PRE-PROPOSAL CONFERENCE AGENDA

SOLICITATION NUMBER: 47PH1118R0004 Replacement of Common Area Lighting fixtures with LED Lighting Fixtures at Federal Building/Courthouse 1100 Commerce Street Dallas, Texas 75242.

10:00 am Central time February 22, 2018

1. GREETING AND INTRODUCTIONS (Stuart Lamkin)

A. No oral statements made shall change the solicitation – any changes will be documented in a written amendment posted to FBO.gov.

B. Sign-in sheet: All attendees must sign in on the sign-in sheet.

C. Minutes will be issued in an amendment to the solicitation.

2. GSA CONTRACTING COMMENTS

A. This Solicitation is set-aside for Small Businesses in accordance with FAR 19.

B. Basis for Award - Award will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-price factors (See Section VI. of Document C201 – The Solicitation).

C. Overview of Technical Evaluation Factors (Please see the solicitation for the full description of the evaluation factors. Below are highlights only.)

1) Management/Technical Approach and Installation Schedule

The Offeror shall submit a Management/Technical Approach that demonstrates an understanding of the management/technical skills and equipment required to perform all contract requirements, including quality control, safety, testing, training, and timeliness of installation. The technical approach shall include the offeror’s proposed lighting submittal for evaluation.

This factor also considers the contractor’s understanding of the requirements outlined in the RFP by developing and submitting an estimated Installation Schedule, including the critical path required to furnish a satisfactory installation within the performance period stated. Please do not submit a sample schedule for a project you previously completed. Your submitted schedule must demonstrate satisfactory installation within the performance period. Your schedule should also be readable.

2) Experience on Comparable Projects – Use Attachment A

The Offeror must demonstrate successful experience as a General Construction (GC) Contractor and/or as an electrical lighting contractor responsible for the construction of at least three (3) but no more than five (5) “similarly complex” projects substantially completed within the past six (6) years from the date of the issuance of this solicitation.

It is imperative that your experience demonstrates the characteristics provided that define what is considered “similarly complex.”

Please provide the type of lighting equipment that your project included so that the determination can be made that it is comparably sized .

The total project construction cost at award of the construction contract(s) was not less than $50,000.00 (characteristic #5).

3) Past Performance of Offeror

The Offeror’s past performance record demonstrates satisfactory performance on at least three

(3) similar projects substantially completed within the last six (6) years from the issuance of this solicitation.

Past performance questionnaires must be signed by the references and enough information provided that demonstrates that the project is similar to this procurement.

CPARS evaluations may be submitted in lieu of the Past Performance Questionnaires. Again, enough information should be provided about the project to demonstrate that the project is similar to this procurement.

D. Questions/Request for Information must be sent to LH Lee, Contract Specialist, at lh.lee@gsa.gov and Shawna Villarreal, Contracting Officer, at shawna.villarreal@gsa.gov. Submit no later than 10 days prior to the proposal due date (March 5, 2018).

E. Proposal due date and time: March 15, 2018 at 2:00 PM CST (Extensions are not currently anticipated). Complete offers must be received by the due date and time. Any portion of a proposal (with the exception of the bid bond) received after the due date and time will be handled in accordance with FAR Provision 52.215-1 Instructions to Offerors—Competitive Acquisition (JAN 04) which can be found in section IV.A. of Document C201-SB LPTA.

F. A bid guarantee is required. Proof of insurance, performance and payment bonds will be required after award.

G. Complete Annual Representations & Certifications in SAM. The NAICS code is 238210 and your representations and certifications under FAR provision 52.219-1 must demonstrate that you are a small business for 2382100. Ensure you have submitted a VETS-100/4212 Report. (Please see section II.E. of Document C201-SB LPTA).

H. Magnitude of Construction is $250,000 to $500,000.
