Amendment 0003, July 10, 2023 Continuation of Block 14 of Standard Form 30 Solicitation 47PJ0023R0041 – D-B Services – Dunseith, ND Land Port of Entry
Amendment 0002 is issued to; 1) provide additional answers to questions received in writing in response to the solicitation document.
1. Answers to questions are provided as follows:
Question 13: Regarding question and answers 5 and 6 issued under Amendment 0001 regarding the use of PPQs. We have a very relevant experience for the [past project] that we would obviously like to include as our primary SP. However, all contacts at GSA that previously served as our references have retired or moved on and are no longer able to serve as a reference. We have a completed PPQ from our 2018 pursuit [of another project] that we would like to use but understand that your answer to these questions was an emphatic “no”. We would like to make one last plea to reconsider your position. As stated in the questions, this is a big ask of clients, especially multiple times and for projects completed prior to COVID, which resulted in an unprecedented number of retirements.
Answer 13: Refer to the responses provided to questions 5 & 6 in Amendment 0001.
Question 14: Regarding question and answer 11 issued under Amendment 0002 regarding first tier subcontractor experience. We are interpreting the answer provided for this question to be specifically relevant to a small business prime offeror and/or the use of in-house design services. We are a large business and did not receive the direction hoped for from the provided answer. Let me pose the question more directly and confidentially. Our AE team is comprised of two architectural firms. One firm will be contracted to [the general contractor] and the other will be contracted to the lead AE. In this scenario, will you consider SPs as equally relevant from both AE’s, even if one is subcontracted to the other? The answer impacts our decision of which AE will hold the contract with [the general contractor].
Answer 14: First tier subcontractor experience and past performance will only be considered as the experience and past performance of the offeror only if the prime offeror as shown in Block 14 of the Standard Form 1442 is a small business and only if this small business prime offeror does not independently demonstrate the experience and past performance necessary for award.
No, GSA will not consider SPs as equally relevant from both A-Es. In your example, the A-E Firm contracted to the general contractor (offeror) is a first tier subcontractor, and the other A-E (subcontracted to the general contractor’s first tier subcontractor) is a second tier subcontractor to the general contractor (offeror).
All other terms and conditions remain unchanged.
The Phase 1 proposal submission cutoff of 10:00 AM Mountain Time, July 27, 2023, remains unchanged.
Offerors must return signed copies of all amendments with their offers by the submission cutoff date.
