AMENDMENT 0002

CUSTODIAL SERVICES FOR TSA LEASED SPACE AT THE TED STEVENS INTERNATIONAL AIRPORT

SOLICITATION NO. 47PG5126Q0003

DATE AMENDMENT ISSUED: SEPTEMBER 9, 2026

The following requests for information and answer are hereby incorporated by reference as part of solicitation documents for the Custodial Services for TSA Leased Space at the Ted Stevens International Airport, Solicitation No. 47PG5126Q0003.

8. Section 1.5, Service Calls, is marked “RESERVED.” However, the QASP includes response standards for emergency service calls of five minutes during the contractor’s normal working hours and one hour after hours. Please confirm whether emergency or on-demand service calls are required under this contract. If so, please clarify the expected coverage and response requirement.

RESPONSE: PWS Section 1.5, Service Calls, is reserved. The solicitation does not establish a separate recurring requirement for emergency or on-demand service calls beyond the Contractor’s obligation to meet the PWS performance standards, approved cleaning schedule, and any corrective action requirements. If additional custodial services are needed outside the Standard Services, the Government may order such services in accordance with the IDIQ/task order provisions of the contract, as applicable.

9. Security Vetting Lead Times & Transition Continuity (PWS Section 5.1 & Exhibit 4): PWS Section 5.1 and Exhibit 4 dictate that GSA Tier 1 background check forms must be submitted 15 calendar days prior to contract start. Given the narrow window between anticipated award and the October 1 start date, please clarify whether personnel with pending initial fitness determinations may perform non-disruptive work under escort during the transition period, or if 100% of staff must receive favorable initial fitness determinations prior to physical facility entry on Day 1.

RESPONSE: Personnel requiring routine unescorted access for more than six months are considered long-term contractors and must receive an initial fitness determination and have a Tier 1 or higher background investigation initiated before beginning work on the contract. Long-term contractors cannot begin work and cannot be escorted prior to obtaining an initial fitness determination. After the initial fitness determination and before issuance of a GSA Access Card, personnel must comply with normal facility access procedures, including sign-in, temporary badging, and escorted entry, as applicable. The tenant agency may have unique access requirements. Any tenant specific access requirements will be managed as part of contract administration.

10. Attachment B2 Above Standard Services Estimated Quantities (FAR 52.212-2 & Attachment B2): The

Addendum to FAR 52.212-2 states that the Total Evaluated Price for Above Standard Services (IDIQ) will be evaluated by multiplying proposed unit prices by Government estimated quantities. However, in the published Excel template (Attch B2 - Pricing Sheet TSA Anchorage Custodial 20260831.xlsx), quantity fields for IDIQ line items remain blank. Will GSA issue an updated Attachment B2 populated with standardized evaluation quantities to ensure an equitable price evaluation across all quoters?

RESPONSE: The Pricing Sheet (Attachment B2) has been updated with revision 1, dated September 2, 2026. The revision includes updates to fields to add Option Year I to the Above Standard Services. The estimated quantities for each of the periods of performance is indicated in the Pricing Sheet (Attachment B2) as one (1) lump sum.

11. Custodial Storage & Facility Utility Access (PWS Section 4.1): PWS Section 4.1 states that

Government-furnished storage space and custodial closets will be provided "where available." Please confirm whether dedicated, lockable custodial storage space and janitorial utility sinks are available within or adjacent to the 4,634 cleanable square foot TSA leased space at Ted Stevens International Airport for contractor supplies, SDS binders, and commercial floor equipment.

RESPONSE: The PWS indicates the Government will provide space in the building for storage of supplies and equipment inventories and custodial closets where available. The Government will identify available storage/closet space, if any, and any available utility sink access for this facility. If conditions differ from these assumptions, then the parties may handle it through a bilateral modification to the contract.

12. SAM.gov displays the Date Offers Due as September 10, 2026 at 6:00 p.m. AKDT, while the solicitation description states September 10, 2026 at 6:00 p.m. Mountain Time. Please confirm the controlling time zone and that the September 10 due date remains unchanged.

RESPONSE: The quote deadline is September 10, 2026 no later than 6:00 p.m. Alaska Time.

13. [It is understood] that the current pricing document is “Attachment B2 - Pricing Sheet TSA Anchorage

Custodial_rev1_20260902.xlsx” and that Amendment 0001 applies. Please confirm that these are the controlling current documents for quotation submission.

RESPONSE: See Amendment 0001.

14. WHERE [IS] THE TRANSITION PHASE IS PRICED

Amendment 0001, Answer 3, states that a separate payment will not be made for the Transition Phase and that financing the contract is the contractor's responsibility. The Transition Phase runs from September 14, 2026 through September 30, 2026 and performance begins October 1, 2026. Attachment B2, revision 1, carries no transition line item.

Does the Government intend transition costs to be amortized into the CLIN 0001 base year monthly unit price, or recovered another way? We would like the pricing sheet we submit to be arithmetically consistent with the Government's intent.

RESPONSE: A separate transition phase CLIN or separate transition phase payment will not be provided.

Quoters are responsible for accounting for any transition, onboarding, plan submittal, badging, mobilization, or similar costs within their proposed pricing. The Government will process monthly payments for Standard

Services in accordance with the solicitation and contract payment terms.

15. Beyond the standard fitness and background determination process described in Amendment 0001, does contractor personnel working in this TSA leased space at Ted Stevens International Airport also require a separate Airport ID Badge issued through the Anchorage airport authority? If so, could you describe that process, its timeline, and whether it runs concurrently with or after the fitness determination described in the amendment?

RESPONSE: PWS 5.2(A): comply with all GSA and tenant agency security requirements. PWS 5.2(B): tenant agency responsible for access credentials where physical access control system is used. See above Request For

Information No. 9 and its response.

16. Once personnel are cleared and badged, is unescorted access to the leased space available during normal cleaning hours, or is a Government escort required for every cleaning visit throughout the life of the contract?

RESPONSE: Contractor personnel who have obtained the required favorable fitness determination and applicable access credentials may access the work area in accordance with facility access control procedures. A Government escort is not anticipated for every cleaning visit for properly cleared and credentialed long-term contractor personnel. Temporary contractors and personnel without the required fitness/access credentials are subject to the escort requirements in PWS Section 5.4.

17. Is there a designated janitorial closet or storage space within the leased premises, or would the contractor need to transport equipment and supplies to and from the site for each visit?

RESPONSE: The PWS provides that the Government will make space available in the building for storage of supplies and equipment inventories used in performance of the contract, and custodial closets where available. The Government will identify available storage/closet space for the successful contractor. See above Request for Information No. 11 and its response.

18. Section 2.4.1.8 of the PWS lists Interior Window Washing as an active requirement and Exterior Window

Washing as Reserved. Can you confirm exterior window washing is fully out of scope for this contract?

RESPONSE: Exterior window washing is not included in the current PWS requirement. PWS Section

2.4.1.8.2, Exterior Window Washing, is marked “RESERVED”.

19. Are water and electrical utilities available on site for the contractor's use in performing custodial services, or must the contractor supply these independently?

RESPONSE: Yes. The Government will provide electrical power at existing outlets for the Contractor to operate equipment necessary to perform the work. The Government will also provide hot and cold water as necessary and limited to the normal supply provided in the building. If conditions differ from these assumptions, then the parties may handle it through a bilateral modification to the contract.

20. RESTROOMS -- IN SCOPE OR NOT?

PWS Section 2.1.1.1.1 (Restrooms) is marked RESERVED. Several other sections that are not reserved appear to assume restrooms are serviced under standard services:

- Section 2.1.2.4 requires that sanitary napkin disposal containers be lined with new receptacle bags.

- Section 2.1.2.5 requires the Contractor to replenish supplies and fill dispensers, and refers to

"dispensers installed at accessible lavatories".

- Section 2.1.3.1 requires daily cleaning and sanitizing of all fixtures, "including, but are not limited to:

washbasins, water faucets and handles".

- Exhibit 7 defines Service Calls as standard service requirements "such as nonrecurring requests for spills, and replenishing restroom supplies".

Is restroom cleaning -- toilets, urinals, partitions, restroom floors, and restroom consumable replenishment --within the scope of standard services priced under CLIN 0001, or does the RESERVED marking at 2.1.1.1.1 remove restrooms from the requirement?

If restrooms are in scope, does the 4,634 cleanable square feet stated in Amendment 0001 include restroom floor area?

RESPONSE: Restroom cleaning is not included in the Standard Services requirement for this solicitation.

PWS Section 2.1.1.1.1, Restrooms, is marked “RESERVED.” Quoters shall price the active, non-reserved

PWS requirements for the 4,634 cleanable square feet identified in Amendment 0001/Exhibit 1. The table below provides more descriptive details of the 4,634 cleanable square feet. Any requirements in the PWS that may apply to restrooms is not applicable.
