About this file
This document is an Amendment (Amendment 0002) to a solicitation for Design-Build (D-B) Services for the Porthill Land Port of Entry project, issued by the GSA PBS Acquisition Division. The amendment provides responses to 24 contractor questions about the solicitation, clarifying key requirements such as past performance documentation, bonding, project labor agreements, and lead designer submissions. Significant details include: the Phase 1 proposal submission deadline remains unchanged at 10:00 AM Mountain Time on October 3, 2025; proof of bonding has been reduced from $80,000,000 to $72,000,000; and contractors are now allowed to submit up to three projects for Lead Designer team evaluation.
Critical clarifications include strict requirements for Past Performance Questionnaires (PPQs), which must be completed by project references and submitted directly to the Contracting Officer, with CPARS evaluations explicitly not accepted as substitutes. The solicitation covers design-build services for a federal land port of entry, with an estimated price range between $45,000,000 and $65,000,000. Joint ventures are permitted but must meet specific documentation requirements, including providing an executed joint venture agreement, individual member representations, and maintaining an active SAM registration.

Amendment 0002, issued September 24, 2025
Continuation of Block 14 of Standard Form 30
Solicitation 47PJ0025R0052 – D-B Services – Porthill Land Port of Entry
Amendment 0002 is issued to provide answers to questions received in writing to response to the Phase 1 solicitation document.
Question 1: Paragraph III.H. Contractor Performance Information describes the GSA’s intention on utilizing the
Contractor Performance Assessment Reporting System (CPARS) “to facilitate the performance evaluation process.”
Under Subfactors 2A and 2B: Past Performance of the General Contractor and the A-E Firm, the submittal requirement references only the completion and submission of Past Performance Questionnaires (PPQs).
We respectfully request that the use of completed CPARS evaluations be allowed in lieu of PPQs.
Several Government agencies (e.g. USCG, US Navy) have indicated that they will not complete a PPQ when a CPARS evaluation is already available. Additionally, for older projects, the original points of contact may no longer be with the agency and thus unavailable to provide a PPQ. Requiring new PPQs from
Government officials may unnecessarily limit the inclusion of highly relevant projects. It will also place an undue burden on Government personnel to complete PPQs.
Please confirm that it is acceptable to submit a completed CPARS evaluation for each project identified in
Factor 1 in lieu of new PPQs.
Answer 1: No, it is not acceptable to submit a completed CPARS evaluation for each project in lieu of a completed
Past Performance Questionnaire (PPQ). For each Offeror reference, the Offeror shall complete Section 1 and then distribute the Past Performance Questionnaire (Attachment 04 for GCs, Solicitation Attachment
05 for A-Es), including Section 1, to reach Reference for completion. The References shall email the completed Past Performance Questionnaire to Rhonda Widick, Contracting Officer at rhonda.widick@gsa.gov not later than 10:00 AM Mountain Time, October 3, 2025. The email subject line should contain the solicitation number and the name of the offeror. Completed questionnaires submitted to the Contracting Officer by the
Offeror will not be accepted, completed questionnaires must be submitted directly to the Contracting Officer by the Reference. While the Government may elect to consider data from any source, the burden of providing detailed, current, accurate and complete past performance information by the deadline for initial submissions rests with the Offeror and its evaluator/reference. GSA may also contact and question the past performance references directly.
The PPQ provides evaluation information for both past experience and past experience. Without submission of the PPQ, the GSA would not have confirmation from references that the projects submitted under Factor 1 meet the definition of a Similar Project (SP). CPARs evaluations do not allow the Government to properly confirm the project is a Similar Project.
Question 2: Subfactor 1A: Past Experience of the General Contractor, states “This evaluation subfactor considers the past experience of the Offeror’s proposed General Contractor the Offeror’s DB team.” Please confirm that the Offeror is the General Contractor (Prime Contractor) and that you are looking for 1-3 projects of the Offeror in Subfactor 1A.
Answer 2: The solicitation defines General Contractor as an individual, firm, partnership, corporation, association, or other legal entity permitted by law to and whose main responsibility is for the construction, improvement or renovation of a project under contract.

Amendment 0002 – D-B Services – Porthill Land Port of Entry Page 3 of 7
Subfactor 1A considers the past experience of the Offeror’s proposed General Contractor of the Offeror’s DB team. Offeror’s should submit at least one similar project (SP) completed by the General Contractor under
Subfactor 1A.
Question 3: We understand the importance of providing GSA with past performance questionnaires regarding the
Similar Projects we showcase. Some of our projects have existing CPARS or PPQs; due to the amount of time that has passed since we have made successful contact with project owners (references), it may be impossible for the GSA to receive completed questionnaires from the references. Would GSA be willing to receive completed questionnaires from the references. Would the GSA be willing to accept existing, final CPARS evaluations from the Offeror? If not, would the GSA be willing to extend the Phase 1 deadline so the design-build teams can reevaluate past project experience options with accessible references?
Answer 3: No, it is not acceptable to submit a completed CPARS evaluation for each project in lieu of a completed
Past Performance Questionnaire (PPQ). For each Offeror reference, the Offeror shall complete Section 1 and then distribute the Past Performance Questionnaire (Attachment 04 for GCs, Solicitation Attachment 05 for A-
Es), including Section 1, to reach Reference for completion. The References shall email the completed Past
Performance Questionnaire to Rhonda Widick, Contracting Officer at rhonda.widick@gsa.gov not later than
10:00 AM Mountain Time, October 3, 2025. The email subject line should contain the solicitation number and the name of the offeror. Completed questionnaires submitted to the Contracting Officer by the Offeror will not be accepted, completed questionnaires must be submitted directly to the Contracting Officer by the Reference.
While the Government may elect to consider data from any source, the burden of providing detailed, current, accurate and complete past performance information by the deadline for initial submissions rests with the
Offeror and its evaluator/reference. GSA may also contact and question the past performance references directly.
The PPQ provides evaluation information for both past experience and past experience. Without the submission of the PPQ, the GSA would not have confirmation from references that the projects submitted under Factor 1 meets the definition of a Similar Project (SP). CPARs evaluations do not allow the Government to properly confirm the project is a Similar Project.
No, the Phase 1 submission due date and time will not be extended and remains unchanged at 10:00 AM
Mountain Time, Friday, October 3, 2025.
Question 4: Can you clarify what the Governmentwide Point of Entry is and how to access it?
Answer 4: Governmentwide point of entry (GPE) means the single point where Government business opportunities greater than $25,000, including synopses of proposed contract actions, solicitations, and associated information, can be accessed electronically by the public. The GPE is located at https//www.sam.gov.
Question 5: For our Phase 1 submission, please confirm that a letter of Bondability would satisfy the deliverable for
Proof of Bonding to $80,000,000 under the II.D. Other Information to be Submitted with the Proposals deliverable
Answer 5: Yes, a letter issued by the Offeror’s surety provider demonstrating bonding capability will satisfy an offeror’s proof of bonding.
Please note, the bonding capability amount has been reduced from $80,000,000 to $72,000,000. The
Solicitation document has been revised and is provided with this amendment.
Question 6: Please confirm whether the Substantial Completion date (February 2, 2030) is a fixed milestone regardless of award date, or if the milestone will adjust based on the actual NTP.
Amendment 0002 – D-B Services – Porthill Land Port of Entry Page 4 of 7
Answer 6: The Substantial Completion date of February 2, 2030, is a fixed date. However, if milestone dates issued in the Phase 2 technical documents are not met, the Substantial Completion date may be adjusted.
Question 7: We are making every effort solicit PPQs from our clients, however, if we do not receive confirmation from them that they have sent GSA completed PPQs would the Government accept the first page of the PPQ we sent to the client as an acceptable proof and for use in contracting the references directly? Other federal Government agencies have allowed this past solicitations.
Answer 7: No, the burden of providing detailed, current, accurate and complete past performance information by the deadline for initial submissions rests with the Offeror and its evaluator/reference. However, offerors may send an email to the Contracting Officer, at Rhonda.widick@gsa.gov, requesting confirmation of receipt of
PPQs for their firm. The subject line of this email request should begin with “REQUEST – PPQ
Confirmation – name of firm”
Question 8: Please confirm if the Inflation Reduction Act (IRA) funding is (or is not) being included as part of the total project cost/project budget amount.
Answer 8: IRA money will not fund any work performed under this contract.
Question 9: Please confirm that the P100 is not being used for the Porthill LPOE project design.
Answer 9: Correct, The Facilities Standards for the Public Buildings Service (P100) is no longer applicable. The P100 was rescinded on February 24, 2025.
Question 10: Please provide a link to the design guide which was mentioned as being used in lieu of the P100 during the site visit.
Answer 10: The 2025 PBS Core Building Standards (CBS) Memorandum has been provided to each offeror who has submitted properly completed CUI Information Request Forms (Solicitation Attachment 01 – Request for
Controlled Unclassified Information). The document has been added to each offeror’s Google Folder and must be accessed with the offeror’s GACA email account.
Question 11: The Solicitation, page 16 Submittal Requirements: Are photographs for lead designer’s portfolio projects to be two pages per project or two pages for all three projects?
Answer 11: Each offeror should include two single side pages of photographs for each project. Solicitation document has been revised and is provided with this amendment.
Question 12: The Solicitation, page 16 Submittal Requirements: In reference to point 4 of the submittal requirement, does the required content (i.e. one representative floor plan, or one building section etc. + two pages of photography) fall under the 5-page maximum, or are those in addition to the requisite pages?
Answer 12: In addition to the page limits for each project submitted for FACTOR 4: LEAD DESIGNER submittal requirements 1 and 2, each offeror should include:
o One of the following for each project
▪ a representative floor plan,
▪ a site plan,
▪ a rendered 3-D model,
▪ a building section, or
▪ other appropriate drawing o Two single side pages of photographs for each project
Amendment 0002 – D-B Services – Porthill Land Port of Entry Page 5 of 7
Question 13: Is there a possibility of an extension as this is the end of the fiscal year?
Answer 13: No, the Phase 1 submission due date and time will not be extended and remains unchanged at 10:00 AM
Mountain Time, Friday, October 3, 2025.
Question 14: Will it be held against us if one of the customers does not respond by the date/timeframe the customer questionnaires are due or can they get an extension?
Answer 14: No, for offerors without a record of relevant past performance, or for whom information on past performance is not available will not be evaluated either favorably or unfavorably on past performance.
Question 15: Regarding the evaluation subfactors, will past performance of first tier subs be taken into account for large (or not small) businesses?
Answer 15: No, the Government will not consider past performance of first tier subs when the offeror is a large business.
The Government will only consider the capabilities, past performance, and experience of each first-tier subcontractor in accordance with the regulations promulgated by the Small Business Administration in 13
CFR § 125.2(g), which states that – “When an offer of a small business prime contractor includes a proposed team of small business contractors and specifically identifies the first-tier subcontractor(s) in the proposal, the head of the agency must consider the capabilities, past performance, and experience of each first tier subcontractor that is part of the team as the capabilities, past performance, and experience of the small business prime contractor if the capabilities, past performance, and experience of the small business prime does not independently demonstrate capabilities and past performance necessary for award.”
Question 16: If the prime (offeror) is NOT doing any of the construction work or A/E work, are we required to submit past performance questionnaires? Are questionnaires from first tier subs sufficient in this case?
Answer 16: In accordance with FAR 52.236-1, Performance of Work by the Contractor, of The Agreement (Section III.A.
Contractor Responsibilities), “the Contractor shall perform on the site, and with its own organization, work equivalent to at least fifteen (15) percent of the total amount of work to be performed under the contract.”
The Government will only consider the capabilities, past performance, and experience of each first-tier subcontractor in accordance with the regulations promulgated by the Small Business Administration in 13 CFR
§ 125.2(g), which states that –
When an offer of a small business prime contractor includes a proposed team of small business contractors and specifically identifies the first-tier subcontractor(s) in the proposal, the head of the agency must consider the capabilities, past performance, and experience of each first tier subcontractor that is part of the team as the capabilities, past performance, and experience of the small business prime contractor if the capabilities, past performance, and experience of the small business prime does not independently demonstrate capabilities and past performance necessary for award.
First-tier subcontractor capabilities, past performance, and experience will not be considered for any offerors who are a large business.
Question 17: Is a letter from a surety company sufficient for “Proof of Bonding”?
Answer 17: Yes, a letter issued by the Offeror’s surety provider demonstrating bonding capability to $72,000,000, will satisfy an offeror’s proof of bonding.
Amendment 0002 – D-B Services – Porthill Land Port of Entry Page 6 of 7
Question 18: The solicitation says the estimated price range is between $45,000,000 and $65,000,000 and the bid guarantee would be 20% of the bid price or $3,000,000, whichever is less – can you confirm that you require a Proof of
Bonding letter for $80,000,000.
Answer 18: Please note that the bid guarantee and proof of bonding are two separate requirements. Proof of Bonding is required in Phase 1. A bid guarantee will be required in Phase 2. This amendment reduces the Proof of
Bonding requirement from 80,000,000 to $72,000,000. Offerors are required to submit proof of bonding capability to $72,000,000. The Solicitation document has been revised and is provided with this amendment.
Question 19: Solicitation Section IV.B – Project Labor Agreement, Item (e): “The Offeror shall submit to the Contracting
Officer a copy of the project labor agreement with its offer.” Please confirm if this is required in the Phase 1 proposal.
Answer 19: No, there are no project labor agreement (PLA) submission requirements in Phase 1 of the solicitation. A PLA will be required under Phase 2 in accordance with FAR 52.222-34, Project Labor Agreement. Prior to contract award, the offeror must enter into a PLA and maintain a current PLA status throughout the life of the contract.
Question 20: Solicitation Section III.H – Contractor Performance Information, Item 2: CPARS Registration. Please clarify if this registration is required for the Phase 1 proposal.
Answer 20: No, a Contractor Performance Assessment Reporting System (CPARS) registration is not required prior to contract award.
Question 21: Due to the short time frame for turnaround on PPQs may the Offeror provide previous PPQs from previous projects?
Answer 21: No, it is not acceptable to submit PPQs from previous projects. For each Offeror reference, the Offeror shall complete Section 1 and then distribute the Past Performance Questionnaire (Attachment 04 for GCs, Solicitation Attachment 05 for A-Es), including Section 1, to reach Reference for completion. Completed questionnaires submitted to the
Contracting Officer by the Offeror will not be accepted, completed questionnaires must be submitted directly to the Contracting Officer by the Reference. While the Government may elect to consider data from any source, the burden of providing detailed, current, accurate and complete past performance information by the deadline for initial submissions rests with the Offeror and its evaluator/reference. GSA may also contact and question the past performance references directly.
The PPQ provides evaluation information for both past performance and past experience. Without the submission of the PPQ, the GSA would not have confirmation from references that the projects submitted under
Factor 1 meet the definition of a Similar Project (SP). Other project evaluations do not allow the Government to properly confirm the project is a Similar Project.
Question 22: May CPARS be used in lieu of PPQs due to the turnover of governmental personnel over the last year or so?
Answer 22: No, it is not acceptable to submit a completed CPARS evaluation for each project in lieu of a completed Past
Performance Questionnaire (PPQ). For each Offeror reference, the Offeror shall complete Section 1 and then distribute the Past Performance Questionnaire (Attachment 04 for GCs, Solicitation Attachment 05 for A-Es), including Section 1, to reach Reference for completion.
Completed questionnaires submitted to the Contracting Officer by the Offeror will not

Question 23: If an Offeror is planning on using a joint venture (JV) for this opportunity, does the JV need to be pre-approved by the government?
Answer 23: No, the joint venture does not need to be pre-approved by the GSA. However, all JVs must meet the solicitation requirements, including but not limited to the following requirements:
1. All offers submitted by JVs must include a copy of an executed JV agreement (with original signatures) which fully discloses the legal identity of each member of the JV, the relationship between the members, the form of ownership of each member, and any limitations on liability or authority of each member.
2. An authorized representative of each member of the JV must sign the Standard Form 1442 accompanying an offer regardless of an agency relationship established between the members.
3. In the case of corporations that are JV members, the corporation secretary must certify that the corporation is authorized to participate in the JV, either by certifying the JV agreement, or by submitting a separate certification to the Government. The JV must also provide a certificate that identifies a principal representative of the JV with full authority to bind the JV.
4. Representations and certifications, financial information, and past performance information must be submitted for each member of the JV.
Also, the JV’s SAM registration status must be “active”, at the time their offer is submitted, to be considered for award.
The Solicitation has been revised and is provided with this amendment.
Question 24: Factor 4: Lead Designer, submittal requirement. Can GSA evaluate equal or more projects for a team over an individual? Teams are more complex and diverse, so an equal number or greater diversification of projects is our understanding of this evaluation. Or, is this two projects per member of the lead design excellence team?
Answer 24: The Solicitation has been revised to allow offerors to submit up to three (3) projects for a Lead Designer team.
The Solicitation document has been revised and is provided with this amendment.
All other terms and conditions remain unchanged.
The Phase 1 proposal submission due date/time is unchanged and remains as 10:00 AM Mountain Time, Friday, October 3, 2025.
Offerors must provide signed copies of all solicitation amendments with their Phase 1 offers.
