Solicitation 47PG0123R0002, Administrative and Professional Support Services for the GSA Heartland Region 6 (KS, NE, IA, MO), is hereby amended as follows:
1. Section M Factors 2 and 6 have been re-worded to comply with 13 CFR 125.11. Offerors may submit work experience/past performance from contracts/projects in which they were a first tier subcontractor. See attached. The previous iteration of Section M Factors 2 and 6 within “Amendment 01 47PG0123R0002” is hereby revoked.
2. Answers 19, 21, and 88 of the “Amendment 01: Questions and Answers” document have been revised as a result of this amendment. See attached.
3. The Industrial Hygienist and Safety Specialist positions have been combined into a single Occupational and Safety Health Specialist position. As a result, Section C.17.12 has been updated and C.17.18 has been removed. See attached C.17.12 language. Previous iterations of C.17.12 and C.17.18 are hereby revoked.
4. Additionally, the bid sheet has been updated to reflect the position description change. The document titled
“Amendment 01 Bid Sheet” is hereby removed and replaced with the document titled “Amendment 02 Bid
Sheet”. See attached.
5. All other terms, conditions, and requirements of the solicitation and its accompanying attachments remain unchanged.
Factor 2: Work Experience (GO/NO-GO)
This factor considers the extent of the prime contractor’s offeror’s work experience on similar contracts or projects.
Offerors must submit one (1) narrative for an ongoing or completed contract/project in which they provided similar services for at least one (1) year within the past five (5) years. The offeror must have been the prime contractor for the work experience provided. Per 13 CFR § 125.11(a), GSA is required to consider the past performance of certain small business offerors that have been members of joint ventures or have been first-tier subcontractors. The agencies shall consider the small business' past performance for the evaluated contract or order similarly to a prime-contract past performance. Offerors must use the same contract/project used for work experience for past performance.
For this evaluation factor, a contract/project will be considered for “similar service(s)” if shown that the contract/project was for at least 25 concurrent administrative or professional type positions (positions similar in scope to those position identified in Section C), and these positions were ordered for at least one (1) year.
The narrative must contain, at least, the following information:
• Customer/client name
• Prime contractor name if submitting past performance as a subcontractor
• Contract/Project name / number
• Location of work performed
• Number of employees performing under the contract
• Name of Customer point of contact (POC) for contract/project
• POC phone number and email address
• Contract/Project Start and End dates
• Total dollar value of the contract/project
• Description of the types of work performed o Include position titles/classifications o Position duties / tasks performed o Measured deliverables (if any)
Standard for Evaluation An offeror will receive a “GO” rating for Factor 2 when they submit a narrative which complies with the requirements for Factor 2 stated above. The work experience must be from the prime contractor for a contract/project which provided at least 25 concurrent administrative or professional type positions similar in scope to those positions identified in Section C, and these positions were provided for at least one (1) year in length.
Failure to provide a narrative detailing the prime contractors work experience as identified above will result in the offeror receiving a “NO-GO” rating for this factor.
Factor 6: Past Performance (15%)
Offerors shall demonstrate their successful past performance by providing verifiable information/references for one (1) project completed over the last five (5) years. The reference shall demonstrate ability to provide quality and timely service for similar scope and complexity requirements, shall demonstrate ability to recruit and retain qualified employees, and demonstrate ability to maintain successful business relationships. Offerors must use the same contract/project used for work experience for past performance.
For this evaluation factor, a contract/project will be considered for “similar service(s)” if shown that the contract/project was for at least 25 concurrent administrative or professional type positions (positions similar in scope to those position identified in Section C), and these positions were ordered for at least one (1) year within the past five
(5) years.
Per 13 CFR § 125.11(a), GSA is required to consider the past performance of certain small business offerors that have been members of joint ventures or have been first-tier subcontractors. The agencies shall consider the small business' past performance for the evaluated contract or order similarly to a prime-contract past performance. If an offeror is submitting past performance/work experience as a first tier subcontractor, the submission must comply with all requirements of 13 CFR § 125.11(c). In the case of a joint venture, the past performance submitted can come from either firm in the joint venture. The past performance questionnaire must identify which member of the Joint Venture is submitting the past performance for consideration. In the case of a teaming arrangement/subcontractor partnership past performance submitted can come from any member of the teaming arrangement/subcontractor partnership.
Offerors must utilize the Contractor Performance Assessment Reporting System (CPARS) evaluations for all submitted past performance references when a CPARS evaluation is available. If no CPARS evaluation is available for a past performance reference, Offerors shall request and submit past performance records utilizing the Google Form Past Performance Questionnaire (See Section J). Offerors must contact the Contracting Officer and Contract Specialist no later than March 1, 2023 to receive their unique Google Form hyperlink. This hyperlink should be sent to the applicable point of contact from the project to fill out the questionnaire. The point of contact must complete the Questionnaire no later than the closing date of the solicitation.
Standard for Evaluation In order to satisfy the past performance requirement, all of the following conditions must be met:
1. Two past performance questionnaires submitted prior to the solicitation due date
2. Each questionnaire lists services for similar services (at least 25 concurrent positions) that were ordered for at least one (1) year within the past five (5) years
If no CPARS evaluations are available and the offeror utilizes the Google Form Past Performance Questionnaire, offerors will be evaluated from unsatisfactory to exceptional for the following categories:
1. Quality
2. Schedule
3. Management
A numeric scoring system from 1 to 5, 1 being unsatisfactory and 5 being exceptional, will be used to grade each offeror’s past performance reference. Please refer to Section J for an example of the Google Form Past Performance
Questionnaire with descriptions of each category.
In the case of an offeror without a record of relevant past performance, or for whom past performance information is not available, the offeror will not be evaluated favorably or unfavorably on past performance. However, an offeror without relevant past performance must submit a letter with their proposal certifying they have no relevant past performance. If more than two surveys are submitted, the Government will only evaluate the first two surveys submitted. If less than two surveys are submitted, and the offeror has not provided a letter certifying a lack of relevant past performance, then the proposal will not be considered further and will be removed from the procurement competition.
Amendment 02: Questions and Answers
# Reference (if applicable) Question Answer
19 Section M Factor 2 Question a: Is it possible for the Government to consider offeror's subcontract contract experience in addition to Prime Contractor Experience?
21 Section M Factor 2 Question c: Is it possible for the Government to consider an offeror's Subcontractor experience to meet this requirement?
88 Section M Factor 2
Factor 2: Work Experience, Section M Factor 2 and Factor 6: Past Performance page 120 seem to be contradictory.
Factor 2 indicates that the work experience must be from the prime contractor. Factor 6 indicates that the past performance can be from any teaming partner/subcontractor. Factor 2 further indicates that the work experience and past performance must be the same 2 contracts/projects. Given work experience as required in Factor 2 must be from the Prime, this seems to indicate that past performance must be from the prime also as the two have to be the same. This seems to eliminate the possibly of using the past performance of a subcontractor.
Can you please clarify?
Yes, subcontractor experience will be considered.
See revised Section M Factor 2.
