Scope of Work 2/27/2018
1. Project Title: Cabell Common Area LED Lighting
2. Project Location: TX0284ZZ Earle Cabell Federal Building and Courthouse 1100 Commerce St.
Dallas, Texas 75242
3. Building Location Hours: Normal business hours are 6:00 a.m. to 6:00 p.m., Monday through Friday
(excluding Federal Holidays). All work shall take place after normal business hours (nights and weekends).
4. Purpose: The contractor shall provide all materials, supplies, labor, equipment and supervision, necessary to complete the replacement of all existing fixtures with new L.E.D. fixtures within the common and mechanical areas of the building.
5. Notice to Proceed:
5.1 The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed.
5.2 Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR (Contracting Officer Representative) and agree on a sequence of procedure; means of access to premises and building; delivery of material and use of approaches; use of corridors, stairways, elevators, and similar means of communications; and the location partitions, eating spaces for spaces for Contractor’s employees and the like.
5.3 Notice to Proceed (NTP): A NTP will be issued after bonds and insurance are accepted to authorize the contractor to order the equipment upon approved submittals. The contractor shall provide a proof of purchase document to the GSA Project Manager within fourteen (14) calendar days after the acceptance of the submittals.
6. Period of Performance: All work shall be completed within 135 calendar days from the Notice to
Proceed.
7. Progress Meetings: The Contractor shall meet with the Government for the purpose of jointly reviewing the actual progress of the project as compared to the as planned progress and to review the planned activities for the upcoming two weeks. The progress meeting will address the status of progress to date, potential delays, Changes, and Submittals. The contractor shall prepare and distribute meeting minutes within 3 days following each meeting. Progress meetings shall be held bi-weekly during the lead time of the equipment, and weekly during construction.
8. Description of Work: Contractor shall provide all materials, labor, tools, equipment and supervision to accomplish tasks as outlined in contractor documents.
8.1 Light Fixture Replacements:
8.1.1 Contractor shall be responsible to perform and document before and after foot-candle readings for all areas where light fixtures will be replaced as part of this SOW. Contractor shall utilize a calibrated light meter which may be inspected by GSA at any time.
8.1.2 Remove and dispose of properly all existing light fixtures and associated components.
Ballasts and lamps shall be properly disposed of in accordance with Federal, State, and Local regulations.
8.1.3 Contractor shall restore all surfaces (ceiling, wall, floors, etc.) affected by the work within this scope by matching the building standard (e.g. ceiling tile, paint color, concrete repair, etc.).
8.1.4 Fixture B and K (as listed in Table 1, page 6), fixture counts shall be reduced. The contractor shall:
8.1.4.1 Remove and dispose of properly the existing light fixture.
8.1.4.2 Remove electrical wiring and conduit back to closest J-box and ensure J-box is properly covered with a face plate.
8.1.4.3 Fixture B, only:
8.1.4.3.1 Remove every other fixture within identified common corridors.
8.1.4.3.2 Replace with matching ceiling tile (e.g. appearance and size).
8.1.4.3.2.1 Additional T-bar and grid supports may be needed.
8.1.5 Fixture K (Basement Parking), the contractor shall:
8.1.5.1 Remove all existing surface mount fluorescent fixtures.
8.1.5.2 Existing electrical wiring will be utilized for the 13 new L.E.D fixtures (Fixture K).
8.1.5.3 A diagram of the placement of the 13 new L.E.D replacement fixtures shall be provided by GSA after award during the pre-construction meeting.
8.1.6 Fixture J and G shall require an occupancy/motion sensor that has high/low (bi-level) operational capabilities. Contractors shall provide an equal to or better than the recommended occupancy/motion sensor located in Exhibit A.
8.1.7 L.E.D. replacements (fixtures/retrofit kits) shall be equal to or better than recommended replacements specified in Table 1. See Exhibit A for detailed cut sheets on recommended replacements.
8.1.7.1 All L.E.D. replacements shall meet the requirements specified in section 9.
Specifications and Requirements.
8.1.8 Existing Lighting Controls, night light operation, emergency egress/generator circuits shall be maintained and remain operational with new L.E.D. replacements.
8.1.8.1 Emergency Egress/Generator Circuits
8.1.8.1.1 Emergency ballasts and battery back-ups will not be required with the new
L.E.D replacements.
8.1.8.1.2 Contractor shall tie new L.E.D. replacements to emergency circuit where existing fixtures are found to be tied into emergency circuit.
8.1.9 The contractor shall ensure that the newly installed fixtures and/or retrofit kits are 100% operational before leaving for the day. During construction, the contractor shall make any necessary repairs to all new fixtures and/or retrofit kits that fail under the scope of this project.
8.1.10 The contractor shall provide attic stock of five (5) Fixture A type, and one (1) fixture per remaining new fixture types as listed in Table 1.
8.2 All material, workmanship and equipment shall be subject to the inspection and approval by the Contracting Officer Representative. All work unsatisfactorily performed shall be promptly corrected and made acceptable for the Government.
8.3 Any cost associated with using the O&M’s staff to support after hour work shall be included in the pricing proposal.
9. Specifications and Requirements:
9.1 New L.E.D. Light Fixture Requirements:
9.1.1 All proposed new L.E.D. light fixtures shall comply with the minimum standards set by the following organizations:
9.1.1.1 Dept. of Energy, Energy Star Program and/or Design Lights Consortium (DLC)
9.1.1.2 Underwriters Laboratories (UL)
9.1.1.3 PBS P-100 April 2017
9.1.2 All new L.E.D light fixtures installed shall be either registered with the DLC or Energy Star Program. Recommendations in Exhibit A shall not supersede this requirement.
9.1.3 All new L.E.D. fixture and drivers must have 0-10 volt dimming capability.
10. Material Technical Specifications:
10.1 Where a particular manufacturer's product is specified, it is not intended to discriminate against other manufacturer's which are equal in quality of material, workmanship, appearance and function to those specified. Rather, it is intended to establish and indicate the desired standard of quality. If any tests are required to determine the equality of any substitutes, such tests shall be made by an independent authority as approved by the government. All expenses related to proposed substitutions shall to be paid by the Contractor.
11. Special Instructions:
11.1 Contractor is responsible to verify proposed L.E.D. fixtures are registered with DLC or Energy Star.
11.2 Contractor is responsible to comply with the “Buy American Act”. Buy American Act provides domestic construction material be used in performing this contract.
11.3 Contractor shall provide mockup fixtures for Fixtures D, H, and J (as listed in Table 1) within 14 days after the Notice to Proceed (NTP) is issued by the Contracting Officer.
12. Performance Requirement:
12.1 The Contractor shall field verify existing conditions prior to any demolition.
12.2 The Contractor shall be responsible for coordinating all activities of subcontractors. This responsibility includes coordination of; preparation of shop drawings preparation of shop drawings produced by different subcontractors where their work interfaces or may potentially conflict or interfere and the installation of such work; scheduling of work by subcontractors and use of the Project site for staging and logistics.
12.3 The contractor shall reinstall existing access panels; etc., back to their original location and condition after all work is completed.
12.4 Within ten (10) days of contract award, Contractor shall submit one electronic set of product data and must be certified by the Contractor stating that it was reviewed and approved. Product to be used must be highlighted on the data sheet by the Contractor. Product Data used for construction must bear GSA’s stamp certifying final review and approval. No product shall be used that does not bear such stamp. Submittals shall be identified on a submittal register provided by the Contractor and transmitted using a transmittal letter.
12.5 Contractor to provide the following within ten (10) days of Notice of Proceed (NTP) for GSA approval:
12.5.1 Project Schedule: Project schedule must be approved by the GSA Project Manager prior to performing any work under this project. The project schedule shall incorporate milestone events specifics in the Contract, including as applicable NTP, Substantial Completion and milestones related to specific work phases and site restrictions. Microsoft Project or other similar format can be used for this schedule.
12.5.2 Safety Plan: A site specific plan including hazardous communication plan list of the flow of communication in case of emergency, lock-out / tag-out with narrative that explains lock-out / tag out procedures, Activity Hazardous Analysis (AHA) / Job Hazardous Analysis (JHA) for major activities, crane safety plan (if applicable) for crane erection and use.
12.5.3 Schedule of Values: The Contractor shall prepare and submit for approval a detail cost breakdown of the Contract price, to be referred to as the Schedule of Values, assigning values to each component of the Work.
12.5.3.1 Values must include all direct and indirect cost, although a separate value for bond cost may be established.
12.5.3.2 The Schedule of Values must contain sufficient detail to enable the Project Manager to evaluate applications for payment.
12.5.3.3 Before submitting a request for payment, the Contractor shall schedule a pencil copy review with the Project Manager for review and acceptance.
12.5.4 Construction Waste Management Plan: The plan shall include, but not limited to, a list of the materials to be reused or recycled.
12.5.4.1 The Contractor will record and track the type and quantity, by weight or each material salvaged, reused, recycled or disposed throughout the project. The Contractor shall provide a Construction Management Waste Management Report upon request of Substantial Completion.
12.5.4.2 A dumpster may be utilized onsite. Location and access will be discussed during pre-construction meeting.
12.5.4.3 Cardboard material can be recycled through the onsite custodial contractor.
Coordination will be discussed during the pre-construction meeting.
13. Security Requirements:
13.1 All contractor personnel performing work on premises at GSA owned and operated buildings are required to pass a security background check conducted by the Office of Personnel Management (OPM). Each contractor employee shall submit fingerprints and appropriate background investigation documents as instructed within the required timeframe. No contractor employee or subcontractor will be allowed to perform work on the building premises until the individual has been determined to be suitable for working on GSA contracts by OPM, and a suitable enter on duty (EOD) notification is received from GSA. Final payment will not be made until all security badges are returned to the Contracting Officer.
14. Liquidated Damages: $103 per day will be assessed each day past the substantial completion date and will be deducted from the contractor’s final payment application.
15. Sustainability:
15.1 Green Purchasing:
15.1.1 The contractor shall refer to the “Green Procurement Compilation” for all products being installed in federal facilities. The Green Procurement Compilation can be found at https://sftool.gov/greenprocurement. The standards found in this compilation shall guide all product purchasing decisions as they relate to federal facilities.
16. Closeout:
16.1 Contractor shall provide three (3) copies of owner’s (O&M) manuals for new equipment.
16.2 Contractor shall return all GSA Badges issued, and GSA issued equipment for this project. Final payment will not be authorized until all O&M manuals, badges, and GSA issued equipment are provided and returned.
