During contract performance, are offerors required to provide Project Managers/Onsite Supervisors at both locations simultaneously? Section C.1.2.2, Authority
Answer No, Refer to C.1.2.2 Authority
The way we understand the RFQ, the requirement for bidders to provide resumes for all supervisory positions and be forced to hire these employees seems unusual since offerors are not allowed access to incumbent personnel under after award. If bidders propose new supervisor staff, a vast amount of institutional knowledge walks out the door with incumbent staff departure. This makes it infeasible for the awardee to vet the current, knowledgeable incumbent supervisory staff prior to award to determine whether they need to search for more qualified or experienced personnel. This seems counter-productive to providing the best possible service for the buildings. Will the Government consider the resumes as minimally acceptable qualifications, as stated in Factor 1(a), however, permitting the awardee to vet the current staff before making changes to existing incumbent supervisory team? This would allow the awardee to change Key Personnel after award if incumbent personnel are qualified and acceptable.
