Section 4: Project Background & Project Description GSA buildings in North Dakota have an existing Building Automation System (BAS), the CSI I/Net system, that is obsolete. The objective of the North Dakota BAS Upgrade Project is to provide a new integration platform and upgrade pathway for the obsolete I/Net system. The new integration platform will enable users to configure, program, and manage the obsolete system while seamlessly integrating new modern BACnet devices as they are added to the platform. This will allow the obsolete system to be gradually and systematically replaced with new devices over time, while providing a single platform and user interface for all BAS devices.

Before submitting a proposal on the work specified herein, each bidder is strongly advised to conduct a site visit and/or review the existing BAS to familiarize themselves with all existing conditions, identify limitations, and field verify dimensions for use in submitting offer and completion of work. No extra compensation will be allowed because of the Contractor’s misunderstanding as to the amount of work involved or because of his/her lack of knowledge of any existing conditions.

Section 5: Project Objectives The contractor shall provide labor, materials, equipment and supervision necessary to perform:

1) Installation, configuration, and programming of new integration platform with integrated web server to integrate all existing CSI I/Net devices and control objects. (Should any existing I/Net devices be offline prior to integration, the contractor shall bring those issues to GSA’s attention so that corrective action can be taken and full integration can be achieved.) Integration platform shall be the Schneider Electric SmartStruxure Automation Server (AS-P) platform. Contractor shall be a licensed partner of Schneider Electric capable of providing direct manufacturer support for the products provided.

a. GSA has an existing installation of the Schneider Electric SmartStruxure Workstation software application on a GSA server. Access to this software shall be utilized to configure/program the AS-P once it has been connected to the GSA IT network. The contractor shall not under any circumstances connect any non-GFE device or computer to the GSA network without explicit instructions from GSA.

b. Upgraded system shall:

i. Conform to ASHRAE 135-2016 (BACnet); the device shall be native-BACnet.

ii. Be BTL-listed (BACnet Testing Laboratories).

iii. Use BACnet/IP protocol to communicate with Tridium Niagara enterprise server on the GSA IP Network

iv. Be approved for use on GSA IP network by GSA IT Security. The device shall be configured for security using the applicable IT hardening guide approved by GSA IT Security.

v. Integrate existing I/Net BAS devices, making all objects available to the BACnet internetwork. All existing

BAS control points (physical and virtual) shall be mapped to be discoverable using BACnet.

vi. Simultaneously support routing for BACnet MS/TP network(s) for transition of I/Net devices that are replaced with BACnet MS/TP devices.

vii. Be sized appropriately to provide a high-performance system with 25% spare capacity. See Existing

Controller & Object Counts.pdf for the number of existing devices and points per site.

viii. Support local GUI including dynamic inter-active custom graphical representations of all controlled equipment

(and equipment controlled by integrated devices).

c. Technical and Performance Requirements:

i. The BAS vendor is responsible for configuring IP and BACnet network configurations according to GSA OFM BAS instructions. GSA manages IP and BACnet network configurations.

ii. Any required computer or server hardware (i.e. PC, laptop) and peripherals (i.e. mouse, keyboard, monitor) and/or routing and switching equipment, used to provide GSA network connectivity, will be government furnished and provided by GSA. Exception is the AS specified in Section 5:1. The BAS vendor shall not include Government Furnished Equipment (GFE), as defined, in their proposal.

iii. Any contractor-provided hardware requiring access to the GSA network must be pre-approved for use by the GSA (PBS CIO). The Schneider Electric AS-P device with v1.9.3.24 firmware is already pre-approved by

GSA (PBS CIO).

iv. All BACnet objects that mirror I/Net objects shall support read functionality.

v. All new and integrated control points, equipment schedules, and trend logs shall be BACnet objects discoverable using any BACnet client. All BACnet objects shall be listed in an Object Naming Submittal spreadsheet (see Object Naming Submittal TEMPLATE-v1.xlsx) with GSA Object Naming Standard names for each object, and submitted to GSA OFM BAS for approval. Approval of object names shall be obtained from GSA prior to proceeding with implementation of the naming. GSA is not responsible for re-work resulting from using unapproved object naming.

3 | P a g e

vi. Legacy system objects and new BACnet objects shall be capable of being displayed on the same graphic.

vii. All cabling in GSA buildings must be designed and installed in accordance with Chapter 16 (Building

Automation) Building Industrial Consulting Services International Inc., (BICSI) standards, for guidance on serial cables, and in conjunction with the GSA Telecommunications Distribution and Design Guide (TDDG), as it relates to Ethernet cabling.
