Description of Amendment/Modification

Amendment 0003 to GSA Solicitation No. 47PJ0019R0035 provides responses to the following requests for information (RFI). The questions and responses described in Amendment 0003 to GSA Solicitation No.

47PJ0019R0035 are incorporated into the Solicitation by reference.

RFI #01: Does the Combined Synopsis/Solicitation posted on FBO for solicitation number 47PJ0019R0035 contain requirements similar to an existing contract or will this be a new requirement?

Response to RFI #01: GSA Solicitation No. 47PJ0019R0035 on FBO is for a new requirement.

RFI #02: Will task orders placed against the IDIQ require vehicle barriers, bollards, or vehicle barrier maintenance?

Response to RFI #02: Some task orders may include vehicle barriers, bollards, or vehicle barrier maintenance;

these types of requirements would fall within the general scope of the IDIQ JOCC.

RFI #03: What is the scope of work for this solicitation?

Response to RFI #03: Refer to the following sections of the Agreement: Section I. Project Information; Section II.

Prices; and Section III.S. Additional Terms and Conditions of the Agreement. The aforementioned referenced sections are provided for the convenience of contractors. The scope of work is included in the Agreement and Contract Documents and must be read as a whole. The maximum value (total of the base and all option periods) is $10,000,000. Construction services may include any projects that fall within the general description of NAICS code 236220, Commercial and Institutional Building Construction. Contractors should also refer to Section I.E. Estimated Price Range in GSA Solicitation No. 47PJ0019R0035 for information on projected value of individual task orders issued against the IDIQ JOCC.

RFI #04: In addition to FAR clause 52.208-9 insertion, the last sentence of FAR 8.005 refers that the contracting officer shall identify in the contract schedule the supplies and services that shall be purchased from mandatory sources and the specific source. Since the FAR clause 52.208-9 has been included, it is requested the specific text be added to the project's language.

Response to RFI #04: The potential list of supplies or services for an indefinite quantity of construction services could be extensive. Given the specific details of the supplies or services are unknown prior to the development of the task order requirement, it is the responsibility of the ordering official to include any supplies or services in the scope of the task order as part of the requirements definition process. The IDIQ JOCC Agreement will be amended to include as part of the additional terms and conditions in Section III.S. references to the AbilityOne Procurement List at https://www.abilityone.gov/procurement_list/index.html and the Federal Prison Industries, Inc. (FPI) Schedule at http://www.unicor.gov.

RFI #05: Do the example SOWs include all the information on these projects?

Response to RFI #05: The complete scope of work for the Utah IDIQ JOCC is found in the Agreement and Contract Documents. Example SOWs (Attachment 1) is complete, as amended 02/01/2019, and includes all available information required to address details requested in the evaluation criteria as part of the proposal. More information may be discussed at the site visits and generated from additional questions. If necessary, the Government will post an amendment to GSA Solicitation No. 47PJ0019R0035 to include any information and responses to questions from the site visit.

47PJ0019R0035/0003

RFI #06: The IDIQ contracts we are familiar with in the past have had a seed project that we bid on to provide our numbers. Can you give me additional information on what is included or used to determine the lump sum amounts that will be stated within the Standard Form 1442? Is there a project that contains plans and specs that are yet to be provided to come up with those lump sum proposal amounts?

Response to RFI #06: The RSMeans Book will be the unit price book used to determine the amounts of various materials and labor used to put together proposals for task orders. The applied bid factor and bond rate (when applicable) is how a lump sum amount is derived for task orders. Offerors should submit their proposed bid factor on the Pricing Supplement to the SF 1442 as well as their forward bond rates. The Solicitation does include a package of example scope of works required to respond to the Management Plan technical factor, and to provide an idea of the types of projects (although not comprehensive) to expect under the IDIQ JOCC.

RFI #07: The Standard Form 1442 indicates that a Bid Guarantee is not required, however, Section I.F Bid Guarantee implies that a bid guarantee is required with the proposal. Please confirm if a bid guarantee is required to be submitted with the proposal. If so, what part of the submission should include the bid guarantee? On pages 4 and 5 of the updated solicitation it states that the offer will be rejected if 20% bid guarantee in the maximum amount of the contract is not received. However, the 1442 states that no bid guarantee is required. Do pages 4 and 5 refer to individual task orders? If not, what is the maximum amount of the contract? Is the bid guarantee to be 20% of the maximum value of the contract meant to be 20% of the $10,000,000 as stated in the Notice Details, paragraph title, "Information on Contract"?

Response to RFI #07: A bid guarantee is not required to submit a proposal for the Utah IDIQ JOCC. Section I.F FAR 52.228-1 Bid Guarantee (SEP 96) is included in the solicitation to put contractors on notice of a bid guarantee of 20 percent the maximum value of the any task order placed against the IDIQ that requires bonding. Typically, only task orders that meet the minimum thresholds described in FAR subpart 28.102-1 require bonding. However, it is also up to the discretion of the ordering official whether bonding would be required on a specific task order placed against the IDIQ. The Government will provide a subsequent amendment to GSA Solicitation No. 47PJ0019R0035 to give further clarification in Section I.F. of the Solicitation document. The SF 1442 is correct in indicating a bid guarantee is not required for the IDIQ JOCC.

RFI #08: Are hard copies of the proposal required to be submitted in addition to the electronic copy or will only an electronic submission suffice? If only an electronic submission is acceptable, do we need to send an original and one copy of the electronic files in accordance with the SF 1442? How many hard copies of the proposal (# of Price Proposal copies and # of Technical Proposal copies) are required to be submitted?

Response to RFI #08: No. Contractors may choose to submit an electronic copy or a hard copy. It is preferred that contractors submit only an electronic copy. If sending an electronic copy, it is requested that only one copy of the original document be sent to dylan.white@gsa.gov. Reference Section I.H. Receipt of Offers of GSA Solicitation No.

47PJ0019R0035.

If a contractor decides to submit hard copies, then please submit only one (1) hard copy (includes 1 Price Proposal copy and 1 Technical Proposal copy) to the attention of Dylan White at the address shown in Section I.H. Receipt of Offers of GSA Solicitation No. 47PJ0019R0035.

Also, the completed past performance questionnaire (Attachment 4 to GSA Solicitation No. 47PJ0019R0035) should only be submitted to Dylan White at dylan.white@gsa.gov. It is requested contractors do not submit the completed past performance questionnaire to Garrett Miller at garrett.miller@gsa.gov. However, the Government will still accept a completed past performance questionnaire if it is erroneously submitted to Garret Miller at garrett.miller@gsa.gov.

RFI #09: What is the deadline for asking questions? Should these be emailed to Courtney Westlie (courtney.westlie@gsa.gov). Dylan White (dylan.white@gsa.gov) and Garrett Miller (garrett.miller@gsa.gov)?

Response to RFI #09: Requests for information and questions should be emailed to Dylan White at dylan.white@gsa.gov and copied to Garrett Miller at garrett.miller@gsa.gov and Ross May at ross.may@gsa.gov.

The Government will accept any requests for information and questions for response until 3/1/2019.

RFI #10: Is it permissible for the schedule for the three (3) project examples to be submitted on an 11x17 page?

Response to RFI #10: Yes, project schedules are not considered a narrative piece and may be submitted on any size page that is within reason. An 11"x17" page would be considered a reasonable size for submission of the schedules for the projects. Refer to Section II.B. Proposal Format of GSA Solicitation No. 47PJ0019R0035.

RFI #11: Under the Technical Proposal requirements, paragraph 3 - Offeror's Management Plan, it states "...offeror can successfully manage the three (3) task orders (see Attachment 1 Example SOW's to the Solicitation." I looked for Attachment 1 but could not locate it. Can you direct me to where Attachment 1 is?

Response to RFI #11: Reference Amendment 0001 to GSA Solicitation No. 47PJ0019R0035, which was posted to FBO on December 26, 2018. Attachment 1 has sensitive but unclassified building information and is not posted to FBO. Contractors are required to complete the Request for SBU Information form and submit to Dylan White at dylan.white@gsa.gov to receive the attachment. Please also be advised that Attachment 1 - Example Scopes of Work to GSA Solicitation No. 47PJ0019R0035 was amended on February 1, 2019 to remove Example #3 Scope of Work, Hansen Door Project, 11/1/2017 (see Amendment 0002).

RFI #12: Do we need to be a GSA schedule holder to bid on this opportunity?

Response to RFI #12: No.
