About this file

This document is an Amendment (0003) to a solicitation for Design-Build (D-B) services for the Porthill Land Port of Entry. The amendment provides detailed responses to 39 questions from potential offerors, addressing critical aspects of the project such as temporary facilities, site surveys, geotechnical conditions, electrical services, and design variances. Key clarifications include: the Design-Build contractor is responsible for temporary inspection facilities, designing electrical services, and completing additional soil borings; GSA has obtained a Right of Entry with the State of Idaho and will provide as-built drawings during Phase 2 of the solicitation.

The solicitation (47PJ0025R0052) remains on schedule, with the Phase 1 proposal submission due on October 3, 2025, at 10:00 AM Mountain Time. Waivers have been pre-approved for certain design requirements, including the facility set-back from the international border and potential grading slope variations. Offerors are required to submit signed copies of all solicitation amendments with their Phase 1 proposals. The project involves constructing a new land port of entry with considerations for continuous CBP operations, site grading, and minimal impact on adjacent landowners.

Amendment 0003, issued September 26, 2025

Continuation of Block 14 of Standard Form 30

Solicitation 47PJ0025R0052 – D-B Services – Porthill Land Port of Entry

Amendment 0003 is issued to provide answers to questions received in writing to response to the Phase 1 solicitation document.

Question 25: The SOW references maintaining continuous CBP operations with inbound traffic potentially reduced to a single lane. Will the Government provide temporary inspection booths or facilities, or is the DB contractor expected to design, procure, and install these?

Answer 25: The DB Contractor is responsible for temporary facilities including design, procurement and installation.

Question 26: The site plan which was handed out had two dashed red lines which seemed to indicate the project area, with a comment that a part of the possible project area had not been procured. Please identify which area is currently Port property and which area is not.

Answer 26: GSA intends to acquire or obtain easement for the area approximately in the green shaded area.

Question 27: Geotechnical Report, Section 1.0 Executive Summary: The Geotechnical Report states:

• The topsoil and natural fine-grained soils are unsuitable for re-use as structural fill.

• An allowable bearing pressure of 3,000 pounds per square foot (psf) can be used for the design of spread footings bearing on structural fill overlying a properly prepared subgrade.

However, no recommendations are provided for the extents of over excavation and structural fill required for support of foundations. Based on the limited amount of soil boring information provided it appears bedrock depth varies between 10-ft and 31-ft below the existing surface and is overlain by silt and silty sand. Please clarify the extents of over excavation and engineered fill anticipated of the existing unsuitable soils as this will have a significant impact on appropriately budgeting earthwork scope for this project.

Answer 27: The Design-Build firm will be responsible for completing additional soil borings. See V.B.1. - Surveys and

Geotechnical Reports from the Statement of Work.

Question 28: Geotechnical Report, Section 6.4.1 Settlement Analysis: Is there an anticipated settlement duration period that is assumed in the settlement analysis required prior to beginning construction of foundations or pavement on the site?

Answer 28: GSA will consider a construction schedule that allows for an early start on activities related to fill and underground utilities in the area west of the existing facility, provided that port operations remain uninterrupted during this phase. Examples of activities include but are not limited to cut/fill, underground utilities, temporary pavement.

Question 29: Geotechnical Report, Appendix A - Soil Borings: There is very limited geotechnical information available with only three soil boring sampled from the site, all within the low lying area to be filled in and none within any of the existing port operational footprint. Are additional soil borings planned to be taken for the site and an updated amendment issued to provide more better geotechnical data for designing and budgeting the required earthwork scope? There are many unknown site conditions posing significant budget risk based on the limited soil sampling in this report.

Amendment 0003 – D-B Services – Porthill Land Port of Entry Page 3 of 4

Answer 29: The Design-Build firm will be responsible for completing additional soil borings. See V.B.1. – Surveys and

Geotechnical Reports from the Statement of Work.

Question 30: OPR page 4, Project Schedule: What are the programmatic and physical security requirements of the

Temporary Facilities for inspections and CBP staff during construction as proposed in the OPR construction schedule phasing to enable demolition of the existing facility prior to the new facility being constructed? What are acceptable locations where this temporary facility can be placed to meet the operational needs of CBP?

Answer 30: Per the Physical Security Handbook 2022. Section 5.7.7 “Transitional Structures and Spaces are exempt from the requirements of this handbook. However, compliance for these buildings is recommended where feasible per an OPR/SMD risk assessment. These buildings include Temporary and Relocatable buildings, Construction

Administration Structures, including construction trailers used during the duration of individual construction contracts and whose purpose it is to support administration of such contracts.” This would include structures and spaces to support one (1) in-bound lane servicing POV and Commercial Traffic. Temporary facilities

(Transitional Structures) are to be located on the construction site.

Question 31: OPR page 4, Land Survey: Will a full ALTA survey be completed for the site inclusive of all the immediately adjacent parcels as part of the survey work yet to be completed? There are multiple private parcels immediately adjacent to the port that will likely be impacted and/or require temporary right to entry agreements to perform work associated with grading, retaining walls, stormwater management, and utilities work on site.

Answer 31: Yes, an ALTA survey will be completed prior to award.

GSA does not intend to acquire private property as part of this project. GSA has entered into a Right of Entry agreement with the State of Idaho for permission to enter the State of Idaho land. Offerors should plan to present preliminary concepts which do not impact adjacent landowners.

Question 32: OPR page 40, Electrical Utility Service: Power to the site is noted to be supplied by two sources - a 240V incoming service from the South and a 480V incoming service from the North. Is this existing service anticipated to be sufficient for the new port or are upgrades to this system required beyond installing new

XFMRs?

Answer 32: The Design-Build firm will be responsible for design of electrical service to meet the requirements of the project and code.

Question 33: 2023 CBP LPOE Design Standard page 4-12; Section 4.8.2 Relationship with Border: Would a Variance or

Waiver be considered for this site to encroach within the minimum 300-ft setback between the international border and the closest manned facility similar to the conditions at the Eastport LPOE which appears to be approximately 50-ft from the border? It appears the existing facility is already encroaching within the 300-ft setback requirement.

Answer 33: Yes, a waiver to remove the facility set-back requirement has been approved.

Question 34: 2023 CBP LPOE Design Standard, page 13-7; Section 13.3.2 Grading Requirements: There appears to be over

15-ft of elevation change from north to south through the port over a vehicle travel distance of approximately

450-ft resulting in longitudinal grading exceeding 3%. There appears to be another roughly 6-ft of elevation rise along Main Street at the south end of the site up to the west edge of the site limits that the employee parking lot access is shown tying into. Will a Variance or Waiver be allowed for this site for the grading to exceed to required maximum slope for roads, preprimary inspection areas, primary inspection areas, and parking lots?

Amendment 0003 – D-B Services – Porthill Land Port of Entry Page 4 of 4

Answer 34: Yes, a waiver will be considered pending the design concepts.

Question 35: Appendix A - Exhibit A4.1: The Site Concept Plan Turning Radius appears to be a duplicate of the Site Concept

Plan. Is there a preliminary turning radius plan that has been developed for the site? What are the largest design vehicles that need to be evaluated for traffic turning movements through the port?

Answer 35: Yes, conceptual turning radius line drawings have been developed. A tandem trailer was used for the most restrictive scenario.

Question 36: NEPA: Has a NEPA Environmental Assessment been completed for the site? Are there any known regulated site contaminants that must be cleaned up in addition to the materials identified in the Regulated Building Materials

Assessment Report?

Answer 36: Yes, a NEPA assessment has been completed. There are no known regulated site contaminants that must be cleaned up in addition to the Regulated Building Materials Assessment Report.

Question 37: Geothermal Investigations: Will Thermal Conductivity testing be conducted prior to the Phase 2 RFP solicitation in order to assess the viability of GSHP for this site as a strategy to meet the CBS energy efficiency requirements?

Answer 37: No, thermal conductivity testing will not be conducted prior to the issuance of the Phase 2 solicitation.

Question 38: As-Builts: Will existing as-built documents of the facilities be provided with the Phase 2 RFP solicitation to help budget decommissioning and demolition?

Answer 38: Yes, the GSA will provide all available as-built drawings to the shortlisted offerors during Phase 2 of the solicitation.

Question 39: CAD/Revit Files: Will base CAD site civil drawings and CAD/Revit files of the preliminary siting and building development drawings prepared by AECOM be provided to the shortlisted Phase 2 Offerors?

Answer 39: Yes, the GSA will provide all available as-built drawings to the shortlisted offerors during Phase 2 of the solicitation.

All other terms and conditions remain unchanged.

The Phase 1 proposal submission due date/time is unchanged and remains as 10:00 AM Mountain Time, Friday, October 3, 2025.

Offerors must provide signed copies of all solicitation amendments with their Phase 1 offers.
