Description of Amendment/Modification

Amendment 0006 to GSA Solicitation No. 47PJ0019R0035 provides responses to the following requests for information (RFI). The questions and responses described in Amendment 0006 to GSA Solicitation No.

47PJ0019R0035 are incorporated by reference.

RFI #34: In Example SOW #4, how would scaffolding be brought in to replace the flashing at the Moss Courthouse north light court?

Response to RFI #34: Example SOW #4 is hereby removed from the Solicitation Documents. Refer to the Offeror's Management Plan in GSA Solicitation No. 47PJ0019R0035, as amended March 5, 2019.

RFI #35: Is the paperwork for the sample scopes of work considered part of the 15 pages allowed for the management plan or are the management plan and S.O.W's separate entities?

Response to RFI #35: Any schedules, charts, diagrams, etc. submitted as part of the Offeror's Management Plan is separate from the requested management plan narrative required to describe the requested information in Section II.D. Technical Proposal, subsection (3) Offeror's Management Plan of GSA Solicitation No. 47PJ0019R0035, as amended March 5, 2019.

RFI #36: The technical proposal requirements call for evidence of a bona fide office. What is acceptable as this evidence? Is a letter from the SBA required for the bona fide office?

Response to RFI #36: A letter from the Small Business Administration is not necessarily required to provide evidence of a bona fide office. Refer to GSA Solicitation No. 47PJ0019R0035, dated March 5, 2019, Section II.D.

Technical Proposal, subsection (1) Evidence of bona fide place of business.

RFI #37: Please provide scope of work at each of these nine (9) Federal Property locations.

Response to RFI #37: The Agreement includes the scope of the indefinite-delivery, indefinite-quantity job order construction contract. Task orders placed against the IDIQ JOCC will further describe specific requirements.

RFI #38: The most recent revision to the attachment with the Example SOWs now includes Example #3 Scope of Work Hansen Door Project. In the amended GSA Solicitation, page 11, Paragraph (2), (3) Offeror's Management Plan, the solicitation asks if we can manage 3 task orders but the revised SOW has 4 sample task orders. When submitting our Management Plan on our proposal do we submit 3 task orders or 4?

Response to RFI #38: Only include as part of the Offeror's Management Plan the following from the Attachment Example SOWs: Example SOW #1 NOAA Office Buildout. The following Example SOWs are hereby deleted from the Solicitation Documents for GSA Solicitation No. 47PJ0019R0035 in their entirety: Example SOW #2 Judges Chambers Buildout; Example SOW #3 Hansen Door Project; and Example SOW #4 Replace Flashing at Moss Courthouse.

RFI #39: We could not find a definition of Geographic Area 1 or Geographic Area 2. Please provide clarification.

Response to RFI #39: Geographic Area 1 includes Federal Properties listed in the Agreement, Section I.E.

Geographic Areas under Geographic Area 1. All properties in Geographic Area 1 are covered by one bid factor for normal hours and one bid factor for after hours. Geographic Area 2 includes Federal Properties listed in the Agreement, Section I.E. Geographic Areas under Geographic Area 2. All properties in Geographic Area 2 are

47PJ0019R0035/0006

covered by one bid factor for normal hours and one bid factor for after hours. Bid factors must be provided for the base year and four option periods.

RFI #40: On page 8 of 24, Section II.B., second paragraph, it states the following: "Reference may use up to two pages to provide responses for the ratings and information requested...". The Solicitation also states that "...a completed evaluation in the Contractor Performance Assessment System..." is also an acceptable form of past performance. Which of the two means of past performance is necessary? If the CPAR exceeds two pages then is it an acceptable means of past performance? If the CPAR exceeds two pages then will the Government only consider the first two pages submitted by the reference?

Response to RFI #40: GSA Solicitation No. 47PJ0019R0035 is hereby amended to allow references may use up to 24,000 characters per question in lieu of two pages to support the evaluation rating in the Past Performance Questionnaire (PPQ) (included in the solicitation as Attachment 4 to GSA Solicitation No. 47PJ0019R0035). Page length parameters for a completed evaluation in the Contractor Performance Assessment Reports System is governed by the constraints of the system. The Government evaluation team will consider all past performance information included in the CPAR submitted for the past performance evaluation requirement. The Offeror may decide to submit the PPQ (included as Attachment 4 to GSA Solicitation No. 47PJ0019R0035), a Contract Performance Assessment Report (CPAR), or a combination of both to satisfying the submission requirement for past performance. Reference Section II.B. Proposal Format in GSA Solicitation No. 47PJ0019R0035, as amended March 5, 2019.

RFI #41: Which version of the RSMean book is applicable? (i.e. "Facilities and Commercial Renovation", "Facilities Maintenance and Repair").

Response to RFI #41: The version of RSMeans Book that is current on the date of the base year award and award of each option period, thereafter, shall be the applicable unit price book. The applicable RSMeans book is the Facilities Construction Costs with RSMeans Data.

RFI #42: In pricing bid factors, should we include requirements for abatement sampling?

Response to RFI #42: See the Agreement for Region 8 Single Award Indefinite-Award, Indefinite-Quantity Job Order Construction Contract for Projects in the State of Utah and in Grand Junction, CO, Section II.A. Contract Pricing.

See Section II.C. Price Proposal in GSA Solicitation No. 47PJ0019R0035.

RFI #43: Is the existing slab post tension or will the contractor need to provide X-ray for core drilling to attach the new waste lines? What is the availability of the space below the restroom location for waste line connection? Will the waste water connection need to be performed after hours? Are as-builts available for review for locations of the water and waste connections/ What are the attic stock options available for the ceiling grid? Is there a design guide about carpet tile? In general, are there additional design specifications for items included in the example SOWs?

Response to RFI #43: Offerors should only use Example SOW #1 NOAA Office Buildout for response to the Offeror's Management Plan in the Technical Proposal. The other Example SOWs are provided as an attachment solely as a tool to provide offerors with a general idea of the scopes and types of work that may be issued under the IDIQ JOCC. Offerors should not provide prices, cost breakdowns, or bid coefficients for the Example SOWs. See GSA Solicitation No. 47PJ0019R0035, Section II.D. Technical Proposal, subsection (3) Offeror's Management Plan.

See GSA Solicitation No. 47PJ0019R0035, as amended March 5, 2019.

I.D. Preproposal Conference

Any questions about the Region 8 IDIQ JOCC, contract terms and conditions, and requested proposal information may be addressed at the scheduled site visit (see Section I.G. for details).

Any information discussed at the preproposal conference / site visit has no bearing on technical scores. No oral statement made by a Government representative during the site visit or preproposal conference, nor any written record of such oral statements as may be made and subsequently furnished to the offeror, will be deemed to have the effect of adding to, modifying, or otherwise varying from the written provisions of this Solicitation and terms and conditions of the Contract Documents.

I.E. Estimated Price Range

The following is provided for informational purposes only. Offerors should be aware that annual budgets are highly variable and the actual quantities and value of work changes annually. Data shows that GSA, PBS Region 8 executes about 50 – 60 contract actions annually to perform minor alterations and repairs that fall within the scope of construction services covered by the IDIQ JOCC.

GSA also executes reimbursable work authorizations on behalf of other agencies for tenant improvement projects. Although construction activities take place throughout the year, a large quantity of these projects typically falls between the months of April and September. The expected average dollar value of projects executed under the scope is about $25,000 with a median value of about $12,500. The majority of task orders are expected to be between $2,000 and $25,000;

however, occasionally some task orders may approach or exceed the simplified acquisition threshold of $250,000.

See the Agreement, paragraph I.D and Section II.

(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.

(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

III.G. Contractor Performance Information

(1) Evaluating Contractor Performance: The General Services Administration is using the Contractor Performance Assessment Reporting System (CPARS) module as the secure, confidential, information management tool to facilitate the performance evaluation process.

CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. The website for CPARS is http://www.cpars.gov

Completed CPARS evaluations are sent to the Past Performance Information Retrieval System (PPIRS) which may then be used by Federal acquisition community for use in making source selection decisions. PPIRS assists acquisition officials by serving as the single source for contractor past performance data.

(2) CPARS Registration: Each award requiring an evaluation must be registered in CPARS.

The contractor will receive several automated emails. Within thirty days of award, the contractor will receive an e-mail that contains user account information, as well as the applicable contract and order number(s) assigned. Contractors will be granted one user account to access all evaluations.

(3) Contractor CPARS Training: Contractors may sign up for CPARS training. A schedule of classes will be posted to the CPARS training site (http://www.cpars.gov/allapps/cpcbtdlf.htm) and updated as needed.

(1) Contractor Representative (CR) Role: All evaluations will be sent the Contractor Representative (CR) named on your award. The CR will be able to access CPARS to review and comment on the evaluation. If your CR is not already in the CPARS system, the contracting officer will request the name and email address of the person that will be responsible for the CR role on your award.

Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR http://www.cpars.gov/ http://www.cpars.gov/allapps/cpcbtdlf.htm
