project presented in relation to this factor, the General Contractor must explain how the characteristics of the project relate to the characteristics of this project. The similarity to this project is more important than the quantity of projects presented. For each project presented the General Contractor shall submit the following data/information:
i. Project Title
ii. Owner and/or Occupants(s)/Tenant(s)
iii. Location
iv. Description including GSF and/or OSF
v. Special Features (Premium interior finishes and complex security, A/V,camera and/ or communication systems
vi. Contract Award Date
vii. Contract Type and Contractor's Responsibilities (Scope of Work)
viii. Date of Substantial Completion
ix. Date of Final Completion
x. Contract Cost at Award

xv. Classification (reason) of Changes Orders (Latent Conditions, Owner
Instituted, Design Errors & Omissions, etc., )
xvi. For “Similar Interiors Projects” include AWI registration numbers if applicable
Additional Credit may be given if the submitted projects demonstrate that more than 75% of the work occurred between the hours of 6pm and 6am.
B. FACTOR 2: Past Performance
This factor considers the past performance of the General Contractor (and their subcontractor for the premium grade certified interior wood work if not self-performed). For each similar project submitted under factor 1, the General
Contractor shall submit completed Past Performance Questionnaires (PPQ).
The Offeror must facilitate the submission of a Past Performance Questionnaire
(PPQ) (included in the solicitation as Attachment E to the RFP), completed by the applicable client, for each project included in its proposal for Factor 1, Experience. Completed PPQs shall be completed by the owner/ client and sent directly to the contracting officer and not by the offeror. Ensure correct phone numbers and email addresses are provided for the client point of contact. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the Offeror is unable to obtain a completed PPQ from a client for a project before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the project. If the client requests, the client may submit a questionnaire directly to the Government's point of contact, via email at dan.makowski@gsa.gov prior to proposal closing date. Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.
General Contractors may also include performance recognition documents received within the last five (5) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the
Past Performance Information Retrieval System (PPIRS), including Contractor
Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity
Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), previously submitted PPQ information, and any other known sources not provided by the Offeror. While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. GSA will not maintain a database of PPQs submitted by Offerors.
C. FACTOR 3: Schedule
This factor considers the Offeror’s proposed project schedule and the overall proposed period of performance. The Government will evaluate the duration of the proposed schedule and whether the schedule is realistic (e.g. long lead items are accounted for, construction workflow, etc.) and reflects an understanding of the scope of work. A proposed schedule that is shorter in duration than the period of performance specified in the RFP and is also realistic and reflects an understanding of the scope of work will be rated more highly than a schedule that solely meets the period of performance in the RFP.
The Offeror will submit two items for this factor:
Proposed Schedule
Proposed Overall Period of Performance.
(1) Proposed Schedule
The Offeror must submit a proposed schedule that shows the major activities required to complete the work, including, as applicable, major submittal review activities, major procurement activities (to include long lead items), and major field activities such as mobilization, construction, testing, commissioning, punch list, etc. The schedule shall show all work after issuance of the Notice to Proceed up to substantial completion and then through contract completion. The schedule shall be a graphical representation (e.g. Gantt chart) and shall employ the Critical
Path Method (“CPM”).
For the proposed schedule, the offeror should use the non-binding Notice to
Proceed (NTP) date of August 1, 2020. Note that this date is for evaluation purposes only. The use of this date is not a guarantee by the Government that an
NTP will be issued by this date.
(2) Proposed Overall Period of Performance
The offeror shall include a proposed overall period of performance by filling in and including the following paragraph in its submission under this factor:
Substantial Completion: The Contractor shall achieve Substantial Completion of the Work, as that term is defined in the RFP, no later than _________ (FILL-IN) calendar days from issuance of Notice to Proceed (NTP).
Contract Completion: The Contractor shall achieve Contract Completion, as the term is defined in the RFP, within _________ (FILL-IN) calendar days of
Substantial Completion in lieu of the time frame indicated in the RFP.
(3) Incorporation of the Proposed Overall Period of Performance and Project
Schedule into Resultant Contractr
The proposed overall period of performance will be incorporated into the resultant contract and will be binding as a term of the contract.. As noted above, the non-binding NTP date of August 1, 2020 is for evaluation purposes only. Regardless of the date that the Government issues the NTP, the proposed overall period of performance will be binding. The proposed project schedule will also be incorporated into the contract award so that it may be used as the basis for the preparation of the initial project schedule to be submitted after award. The project schedule may be revised after award to adjust various internal activities in the schedule, however the proposed overall period of performance incorporated into the contract will remain binding.
The minimum standard is met when an Offeror’s proposed schedule meets the period of performance specified in the RFP, is realistic and reflects an understanding of the scope of work. However, as noted above, a proposed schedule that is shorter in duration than the period of performance specified in the
RFP and is also realistic and reflects an understanding of the scope of work will be rated more highly.
D. FACTOR 5: Lead Designer experience and past performance
(a)This factor considers the extent of the lead designer’s past experience and the quality of the lead designer’s past performance. The projects presented should also demonstrate the lead designer’s ability to be innovative and creative.
The offeror submits the lead designer’s portfolio of not more than five projects completed in the last (10) ten years (maximum of five pages per project). The narrative shall address the design approach with salient features for each project and discuss how the client’s program, functional, image, mission, economic, schedule, and operational objectives were satisfied by the overall design/planning solution. This section of the submission should include tangible evidence such as certificates, awards, peer recognition, etc. demonstrating design excellence, and provide a client reference contact for each project, including name, title, address, email, phone, and fax numbers. A representative floor plan, a site plan, a building section, or other appropriate drawing, and a minimum of two photographs must be included for each project.
(b) Design Team Qualifications Demonstrate that the proposed TEAM has the relevant key individual professional qualifications including professional registrations and experience necessary for this project. Show that the TEAM has the required leadership and experience to be responsive to the requirements of this contract, especially concerning the overall Design Project Manager.
(c) Design Team specialized experience and technical competence:
Demonstrate experience and competence in designing large office building renovations that are similar to THIS project, particularly in the areas of HVAC, electrical, fire safety, plumbing, hazard material abatement and space planning and programming.
Demonstrate experience, understanding and capabilities to implement a mechanical and electrical systems modernization, that builds in design flexibility, that is economically feasible, to accommodate future changes and conversions of space with a mixture of closed office space and an open office plan. Demonstrate experience and capabilities to design using the best technology in all areas of work such as documentation management, use of metric units, and energy management. Demonstrate experience and capability of working with the owner and tenants, to design within the available budgets, and the ability to guide, track and advise tenants in the use of a strict tenant improvement cost allowance.
E. FACTOR 5: Technical and Management Approach
This factor is concerned with the Offeror’s understanding of the project requirements and the management approach. In no more than 3 pages, the Offeror shall submit a written plan addressing the following:
(1) Their approach to managing and delivering this project under budgetary and time constraints. The description shall include a discussion of offeror’s approach to quality control, change management, communications, onsite safety and risk mitigation.
(2) Their long-range plans for securing and maintaining the resources necessary to complete the project. Resources discussed should include key manpower, availability of personnel having current security clearance, equipment and material. Offerors shall note if resources will come from in-house or from subcontractors for: selective demolition, framing, mechanical, electrical, and finished interiors portions of the work.
(3) What they believe are the most significant risks associated with this project.
Such risks could include matters that jeopardize performance within budget and schedule limitations, problems created by working in an occupied building with limited site access.
II.E. Other Information to Submit with Proposal

III.H. Contractor Performance Information
(1) Evaluating Contractor Performance: The General Services Administration is using the Contractor Performance Assessment Reporting System (CPARS) module as the secure, confidential, information management tool to facilitate the performance evaluation process.
CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. The website for CPARS is Contractor Performance Assessment
Completed CPARS evaluations are sent to the Past Performance Information Retrieval System (PPIRS) which may then be used by Federal acquisition community for use in making source selection decisions. PPIRS assists acquisition officials by serving as the single source for contractor past performance data.
(2) CPARS Registration: Each award requiring an evaluation must be registered in CPARS.
The contractor will receive several automated emails. Within thirty days of award, the contractor will receive an e-mail that contains user account information, as well as the applicable contract and order number(s) assigned. Contractors will be granted one user account to access all evaluations.
http://www.cpars.gov/
(3) Contractor CPARS Training: Contractors may sign up for CPARS training. A schedule of classes will be posted to the CPARS training site (CPARS Training) and updated as needed.
(4) Contractor Representative (CR) Role: All evaluations will be sent the Contractor Representative (CR) named on your award. The CR will be able to access CPARS to review and comment on the evaluation. If your CR is not already in the CPARS system, the contracting officer will request the name and email address of the person that will be responsible for the CR role on your award.
Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR has to respond to the evaluation; however, the CR may return the evaluation earlier than this date.
GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor. Based on the review, the individual at a level above the contracting officer will issue the ultimate conclusion on the performance evaluation.
Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file.
