Attachment A (Responses in Red)
1. The primary question is whether a second walk-through will be made available? Due to the inclement weather surrounding the DFW area and a loss of power for many, a number of persons were unable to attend the original walk-through. It would seem fair and advantageous to the government that a second walk-through be made available. Even those who made the first walkthrough might appreciate a chance to check their notes after completing their research. Second site visit was made available on March 5, 2018 at 10:00 a.m.
2. What areas and times must be done during non-working areas? All work shall take place after normal business hours. See updated SOW dated 2/27/2018
3. Will a lay down area or storage space be made available? If a space is not available in the building will a space for a container be provided outside and contiguous to the building? A storage space will be available in the basement of 1114 Commerce St (adjoining building). Also, there is an outside location available for a dumpster. See updated SOW dated 2/27/2018
4. What is the manufacturer, part number, and description of the ceiling components requiring replacement? No part numbers are available, however, the contractor shall match existing acoustic tile and t-bar 2' cross sections.
5. What drawings and wiring diagrams are currently available? This is particularly critical when planning for the back-up lighting plan. No drawings available. See updated SOW dated 2/27/2018
6. What are the waste plans and responsibilities for material removed through the process of the work? Universal waste should be handled as outlined in the SOW. All other trash/debris should be diverted from the landfill as much as feasibly possible. The winning contractor shall submit a C&D (construction & demolition) plan as a pre-execution deliverable to the GSA project manager.
7. What is the cost and timeline to obtain entrance tags for the contractors’ staff? No cost to the contractor. Background checks and badge issuance typically takes 45 days.
8. The SOW said the contractor is responsible for obtaining incentives, but I have heard that some of this work has already been started by the government. Can you clarify? Contractor will not be responsible for incentives. See updated SOW dated 2/27/2018.
9. It has become clear that the stipulated “air function” in the Lithonia may not be necessary. If true, this adds to the project cost un-necessarily. What fraction, if any, require the air function? None of the 2x4 or 2x2 fixture requires the “air function” as stipulated on the Lithonia data sheet within Exhibit A. However the contractor shall include in their proposal a quantity of (25) 2x4 egg crate air return grills and labor to remove existing tile and install grills.
10. Is it a requirement or an option to have previous clients fill out Client Information forms on pages 82-84? If so, do the clients send the questionnaire back to us or directly to you? Past performance must be completed by client. Experience can be completed by the contractor with contact info. for their client. Clients may send the questionnaires back to the contractor.
11. What is the number of 1x4 fixtures in bathrooms? Specified in Table 1 within SOW dated 2/27/2018
12. How many back to back fixtures are in the hallway? How many need to be replaced? Reference updated SOW dated 2/27/2018 and Table 1. All quantities are given.
13. For Fixture A, how many CFL emergency ballasts are needed? Reference updated SOW dated 2/27/2018. No emergency ballasts are required.
14. Are there narratives necessary for factors other than price? (p23) Other than Attachment A or B Reference Factor 1 in solicitation.
15. Is the installation schedule required with the initial offer? Yes. Reference Factor 1 within solicitation.
16. What are the hours of work? Reference updated SOW dated 2/27/2018.
17. Is there short term storage available on site? Yes. Reference answer to Question #3.
18. Parking available to contractors? No.
19. What are the safety plan and procedure requirements? Reference updated SOW dated 2/27/2018.
20. Do you expect Asbestos containing materials in work areas? No.
21. Measure A: Is the quantity that of fixtures or lamps? Reference Table 1 within updated SOW dated 2/27/2018.
22. Measure B: Are we to repair the ceiling where fixture is removed? Reference updated SOW dated 2/27/2018.
23. Are any fixtures to be moved? (Especially in Measures B or K) Reference updated SOW dated 2/27/2018.
24. Measure D: Is it true that the existing is a MIX of recessed or surface mount? Yes
25. Measure B: 3000 L is a bit too low typically as a replacement for 3L or 4L LFLs typical in Halls, especially that measure C (2x2s) require the same light level or higher. Reference Table 1 within updated SOW dated 2/27/2018.
26. Measure E: is the quantity that of fixtures or lamps? Reference Table 1 within updated SOW dated 2/27/2018.
27. Measure E: What is the quantity that lamps/fixtures? Reference Table 1 within updated SOW dated 2/27/2018.
28. Measure E: Are the divers to be 0-10 dimmable or non-dimmable? Reference updated SOW dated 2/27/2018.
29. Measure G and J: Should the occupancy sensors be on/off or bilevel? Reference updated SOW dated 2/27/2018 and sensor cut-sheet in Exhibit A.
30. Can we use GSA dumpsters for trash and removed fixture bodies? No. Contractor will be required to provide their own dumpster for debris removal. All items removed shall be recycled to the greatest extent possible.
31. Can GSA provide storage in the building for new fixtures, tools, ladders, etc.? Yes. Reference answer to Question #3.
32. Table 1. There appears to be an error in the listing for Fixture K. Table 1 lists existing fixture K as a 4’ troffer; specification sheet for Fixture K show a wraparound fixture. Please advise. There is no error. Existing troffers will be completely removed. Reference updated SOW dated 2/27/2018.
33. Will the government supply the ceiling tile specs so as to prepare quote which includes necessary/incidental replacement? No part numbers are available, however, the contractor shall match existing acoustic tile and t-bar 2' cross sections.
34. Will the government supply a floor – by – floor break down of fixture placement to more accurately schedule activities? Yes. A floor by floor breakout will be provided to the winning contractor after award. All quantities are given within updated SOW dated 2/27/2018.
35. It is anticipated that all work will be conducted outside of normal business hours. Is this inclusive of exterior lighting accurately and parking areas? All work shall take place outside of normal business hours. Reference updated SOW dated 2/27/2018.
36. In Exhibit A, Fixtures B and C call for “Air supply/return or to maintain black reveal (black en brackets for parabolics)” and a low voltage dimming function. We noticed the exiting fixtures had neither of these functions, and low voltage dimming functions would require rewiring all lamps and switches for low voltage dimming. Can you confirm these two functions are necessary in our lighting package? None of the 2x4 or 2x2 fixture requires the “air function” as stipulated on the Lithonia data sheet within Exhibit A. However the contractor shall include in their proposal a quantity of (25) 2x4 egg crate air return grills and labor to remove existing tile and install grills. Contractor is required to ensure all new L.E.D. fixtures and drivers are 0-10 volt dimming capable. There are no existing dimming switches or other existing ‘dimming’ components to tie into in the areas covered by this SOW. Reference updated SOW dated 2/27/2018.
37. During walk through, we noticed some 1’x2’ light fixtures inside some restrooms. These fixtures are not on Scope of Work. Is there any work to be performed on these fixtures? Yes. Reference Table 1 within updated SOW dated 2/27/2018.
38. In Exhibit A, Fixture H calls for a new Recessed can installation. The area in which these fixtures are installed are hard ceilings and would require demolition of existing can and installation of new fixture. Are we required to swap out existing cans and install new “equal or better” can, or may existing can remain and use a Metal Halide retrofit bulb be used in this area? Demolition of existing can is not required. Exhibit A, Fixture H was updated with a retrofit type replacement. Please reference updated Exhibit A.
39. Is there any work to be performed to existing Exit lighting? No. Exit lighting signs are not included in this SOW.
40. In the regards to the “end to end” 2x4 fixtures that are to be reduced, are we to provide a 2’x4’ ceiling tile in its place where 2’x2’ tile grid exist, or must we provide a ceiling t-bracket, and install 2 – 2’x2’ ceiling tiles in its place? Contractor will be required to match existing suspended ceiling look. Reference updated SOW dated 2/27/2018.
41. Is EM lighting in this building back up with circuits powered by a generator in the event of power loss, or is the EM lighting backed up via battery power per individual fixture? The building has an emergency back-up generator that provides power through emergency circuits. Reference updated SOW dated 2/27/2018.
42. If any of the new fixtures require EM capability it is not listed within the specifications. We would need to know which fixture types require EM, and how many locations are necessary for each type. Reference updated SOW dated 2/27/2018.
