About this file

This is Amendment 0001 to a GSA solicitation for custodial services at TSA leased space at Ted Stevens International Airport, issued September 3, 2026.

The amendment revises the Pricing Sheet (Attachment B2) dated August 31, 2026, with an updated version dated September 2, 2026, to correct a discrepancy in cleanable square footage. The cleanable space is definitively established at 4,634 square feet (reduced from the originally stated 4,947 square feet). The revised pricing sheet is available for download as "Attch B2 - Pricing Sheet TSA Anchorage Custodial_rev1_20260902." The amendment incorporates seven question-and-answer pairs addressing key solicitation clarifications: (1) square footage specifications for pricing; (2) staffing flexibility within performance-based requirements; (3) pricing structure for the September 14-30 transition period and firm-fixed-price CLINs 0001, 1001, and 2001, with transition costs fully burdened in the base year rate and no separate transition phase payment; (4) fitness/background determination timing (initiated after award, at least 15 days prior to October 1, 2026 performance start); (5) incumbent contract information (PIID 47PG5126C0002 for current contract; PIID 47PL0221C0001 for previous contract); (6) first-time quoter submission requirements (signed Pricing Sheet, Staffing Plan, and listed items, plus active SAM registration); and (7) Staffing Plan detail expectations (proposed staffing positions and coverage plan without identification of specific janitorial personnel at quote stage). The contract commences October 1, 2026, with monthly payments processed for Standard Services.

AMENDMENT 0001

CUSTODIAL SERVICES FOR TSA LEASED SPACE AT THE TED STEVENS INTERNATIONAL AIRPORT

SOLICITATION NO. 47PG5126Q0003

DATE AMENDMENT ISSUED: SEPTEMBER 3, 2026

Amendment 0001 to Solicitation No. 47PG5126Q0003 incorporates the following amendments—

1. The Pricing Sheet (Attachment B2), dated August 31, 2026 is replaced in its entirety with the Pricing Sheet

(Attachment B2), as revised September 2, 2026. The revised pricing sheet is available for download under the file titled Attch B2 - Pricing Sheet TSA Anchorage Custodial_ rev1_20260902.

The following requests for information and responses are hereby incorporated by reference as part of solicitation documents for the Custodial Services for TSA Leased Space at the Ted Stevens International Airport, Solicitation No. 47PG5126Q0003.

1. PWS Exhibit 1 (Building Information Sheet) notes that [quoters] are responsible for verifying cleanable space dimensions and site conditions. The PWS Building Information Sheet identifies approximately 4,634 cleanable square feet while the pricing attachment identifies 4,947 square feet. Which square footage should quoters use for pricing? Could the Government clarify whether a formal pre-bid site walk-through will be scheduled prior to the September 4, 2026 question deadline, or should offerors request site access directly through the designated GSA Building Manager?

RESPONSE: There will not be a site walkthrough for this solicitation. Do not submit requests for site access.

The cleanable space is 4,634 square feet. The Pricing Sheet (Attachment B2) has been updated with revision 1, dated September 2, 2026 to resolve the discrepancy on the “Cost Summary” worksheet and change the Building Cleaning Square Footage from 4,947 square feet to 4,634 square feet.

2. Is there a day porter or continuous daytime custodial coverage requirement, or is staffing left to the contractor provided all PWS performance standards and required frequencies are met?

RESPONSE: No. The requirements are performance-based services.

3. The solicitation specifies a contract Transition Period from September 14, 2026, through September 30, 2026, with full operational performance commencing on October 1, 2026. However, Attachment B2 (Pricing

Sheet) only includes line items for Base Year (October 1, 2026 – September 30, 2027) and Option Years.

Please clarify whether transition phase activities (e.g., security onboarding, badging, plan submittals, equipment mobilization) are to be separately invoiced or fully burdened within the Base Year Standard

Services (CLIN 0001) rate.

RESPONSE: Quoters are responsible for the presentation of their pricing to support the firm-fixed-price contract line item numbers 0001, 1001, 2001 and Above Standard Services. Financing of the contract is the contractor’s responsibility and a separate payment will not be made for the Transition Phase. In accordance with the terms of the solicitation, the Government will process monthly payments to the Contractor for

Standard Services. Additionally, please see GSAR 552.212-4 Contract Terms and Conditions—Commercial

Products and Commercial Services (DEVIATION FAR 52.212-4) (JULY 2026), paragraph (i) Payment, for more details on payments.

4. At the time of quote submission, are proposed contractor and subcontractor personnel expected to have already completed the applicable fitness/background determination, or would that process be initiated for proposed personnel following award?

If the security process is initiated following award, when does the Government anticipate beginning the fitness/access processing relative to the planned transition period and October 1 service start date?

RESPONSE: The process for completion of applicable fitness/background determination will be initiated after contract award. The expectation is that the process would be initiated at least 15 days prior to the start of performance on October 1, 2026.

5. Could [GSA] confirm if there is a current incumbent for this contract? If so, could you provide the purchase order number and the total contract value?

RESPONSE: Yes, there is an existing contract in place for these services. The procurement instrument identifier (PIID) for the contract currently in place is 47PG5126C0002. The PIID for the previous contract is

47PL0221C0001. The value of these contracts are publicly available information at http://www.sam.gov.

6. Is there anything beyond what is outlined in the RFQ (signed Pricing Sheet, Staffing Plan, and other listed submission items) that GSA would want from a first-time quoter on this contract?

RESPONSE: No. However, please be advised of the instructions per the Addendum to FAR 52.212-1

Instructions to Quoters in the solicitation, which states the following: “In accordance with the 52.204-7

System for Award Management Registration NOV 2024 (DEVIATION NOV 2025) (GSA Class Deviation

RFO-2025-04), quoters must have an active Federal Government contracts registration in SAM.”

7. For the purposes of the Staffing Plan submitted with the quote, does the Government expect identification of the specific individual janitorial personnel who will perform the work, or is it sufficient at the quote stage to identify the proposed staffing positions, subcontractor resources, responsibilities, and coverage plan?

RESPONSE: The Government does not expect the Staffing Plan for the solicitation and evaluation phase to identify individual janitorial personnel. Follow the submittal requirements in the solicitation.
