Description of Amendment/Modification

Amendment 0005 to GSA Solicitation No. 47PJ0019R0035 provides responses to the following requests for information (RFI). The questions and responses described in Amendment 0005 to GSA Solicitation No.

47PJ0019R0035 are incorporated by reference.

RFI #13: The term prime contractor is used alongside performance of trades, such as plumbing, carpentry, etc. In demonstrating past experience: 1) Is the intent to disqualify trade related past performance as a subcontractor?; 2) Is the intent to disqualify the prime contractor related experience where the prime contractor was not self-performing trade efforts?; and 3) Under a Teaming Agreement with a major subcontractor, does past experience of the subcontractor (as a prime contractor) qualify in demonstrating past experience?

Response to RFI #13: Amendment 0005 hereby amends GSA Solicitation No. 47PJ0019R0035, Section II.D.

Technical Proposal, subsection (2) Offeror Past Performance in its entirety. The date on GSA Solicitation No.

47PJ0019R0035 is hereby amended from February 1, 2019 to February 22, 2019. Amendment 0005 hereby amends GSA Solicitation No. 47PJ0019R0035 to delete in its entirety Section V.F. Evaluation of Joint Venture Offerors.

The attached amended GSA Solicitation No. 47PJ0019R0035 takes precedence over any previously issued versions of the Solicitation. Offerors should refer to the above referenced subsection in the amended Solicitation, which is attached to this Amendment and incorporated by reference.

RFI #14: What documentation does the Government consider proof of overlapping performance periods for the past performance submittal to be deemed acceptable? The past experience form asks for multiple buildings to include building name and location, type of building, and description of project. Is GSA requesting past experience for multiple projects for each example of the offeror's experience? The requested list for multiple buildings creates some confusion about what information to include on the past experience form.

Response to RFI #14: Contractors should provide 3 examples of past experience that best demonstrates experience with projects similar to the requirement of the IDIQ JOCC or task orders that would be performed under the IDIQ JOCC. As stated in GSA Solicitation No. 47PJ0019R0035, the three examples of past experience should have been performed as prime contractor within the last seven years prior to issuance of the solicitation.

The form for Offeror's Experience includes a table that requests information on the building name and location, type of building, and description of the project. This table should be used to list other projects performed concurrently with the period of performance for each selected Relevant Contract/Task Order for the offeror's past performance/past experience. That is, the table is included on the form to allow offerors to provide evidence of overlapping construction schedules with other construction projects performed by the contractor. The projects listed by the offeror in the table for contract/task order information do not necessarily need to be the two other required examples of Relevant Contracts/Task Orders. Refer to the Response to RFI #13 and resultant amendment to the language in Section II.D., subsection (2) Offeror Past Performance of GSA Solicitation No. 47PJ0019R0035, dated February 22, 2019.

Contractors may use any source to provide evidence of the period of performance for the Relevant Contracts/Task Orders. Some examples include, but are not limited to, the following: i) an executed copy of the contract documents showing period of performance; ii) completed Past Performance Questionnaires with a reference that Government officials may contact to verify information; or iii) a Contract Performance Assessment Report (CPAR).

RFI #15: Will offerors be evaluated higher if more than three projects are submitted for past experience/past

47PJ0019R0035/0005

performance?

Response to RFI #15: Refer to GSA Solicitation No. 47PJ0019R0035, dated February 22, 2019, Section II.D.

Technical Proposal, subsection (2) Offeror Past Performance and Section II.D. Technical Proposal, subsection (4) Offeror Past Experience. No, offerors will not be evaluated higher if more than three projects are submitted for past experience/past performance. The three projects submitted must have been performed concurrently with at least (2) other construction projects. (see response to RFI #14).

Offerors should only provide three Relevant Contracts/Task Orders that best demonstrate the offerorâs ability to perform the work described in the Agreement, Contract Documents, and scope. Do not submit more than three Relevant Contracts/Task Orders of past performance. If more than three (3) Relevant Contracts/Task Orders are submitted for past performance/past experience, then the Government will only consider the first three submitted projects and disregard any projects submitted beyond what is requested in GSA Solicitation No. 47PJ0019R0035.

The past experience form and past performance questionnaires should be completed for the same projects.

RFI #16: Can CPARS Evaluation Reports be used in place of the Past Performance Questionnaire (PPQ)? Can I use a Contractor Performance Assessment Report (CPAR) for past performance in place of a Past Performance Questionnaire as part of Volume II: Technical Proposal?

Response to RFI #16: Yes, a completed evaluation report in CPARS is an acceptable alternative way of providing past performance information. See GSA Solicitation No. 47PJ0019R0035, dated February 22, 2019, Section II.D.

Technical Proposal, subsection (2) Offeror Past Performance.

RFI #17: The Offeror's Management Plan requires us to explain how we would successfully manage the 3 example task order projects based on the Utah market. One task order has a 45 day duration. What is the duration of the other projects? Can the 3 example task order projects be worked in sequence or are they required to be constructed concurrently? Also, one of the projects has 3 design submittals; the review duration is stated as 10 days, but the design period is not specified. How many calendar days does each design submittal have? What type of format should be used to price the three sample task orders?

Response to RFI #17: Any days specified in the example scopes are estimates, and it is the responsibility of the offeror to determine the duration, schedule, means and methods, and management of the example task orders as part of the offeror's management plan. The three example scopes of works are not seed projects and should not be priced by the contractor. The Government does not guarantee the example projects will be issued as task orders under the IDIQ JOCC. Accordingly, the example project scopes of work are provided only to give a limited representation of the types of requirements and projects that may be covered by the scope of the IDIQ JOCC. See GSA Solicitation No. 47PJ0019R0035, Section II.D. subsection (3) for further information.

Amendment 0005 hereby replaces in its entirety Attachment 1 to GSA Solicitation No. 47PJ0019R0035 Example Scopes of Work with a revised version, which is attached to this Amendment. Generally, the example scopes of work have been revised to remove design requirements and pricing breakdown information. The only pricing that shold be provided are the requested bid coefficients and bond rates. The revised version of the Example Scopes of Work take precedence over any previously issued versions. The Government will issue the attachment of revised Example Scopes of Work to offerors that had previously submitted a SBU Request Form. If you do not receive a revised version of the Example Scopes of Work or if you need to submit a SBU Request Form to receive the attachment, then please contact Dylan White at dylan.white@gsa.gov or at (303) 817-3801.

RFI #18: In the Agreement Section III.B.3, it states Contractor shall not be responsible for providing professional design services. Example #2 S.O.W. requests contractor to provide design. Will Contractors be required to provide design services, and if so, is the design/review process part of the 45 calendar days completion or will this process be factored in the schedule prior to N.T.P.?

Response to RFI #18: Reference response to RFI #17. The scope of task orders may include red-line drawings and as-built drawings that show deviations or modifications completed as part of the construction for task orders placed under the IDIQ JOCC. Task orders may not include requirements for stamped drawings from a licensed architect or engineer. As stated in Section III.B.3. of the Agreement, the Contractor shall not be responsible for providing professional design services.

RFI #19: What is GSA's standard time frame for submittal review?

Response to RFI #19: 14 days is the typical time frame for submittal review.

RFI #20: Example S.O.W. #2 is the only example that specifically requests cost breakdown for each task including materials, equipment, labor, subcontractor quotes, overhead, and profit. Are we providing this for all 3 examples or just example # 2?

Response to RFI #20: Reference response to RFI #17. The S.O.W. #2 has been revised to remove the requirement for a cost breakdown. Contractors should not provide a cost breakdown for any of the examples.

RFI #21: Bond premiums are based on a regressive model dependent on the dollar value of the project. How are we supposed to price bond premiums with projects ranging from potentially $35,000 to more than $250,000?

Response to RFI #21: Price bonds pegged to an assumed nominal amount of a project for $35,000 as the proposed base rate and forward prices for the four option periods. It is recognized that bond premiums are lower for larger dollar projects. It is recognized that bond premiums are lower for larger dollar projects. On actual task orders, the contractor may provide more favorable bond rates for larger projects, and ordering official may negotiate better rates than included as part of the forward pricing on the IDIQ JOCC.

RFI #22: Does the scope require the contractor to perform historic reviews?

Response to RFI #22: No. For projects that make alterations to the historic nature of any building listed on the National Register, it is the responsibility of GSA to coordinate and work with the appropriate State Historic Preservation Office.

RFI #23: In Example SOW #4, is the only access to the north light court through the existing windows.

Response to RFI #23: Yes. If material cannot be routed through the building, a crane may be required.

RFI #24: In Example SOW #4, do we need to include any consideration for the removal and disposal of lead as part of remediation? Should we assume the presence of any hazardous materials?

Response to RFI #24: Disposal of lead requires no remediation for the purpose of the response to the technical proposal requirement.

RFI #25: For all the SOW examples, should we assume any after hours work? Or is all work assumed to be during normal hours?

Response to RFI #25: A coefficient will be provided for daytime Monday through Friday work. A separate coefficient will be provided for after hours and weekend/holiday work.

RFI #26: In Example SOW #4, should we include the repair and restoration of the existing window seals?

Response to RFI #26: No repair necessary. Only take into consideration the repair of any damage that may be caused due to the demolition/removal of the lead and replacement of the flashing.

RFI #27: What type of electrical access is present in the Wallace F. Bennett Federal Building?

Response to RFI #27: The Bennett Federal Building has a Walkerduct system with removable plates that provide access about every 4' for one axis of the floor plane and about 26' for the other axis of the floor plane.

RFI #28: In Example SOW #1, should we include pricing for the Brivo systems and programming of the card readers?

Response to RFI #28: Contractors should not provide a cost or price breakdown for any of the examples. Refer to GSA Solicitation No. 47PJ0019R0035, dated February 22, 2019, Section II.D. Technical Proposal, subsection (3) Offeror's Management Plan.

RFI #29: Are Drawings for the Moss Courthouse Light Court available?

Response to RFI #29: The drawings should not be required to provide the information requested as part of the Offeror's Management Plan. Refer to GSA Solicitation No. 47PJ0019R0035, dated February 22, 2019, Section II.D.

Technical Proposal, subsection (3) Offeror's Management Plan. Refer to Amendment 0005 and the responses to the RFIs concerning the example projects/scopes.

RFI #30: In Amendment 0003 after the answer to RFI #8 it was stated, "...Also, the completed past performance questionnaire...should only be submitted to Dylan White at dylan.white@gsa.gov." However, in the Solicitation and Amendment 0002 of the Solicitation under Section II.D. Technical Proposal, subsection (2) Offeror Past Performance, the submittal requirement state, "...Completed PPQs should be submitted with the proposal...If the client requests, the client may submit a questionnaire directly to the Government's point of contract...". Please clarify whether the PPQs need to be sent to Dylan White and not included in our proposal.

Response to RFI #30: Refer to RFI #13 and the response to RFI #13 as the subseciton for Offerorâs Past Performance has been replaced in its entirety in GSA Solicitation No. 47PJ0019R0035, dated February 22, 2019.

Past performance must be included as part of the Volume II: Technical Proposal as stated in the Solicitation.

However, the offeror be the best method of delivery of the requested past performance information. It is requested that all information is submitted to the specified Government points of contact in GSA Solicitation No.

47PJ0019R0035 Section I.H. Receipt of Offers.

RFI #31: What should we include in the bid factors? What elements of Division 1 should be included in the bid factors?

Response to RFI #31: Refer to Section II. Prices of the Agreement, dated January 4, 2019. Do not include bonding as part of the bid factor since this will be priced out separately for the base period and four option periods. Please also be aware that the bid factor should not include an professional design services. The scope of task orders may include red-line drawings and as-built drawings that show deviations or modifications completed as part of the construction. Task orders may not include requirements for stamped drawings from a licensed architect or engineer.

RFI #32: Some special items are not included in the RSMeans Book. These items would be difficult to include as part of the bid factors. How will non-priced items be handled in the bid factor and pricing?

Response to RFI #32. Specialty items/equipment that could be covered by the scope of the IDIQ JOCC, but which are not included in the RSMeans Book, should not be submitted as part of the price proposal nor assumed in the submitted bid factors.

RFI #33: Are there any contractor cost associated with access to ePM as far as purchasing programming?

Response to RFI #33: No license is required to be purchased. GSA provides contracts with access, as necessary, to ePM.

(End of Requests for Information and Responses)
