Amendment 6, Item 1 - Questions and Answers:

Q1. Since Richard Meier is the Architect of record for the building, does this exclude them from proposing on the renovation?

No, Richard Meier & Partners Architects is not excluded from this solicitation.

Q2. For projects where BIM is provided by the Government (e.g. Master Model)

● Is a ‘master model’ available at the time of award to the design-build team

● If the ‘master model’ includes mechanical, electrical, plumbing, structural, and fire, can we assume ‘clash detection’ has addressed all major ‘clashes?’

A master model is not available. GSA can provide Navisworks files of the existing as-builts at the time of award, however the selected DB Contractor and their team will have to develop a record BIM model for the project.

Q3. According to the section, the design-build team is to produce a building information model.

● We would like to know the limits of the model; for instance, the model will only show the 12 th floor.

The model is only required for work related to the scope of the project, with reasonable representation/tie-ins to the existing structure & systems to communicate the intent of the design - GSA does not expect a full modeling of the existing building.

Q4. Is the intent to take the typical courtroom plans from another floor and modify and apply them for the 12 th as your design standard.

No, RFP Attachment H which is the 12th Floor proposed floor plan is pulled directly from Amendment 2 - Attachment K -

“Volume 2 - Design Drawings”, see Building Design Drawings - Architectural Sheet A2.1.22. The Building Design

Drawings are a conformed set 100% CD drawings for a whole building project where certain floors were not ultimately built out as shown on the plans, such as the 12th Floor. This project looks to build out the 12th Floor per the Building Design

Drawings. The DB Contractor’s A/E should refer to the Building Design Drawings to develop their 12th Floor complete drawing set.

Q5. Is it possible to get a single compiled pdf of the drawings and specifications to be used as the bridging documents?

No, the “Building Design Drawings”, rather than bridging documents, have been provided in the format GSA has available.

Q6. The RFP requires that the design team demonstrate experience in the use of metric units. Can you please confirm if this project will utilize metric units as the primary unit of measurement?

A soft metric unit with imperial measurement system notations, similar to as shown on the as-builts, should be used. Per the

GSA policy 8000.1D ADM GSA Metric Program (4)(d.), “Soft metric” is “The result of mathematical conversion of English system measurements to metric equivalents in specifications, standards, supplies, and services. The physical dimensions are not changed.” The use of soft metric unit with imperial measurement system notations is a requirement for the design drawings, but will not be an evaluation factor requirement.

Q7. Will there be part numbers of the lights, controls and BAS that will need to be matched for the following statement.

2.7.1.6 Building Automated System

Starting from the Design Phase, Design Build Contractor shall coordinate with the GSA Project Team, Building

Management Office, and Building Engineers to tie new lighting, security, mechanical, HVAC, fire and safety systems to existing Building Automated System (BAS). The building BAS should be expanded as needed to accommodate the new equipment, which is the responsibility of the DB contractor.

The building runs on Tridium Niagara N4 and has Vykon JACE-8000s with IO-R modules at each AHU and central plant. At the field device level, it has Siemens application specific VAV and FCU controllers (LON-TEC's/Lonworks).

Q8. Is there any existing raised flooring?

The 12th floor does not contain raised access flooring.

Q9. Is there a set of as-builts for one of the existing Court rooms, so that the contractor can match all existing lighting, electrical, floor boxes etc.

As-builts for all existing Courtrooms can be found in Amendment 2 - Attachment K - “Volume 2 - Design Drawings” -

Building As-builts

Q10. What are the low voltage, communications and security requirements for the expansion? Camera part numbers to match, card reader part numbers to match, duress, AV etc.

The contractor is responsible for providing infrastructure, as needed, and cabling to support low-voltage, communications, and security requirements as noted in the following:

● RFP - Attachment G - Statement of Work

● Amendment 2 - Attachment K - “Volume 2 - Design Drawings” - Security Drawings folder

● Amendment 2 - Attachment K - “Volume 2 - Design Drawings” - Building Design Drawings - Building Design

Drawings Vol 1

● Security requirements are per U.S. Marshals Publication 64.

It is the contractor’s responsibility to review Building As-builts vs Building Design Drawings, to determine what infrastructure is needed.

Q11. The lighting schedules are missing from the as-builts. Will this be provided for bidding?

Lighting Schedules can be found in Amendment 2 - Attachment K - “Volume 2 - Design Drawings” - Building As-builts -

NCA00041_As-builts Elec

Q13. Is there an as-built power plan?

As-built power plans can be found in Amendment 2 - Attachment K - “Volume 2 - Design Drawings” - Building As-builts -

NCA00041_As-builts Elec

Q14. Can FAS schedule pricing be used for lighting?

No, FAS schedule pricing is not allowed for this project in accordance with the Federal Acquisition Regulations.

Q15. Respectively request a time extension, there is quite a bit of information etc to gather in the short time span.

Due date for RFP questions was extended.

Q16. Is the government looking to certify the project under one of the LEED categories (silver, gold, platinum)? If so, please specify which one as the design scope of work can significantly vary depending on the sustainability goals.

No, this will not be a LEED certified project.

Q17. If LEED certification is not required for this project, Would the LEED AP requirement still be relevant for this project’s lead designer’s qualifications?

No, the Architect of Record will not require LEED AP.

Q18. Per the recent job walk, the extent of the designer’s scope of work is limited to replicating the design provided by the government and verifying compliance with the current code or adjusting as needed. Considering this, are all the requirements listed within section “D. Factor 5: Lead Designer experience and past performance” still relevant to the project? If not, would a State of California Licensed Architect suffice?

The Lead Designer experience and past performance noted on Evaluation Factor 5 are relevant to this project and will be required.

Q19. Due to the substantial amount of information provided on Attachment K and the limited time to review it, we would like to request another opportunity to submit questions prior to the response deadline.

Due date for RFP questions has passed and will not be extended further.

Q20. Are the plans contained within Attachment K to be considered the design intent drawings or bridging documents?

The 12th Floor plans and Courtroom requirements in folders titled “BUILDING DESIGN DRAWINGS”, “BUILDING

DESIGN STANDARDS”, and “SECURITY DRAWINGS” are considered the project’s design intent drawings.

Q21. Please confirm if Timely Frames are acceptable or if Hollow Metal Frames are Required
