About this file

This is Amendment 1 to solicitation 47PH0825R0004 for a Design-Build contract to improve and construct roadways at the Santa Teresa Land Port of Entry in New Mexico. The amendment provides pre-proposal meeting minutes from January 22, 2025, sign-in sheets, and revisions to the Statement of Work dated January 23, 2025.

Key updates include revised square footage for several areas: POVSRD2 reduced to 5,885 SF from 30,604 SF, CIDOCKPK1 reduced to 23,978 SF from 24,558 SF, and questions and answers addressing technical requirements for Low Embodied Carbon materials, security clearances, and project execution. The amendment clarifies that e-signatures are acceptable, the Superintendent and QC Manager must be separate individuals (though SSHO duties can be performed by either), and each past performance reference must be $5M or greater (cannot be combined). Proposals are due March 4, 2025 at 12:00 PM Fort Worth time, with final questions due February 14, 2025. The project involves approximately 190,000 SF of concrete pavement repair/replacement using Low Embodied Carbon materials over 300 calendar days.

II. INTRODUCTIONS

• GSA Contracting Officer: Jason Gerloff

• GSA Contract Specialist: Jeff Kang

• GSA Project Manager & Contracting Officer’s Representative: Adena Alarcon

III. MEETING PURPOSE

This meeting is to brief prospective offerors on the nature of the work, to clarify the solicitation, to identify any ambiguities in the solicitation, and to answer any questions.

During this meeting, all technical questions will be directed to the GSA Project Manager.

All administrative and contracting questions will be directed to the Contracting Officer.

"No oral statement made by a government representative during this pre-proposal conference, nor any written record of such oral statements as may be made and subsequently furnished to the offeror, will be deemed to have the effect of adding to, modifying, or otherwise varying from the written provisions of the solicitation (including, but not limited to specifications, drawings, and written amendments to the solicitation). In the event the discussion or questions raised during the pre-proposal conference and site walk indicate a need to modify the solicitation, an amendment to the solicitation shall be issued in writing; and such amendment to the solicitation shall be acknowledged in the same manner and under the same conditions as all other written amendments to a solicitation."

IV. PROJECT OVERVIEW (PM)

A. Background

The Santa Teresa LPOE is the facility that provides controlled entry into or departure from the United States for persons and cargo arriving as commercial, non-commercial, or pedestrian traffic. The LPOE houses the U.S. Customs and Border Protection (CBP) and other federal inspection services (FIS) agencies responsible for the enforcement of federal laws pertaining to immigration, drugs, agriculture, wildlife, smuggling, and commerce.

B. Description of Project

This design-build project involves roadway repair and replacement of approximately 190,000 square feet (SF) of concrete pavement, using Low Embodied Carbon (LEC) materials, to include LEC asphalt, concrete, and steel. The repairs consist of complete reconstruction, surface reconstruction, mill and 2” asphalt overlay, joint sealing, patching, and the select replacement of 8” – 13” thick reinforced concrete. Construction phasing will be required to allow for continued LPOE traffic flow and operation during construction. The project consists of seventeen (9) sites (areas) within the LPOE.

C. Inflation Reduction Act (IRA)

The Inflation Reduction Act (IRA) of 2022, Pub. L. No. 117-169, enacted in August 2022, provided GSA with significant funding for (a) measures necessary to convert facilities to high-performance green buildings, (b) acquisition and installation of construction materials and products with substantially lower levels of embodied greenhouse gas emissions, and (c) emerging and sustainable technologies. The Contract resulting from this Solicitation will be funded in part by IRA appropriations, and it contains numerous IRA-specific requirements. Requirements include, but are not limited to, requirements regarding pricing, invoicing, submittals, materials, and construction. In addition, please note that this Solicitation contains an evaluation factor favoring certain construction materials with the lowest possible levels of embodied carbon. Offerors shall carefully review this Solicitation, the Agreement, the Statement of Work, the Specifications, and the Drawings. Offerors are responsible for accurately pricing and, if successful, fully performing all Contract requirements.
